China espera atraer a estudiantes internacionales

A través de la iniciativa “Un Cinturón, Una Ruta” se busca apoyar la estrategia de desarrollo de China.

China tratará de atraer a más estudiantes de países a lo largo de la iniciativa “Un Cinturón, Una Ruta”, anunciaron funcionarios de educación en una conferencia de prensa el miércoles.

Se espera que estos estudiantes sean el grupo más grande de estudiantes internacionales de China en los próximos años, dijeron los funcionarios.

El reclutamiento de estudiantes de esos países será una «misión de gran importancia» para el Ministerio de Educación en el futuro, dijo Xu Tao, director del departamento de cooperación e intercambio internacional.

Xu dijo que el ministerio también ofrecerá más cursos impartidos en inglés y concederá becas del gobierno chino a por lo menos 3.000 estudiantes de primer año de naciones y regiones a lo largo del Cinturón Económico de la Ruta de la Seda y la Ruta de la Seda Marítima del Siglo XXI cada año para que estudiar en China sea algo más atractivo.

«Hemos visto a muchos jóvenes de todo el mundo convertirse en grandes expertos o altos funcionarios de sus países después de haber estudiado en China», dijo Xu, agregando que muchos de ellos han jugado papeles clave en mantener una buena relación entre China y sus países de origen.

«Lo que podríamos hacer, desde la perspectiva de la educación, es atraer a los estudiantes de los países involucrados en la iniciativa y ayudarles financieramente para que estudien carreras relacionadas en China», dijo, para que los estudiantes brinden apoyo intelectual a la expansión de la energía nuclear.

Los países a lo largo de “Un Cinturón, Una Ruta” han trabajado estrechamente con China en educación desde que el Ministerio emitiera un aviso en julio para impulsar los vínculos educativos.

Hasta ahora, China ha firmado acuerdos sobre el reconocimiento mutuo de títulos académicos con 46 países y regiones de todo el mundo. Más de la mitad forman parte de la iniciativa “Un Cinturón, Una Ruta”, dijo Yan Bingchen, funcionario del departamento de cooperación e intercambio internacional del Ministerio.

Nueva Zelanda: International students targeted in sex scams

Criminals are using sex scams to blackmail international students, or lure them to isolated locations to rob them, Counties Manukau police say.

The crimes have been trending in south Auckland and police said students needed to know about the scams.

Inspector Nga-Wati Chaplow said South Asian males were being targeted for extortion.

«Relationships are developed over social media, promises are made. These victims expose themselves at the request of the female party and the blackmail goes from there,» he said.

Inspector Chaplow said sex was also being used to trick Indian students into going to places where they could be robbed.

«There are websites where liaisons are arranged in the community. The liaison is a front so the males become victims of robbery.»

Inspector Chaplow said police did not have figures about the scale of the problem, but there had a been a trend in the area.

The warning comes after Indian community leaders said Indian students were running into trouble in New Zealand, because they were not getting enough support from their tertiary institutions.

A director of the Sahaayta counselling service for ethnic minority groups in Manukau City, Sucharita Varma, said many Indian students did not understand their rights or what was legal in New Zealand, and the criminals were exploiting that ignorance.

«We are actually having to educate them, saying they’ve not done anything illegal,» she said.

Students turning to sex work to support themselves

Meanwhile members of Auckland’s Indian community told RNZ some Indian students were turning to sex work because they could not find other employment.

New Zealand Prostitutes’ Collective national coordinator Catherine Healy said students from a variety of countries were working in New Zealand’s sex industry, but there were not many of them.

Ms Healy said students who had spoken to the collective said they were comfortable with the work, though they would not do it in their own country.

However, she said the women were vulnerable because immigration law forbids foreign students from working in the sex industry.

That meant they feared deportation if their work was discovered and were less likely to complain about mistreatment or exploitation.

Ms Healy said the law was created to prevent trafficking of sex workers, but it should be changed

Education New Zealand (ENZ) has today launched a new online tool to help international education providers recruit and support international students.

“The Skills Lab is a great new resource for smaller institutions who don’t have a lot of experience in this complex sector and will be particularly useful to newcomers to the industry,” says Grant McPherson, ENZ Chief Executive.

