Latvia and Norway have the potential for expanding cooperation on start-ups, innovation, education and tourism, Latvian Economics Minister Arvils Aseradens (Unity) said while meeting with Roy Angelvik, the Norwegian State Secretary of the Ministry of Trade, Industry and Fisheries, on April 23rd, reports LETA.

LETA was told at the Economics Ministry that the meeting between Aseradens and Angelvik dealt with bilateral cooperation as well as possibilities of expanding this cooperation.

«Latvia appreciates the successful regional and economic cooperation with Norway. Moreover, our countries share the same values and goals – to develop the Baltic and Nordic countries as an affluent and secure region of Europe in the long term,» Aseradens said during the meeting.

Both Angelvik and Aseradens noted that it is important to both countries to develop cooperation on start-up businesses and innovation. At the same time, officials also voiced interest in developing educational cooperation, including professional education, particularly by developing joint study and student exchange programs.

Aseradens praised existing Latvian-Norwegian cooperation on the regional level, stressing the need to move towards closer Baltic-Nordic regional integration, especially in areas like energy, innovation, construction and green technology. The minister also thanked Norway for its contribution to the Baltic region’s security.

Aseradens also noted the significance of Norway Grants program, which has helped deepen bilateral toes and find new cooperation opportunities, including for Latvia’s SMEs to develop innovative, environmentally-friendly products, technologies and services. Norway Grants have supported 102 projects, as well as helped create 126 new jobs and develop 40 environmentally-friendly products and technologies.

Aseradens indicated that many Latvian construction companies are operating in the Norwegian market and that it is therefore important to align the two countries’ construction standards and requirements.

Angelvik, on his part, said that Norway wants to develop more expensive cooperation with Latvia on tourism, which is essential for the region’s further development.

After the meeting with Angelvik, Aseradens opened the Norwegian-Latvian business forum which had brought together more than 300 entrepreneurs from Norway, Norwegian entrepreneurs already doing business in Latvia, as well as Latvian entrepreneurs interested in building business contacts with Norwegians or starting a business in Norway.

As reported, the Norwegian-Latvian business forum has been organized as part of the visit of Crown Prince Haakon and Crown Princess Mette-Marit of Norway to Latvia.

Oman, Egypt sign higher education cooperation pact

The Sultanate and Egypt signed at the Ministry of Higher Education yesterday an executive programme for cooperation in the field of higher education for the 2018 to 2020 period.

The programme was signed on behalf of the Sultanate’s government by Dr. Rawya bint Saud Al Busaidiyah, Minister of Higher Education, while it was signed from the Egyptian side by Dr. Khalid Abdel Ghaffar, Minister of Higher Education and Scientific Research in the Arab Republic of Egypt.

The pact was signed when Dr. Al Busaidiyah received in her office the Egyptian minister and his accompanying delegation.
The two sides held a session of talks during which they discussed means of cooperation and coordination in matters of common concern.

The session touched on several topics, such as the recognition of some higher education institutions in the Sultanate by the Ministry of Higher Education and Scientific Research in Egypt, as well as benefiting from the Egyptian experiences in conducting research surveys related to the higher education.

The session also touched on means of enhancing the exchange of scholarships between the two countries and encouraging cooperation in the fields of scientific research.

Malaysia: Higher Education Ministry welcomes cooperation for HSR

The Higher Education Ministry welcomes the cooperation from various parties in the Kuala Lumpur–Singapore High Speed Rail (HSR) project to enhance expertise and skills of university students.

Minister Datuk Seri Idris Jusoh said such cooperation would expand the skill set of university students and benefit the country in the long run.

«Our education system is open. Thus, we will encourage any form of cooperation that we feel should be done by the university senate that is in line with the needs of country’s industry,» he told reporters at the National Higher Education Carnival 2018 at Melaka International Trade Centre in Ayer Keroh.

«Any cooperation that can provide positive impact to universities in the country will be supported by the ministry.»

Also present at the event were Malacca Chief Minister Datuk Seri Idris Haron and Higher Education deputy minister Datuk Dr Mary Yap Kain Ching.

Idris said other than the HSR, the East Coast Rail Line project would also open up various field of skills that would need more expertise.

Pakistan: Empowerment of provinces vital for promotion of higher education

Senate Chairman Raza Rabbani on Friday emphasised the importance of empowering the provinces and taking effective steps for the promotion of higher education in Pakistan in light of the 18th Amendment of the constitution.