“At the heart of the Skills Lab are practical projects which walk providers through the steps they need to take to achieve sustainable growth.

“This project-based approach means that providers can choose the areas where they most need support and apply the new skills and processes immediately to their day-to-day operations as they work through a project.”

Currently there are 55 projects on the Skills Lab, with more planned for development in the future. Projects include a wide range of topics such as researching a market, undertaking competitor analysis, handling complaints on social media and using interpreters.

Strategic partnership

The Skills Lab has been designed in partnership with experienced international education providers. It responds to a need for comprehensive online support services to industry available anytime, anywhere in the world.

The Skills Lab sits alongside Education New Zealand’s Brand Lab, which provides institutions with downloadable branding and marketing collateral and resources to support their international marketing efforts.

“Initial feedback on the Skills Lab has been extremely positive, with providers indicating that it will be a valuable resource for training and upskilling the industry,” says Mr McPherson.

“Today’s launch is a starting point and we expect to add more specialised content to the project list, in partnership with industry.

“Education New Zealand is committed to increasing the capability of international education providers in this country, and to supporting continued growth in the industry.”

The Skills Lab was launched at the New Zealand International Education Conference 2016, being held today and tomorrow (18 – 19 August) in Auckland.

Erasmus funding boost for UL, MIC & LIT

The University of Limerick (UL), Mary Immaculate College (MIC) and Limerick Institute of Technology (LIT) combined have been awarded over half of the €1million HEA Erasmus+ International Credit Mobility Fund.
This will support the transfer of students and staff to countries outside of Europe for teaching, training and research collaboration.
Erasmus+ International Credit Mobility (ICM) introduced in 2015, offers opportunities for students to study and staff to teach or train for a period of time in higher education institutions (HEIs) beyond Europe. It also gives the same opportunities for staff and students from countries outside of Europe to come to participating HEIs in Europe.
UL, MIC and LIT are members of the Shannon Consortium, a strategic alliance involving substantial collaboration between the institutions supporting greater accessibility to higher education and innovations in teaching and learning.
Following a competitive process, the three Limerick-based higher education institutions secured the largest share of the funding available, €543,152, in the 2016 Call under the EU’s Erasmus+ Programme. This fund will support the movement of 135 staff and students to and from the three institutions to colleges and universities in 20 different countries on five continents.
At UL this involves 18 staff members of non-European higher education institutes visiting UL and 14 UL staff members outgoing as well as 24 incoming students and 1 outgoing. The breakdown for LIT is 11 staff members incoming and 11 outgoing and 9 students incoming and 5 outgoing. For MIC the mobility initiative involves 14 staff members outgoing and 5 incoming as well as 3 outgoing students.
Gerry O’Sullivan, Head of International Education at the HEA commented “The success of the Shannon Consortium institutions will open exciting new teaching and research opportunities for the colleges concerned in a range of countries, a number of whom are relatively new partners of Irish higher education. The impact will not only be felt at the local level but in the countries of origin of the students and staff. Internationalisation of Irish higher education is proceeding at a significant pace and it is most encouraging to see the Limerick institutions building on their complementary strengths.”
He added “it is also heartening to see the strong focus on addressing issues of capacity building in countries that continue to face severe humanitarian and economic crises.”
In 2015 the University of Limerick received 25% of the overall budget for Ireland under Erasmus+ International Credit Mobility (ICM). The 2016-2018 project will facilitate the funding of 57 staff and students to and from universities in Bangladesh, Ethiopia, Malaysia, Georgia, Algeria, Morocco, South Africa, Lebanon, Kenya, Ghana and Israel. UL is the only HEI in Ireland to receive funding for South Africa and the African countries.
The receipt of this funding strongly contributes to UL’s Strategic Plan ‘Broadening Horizons 2015-2019’ in terms of the internationalisation of research, curricula and teaching as well as actively establishing and nurturing strategic linkages worldwide.MIC
Mary Immaculate College was successful in its first Erasmus+ ICM funding application in 2015 to bring three Syrian refugee students from Lebanon for one year of study. The College was also awarded funding for one faculty member specialising in the field of ethno-musicology to go to Morocco and for four faculty members in the field of Mathematics to engage in mobility between Ireland and Serbia (two out-going and two incoming).
In this latest round of allocations, MIC was the only institution in Ireland to receive funding for the USA, where the College has cultivated many of its strongest international links. This funding will be used by 6 faculty members (three out-going and three incoming). Faculty from MIC and the University of Notre Dame in Indiana will travel to further collaborate in Art Education and Community Engagement projects and lecturers in Special Education from MIC and West Chester University, PA will visit each other to share best practice and research ideas.
MIC also attained funding to develop links in China, Serbia and Montenegro. Eight students (three out-going and five incoming) and thirteen faculty members (five out-going and eight incoming) will avail of mobility funding for China in the fields of Media & Communication Studies, Early Childhood Care & Education (ECCE) Language Teaching & Linguistics and International Relations. Faculty involved in Language Teaching & Linguistics and Early Childhood Care & Education were also awarded mobility funding for Serbia (4 incoming and 4 out-going) and Montenegro (5 incoming and 2 out-going).
Limerick Institute of Technology (LIT) was the highest ICM funding recipient in the Irish Institute of Technology sector in both 2015 and 2016. Indeed, in 2016, LIT’s award is the second-highest in Irish Higher Education. The 2015 funding supported partnerships in Malaysia, China, Brazil, Armenia, Georgia and the Russian Federation.
LIT’s 2016 award will enable the institute to welcome staff and students to its campuses, while LIT staff and students will be funded to travel for work and study at universities abroad. The countries for which funding was awarded are Malaysia, China, Brazil, Canada, Kazakhstan, Tajikistan and Uzbekistan.
This allows LIT to intensify its internationalisation strategy which involves research and educational developments in Science, Engineering and Technology, as well as in the areas of Business and Humanities. This funding will support LITs existing successful mobility partnerships in Malaysia and Brazil and will also allow new partnerships to be developed in Canada.
According to Head of International at LIT, Donnacha McNamara, “this is a huge endorsement for Limerick as a destination for international students. It is a wonderful example of the three Higher Education providers in Limerick working together and out-performing the other cities. It will be very beneficial for Limerick as a whole.”