He said this while addressing a delegation of Federation of All Pakistan Universities Academic Staff Association (FAPUASA) led by its central president Professor Dr Kaleemullah Barech, which met him at the Parliament House. Senator Muhammad Usman Kakar and Senator Muhammad Dawood Achakzai were also present on the occasion.

During the meeting, the delegation thoroughly briefed the Senate chairman about the problems being faced by university faculty in higher education sector universities due to unilateral policies and improper attitude of the Higher Education Commission (HEC), especially after the passage of the 18th Amendment.

The delegation unanimously decided that the All Pakistan University Teachers Convention would work towards implementing the 18th Amendment in higher education sector in true letter and spirit.

They said that the goal could be achieved through taking certain measures, including confining the role of HEC only to formulation of standards, enhancing role of provincial governments in funding and implementation of higher education policies, respecting and ensuring academic freedom at varsities, granting autonomy to universities as guaranteed by the Constitution of Pakistan, ensure representation of faculty members, students and citizens concerned in all the statutory bodies of the universities, immediate election of  student unions and their representation in all statutory bodies of public sector universities along with elected representatives of faculty, extending retirement age for university teachers from 60 to 65, and restoration of tax rebate up to 75 per cent for faculty members and researchers at varsities.

Raza Rabbani showed concern over the unnecessary delay in transfer of financial resources and administrative powers to the provincial governments regarding the higher education sector. He said that the Implementation Commission on 18th Amendment, after thorough deliberation, decided that a separate account would be operated by each provincial government for transfer of funds to the universities. He stressed that appointments in higher education sector should be made on the basis of transparency and merit, especially while making appointments of vice chancellors.

Raza Rabbani appreciated the contribution of FAPUASA for the promotion of higher education in the country and greeted them over holding a successful convention with the help of faculty members from different universities.

He assured the delegation of his support and cooperation in resolving the issues being faced by teachers in the higher education sector.

Nigeria: World Bank Pledges Continuous Support for Nigeria On Child Education

The World Bank Group said on Tuesday that it would continue to support Nigeria toward boosting the literacy rate, especially among school-age children.

Olatunde Adekola, the Senior Education Specialist, African Region of the World Bank, made this known in a sideline interview with the News Agency of Nigeria, NAN, at the ongoing 10th Pan African Literacy for all Conference, Abuja 2017.

NAN reports that the conference was organised by the Reading Association of Nigeria, RAN, with support from the International Literacy Association, and the Federal Ministry of Education, among others.

«World Bank is more than 100 per cent in support of what RAN is doing. We believe in this effort and for the World Bank, we will continue to support the country to enhance literacy.

«This is because literacy is a critical determinant of a country’s economy, growth, development and standard of living of the people.

«There is need for concrete action to strengthen the literacy systems, policies, structures and the desire for the achievement of sustainable development goals.

«There is need to think through holistic approach to providing inclusive and equitable quality education at all levels especially for the vulnerable groups and particularly, the girl child,» Mr. Adekola said.

The official said the World Bank had inaugurated a one-million-dollar project to enhance literacy in the northern parts of the country.

According to him, the project is a global partnership for education tagged ‘Nigeria Partnership for Education’.

He said: «It is carried out by the World Bank and other development partners such as USAID, UNICEF and DFID in the North-west of the country.

«The focus of the project is first, to strengthen the government systems to deliver basic education for the children by improving the basic education service delivery especially at the early primary level.

«There is need to think through holistic approach to providing inclusive and equitable quality education at all levels especially for the vulnerable groups and particularly, the girl child,» Mr. Adekola said.

The official said the World Bank had inaugurated a one-million-dollar project to enhance literacy in the northern parts of the country.

«We still have about two more years and the outcome is very good because we are now seeing more girls in school.

«Nevertheless, we need partnerships, collaboration and cooperation between and within state and non-state actors to address the issue of literacy as a tool for problem-solving.

«However, we will continue to support the country to enhance the literacy level in the country,» he explained.

Mr. Adekola, who is also the Task Team Leader for the Global Partnership for Education in Nigeria, said the conference would focus more on literacy, reading, language and learning issues.

He stated that the idea is to ensure that children become familiar with the language in which they will be taught as a step toward improving their literacy.