Rusia: Project 5-100 doubles foreign students

Three years on from its launch, Russia’s flagship higher education internationalisation initiative, Project 5-100, is beginning to see results, with international student numbers nearly doubling between 2012 and 2015.

International student numbers across the project’s 21 universities reached 4,700 in 2015 – nearly twice the number there were in 2012, when the initiative was announced.

Speaking with The PIE News, the state-funded project’s deputy executive director, Nadezhda Polikhina, said the increase in international student numbers, along with an increase in joint degree programmes, international staff and faculty and foreign language-taught programmes, demonstrates the project is meeting its goals.

“We see the effect on the people in the universities; they have changed their attitude so they also develop with the universities,” she said.

The project was implemented in 2012, ostensibly with the goal of propelling five institutions into the top 100 ranked universities in the world, but its broader aim is to enhance the competitiveness of Russian higher education by strengthening areas such as international student and faculty numbers, international collaboration and research publications.

“[Rankings are] not the ultimate goal; the goal is to enhance competitiveness of the Russian universities around the globe, to improve the Russian educational system and to develop universities in Russia,” Polikhina said.

Since 2013, the project has supported universities with funding and training, as well as providing PR support and a national brand that is present at global events.

By 2015, universities had developed some 680 programmes in collaboration with foreign universities and research organisations, including double degree programmes and professional training, as well as more than 280 new study programmes taught in foreign languages, with the majority in English.

Internationalisation efforts have been supported by an increase in foreign faculty members, which have quadrupled on average across the universities since the start of the project.

The impact of support for research – including funding, training on publishing in English and guidance on how to identify quality journals to publish in – can also be clearly seen, Polikhina said, citing a tripling in the number of highly-cited publications by Project 5-100 faculty in journals which are among the top 1% and 10% of the most highly-cited publications in the world between 2012 and 2015.

“Part of the reason [Russian universities don’t tend to rank highly in league tables] is it is a big challenge to have publications in English, because historically Russian universities have publications only in Russian,” she commented. “Nobody knew the good results of the research.”
