Tanzania: Don’t worry, govt assures owners of private schools

África/Tanzania/Abril 2016/Fuente:Thecitizen /Autor:Saumu Mwalimu

Resumen:El gobierno ha disipado el temor entre los titulares de los centros privados sobre sus planes para introducir tasas indicativas, diciendo que la nueva estructura, será justo para todos.

Dar es Salaam — The government has allayed the fear among owners of private schools over its plans to introduce indicative fees, saying the new structure, which will be effective from January, will be fair to both parents and them.

Speaking at a meeting in Dar es Salaam, which brought together private school owners, the Commissioner for Education, Prof Eustella Bhalalusesa, said the government was consulting researchers, among other stakeholders, to ensure the indicative fees structure becomes fair to both parties.

The Tanzania Association of Managers and Owners of Non-Government Schools and Colleges (Tamongsco) Dar es Salaam Zone hosted the meeting meant for discussing the indicative fee structure.

She insisted that the government would consider unit cost for each boarding and day school pupils. «We’re taking our time to conduct research as well as consultation in bid to come up with indicative fees which won’t affect your business, the quality of education or parents; there is no need to worry,» Prof Bhalalusesa said.

The Commissioner for Education assured the owners of private schools that the government recognised the role their schools played towards the country’s development.

The Tamongsco secretary general, Mr Benjamin Nkonya, urged the government to consider that all expenses for pupils in private school, including food, transport and medical care, were included in the indicative fee structure.

Meanwhile, the government has directed owners of schools to ensure they have only two terms per year as opposed to the current situation whereby some schools have three of them. Prof Bhalalusesa said only international schools would be allowed to have three terms.

She said the government had somteimes failed to implement projects involving children due to the terms differences.

«When some are on holidays, others are at school; we need uniformity,» Prof Bhalalusesa said.

Political Science Professor Gary Bugh’s theoretical work receives positive reviews

Texas A&M University-Texarkana Political Science Professor Gary Bugh’s recent publication has received positive reviews from other scholars.

Dr. Bugh’s peer-reviewed chapter “Models of Civic Education in America” recently came out in the national book, Civic Education in the Twenty-First Century: A Multidimensional Inquiry, edited by Professor Michael Rogers of Arkansas Tech University and Professor Donald Gooch of Stephen F. Austin State University, and published by Rowman & Littlefield Publishers.

Professor T. Clay Arnold of the University of Central Arkansas wrote an independent review of the book, giving it high praise. Published in the well-respected Journal of Political Science Education, the review concludes that the book “is as comprehensive as it is timely” and that it “sets the agenda for future civic-education scholarship.”

Dr. Arnold focuses attention on Professor Bugh’s chapter in his review, writing that “Bugh compares and contrasts four different models of civic education … Each one differs in its ability to overcome what Bugh lists as the two most important theoretical obstacles to more effective civic learning: America’s longstanding preference for ‘a separation between morality and government,’ which formal civic-education schemes risk violating, and a complacency rooted in what he calls the ‘Irony of Rights’ or the paradox that ‘once people see themselves as possessing rights, some may conclude that it is unnecessary to learn anything more about civics.’”

Professor Bugh engages the reader right from the beginning of his chapter writing, “How teachers convey basic lessons about living in our representative democracy may help overcome theoretical obstacles to civic education. Fortunately, there are distinct models of civic education that serve as guideposts to teachers navigating civic education through a sea of resistance and irony.”

Professor Bugh’s essay reviews four ways of teaching students civic lessons — “formal pedagogy,” “minority dissent,” “civic engagement,” and “political participation.” He evaluates the use and possible effectiveness of these different teaching approaches, concluding that the more engaging ones increase students’ understanding and political efficacy. “A person is just going to learn more about real-world politics by doing it instead of just hearing about it,” Dr. Bugh explains.

However, Dr. Bugh notes that effective civics teaching does not necessarily have to involve internships or peaceful protests.

“By telling stories of actual political participation instead of repeating textbook definitions, a teacher can convey concepts, enliven in-class lectures, and spark students’ interest in helping their community,” he said.

Both Rogers and Gooch use Bugh’s theoretical work in their own chapters on civic education. Professor Gooch refers to Professor Bugh’s theory as “Bugh’s civic education typology” and “the Bugh theoretical framework.”

Professor Bugh’s teaching and research focuses on U.S. political theory and constitutional law. A&M-Texarkana recently recognized Professor Bugh for his active scholarship production at the annual Tribute to Scholarly Accomplishments. Dr. Bugh also coordinates the Political Science and Pre-law programs, where he oversees internships through which students earn credit and experience by working in government.

Oman education: Pakistan School’s Buraimi campus ready, awaits approval

Asia/Oman/Abril 2016/Autor: Deeba Hasan/ Fuente: timesofoman.com

Resumen: Las instalaciones de la Escuela Buraimi de Pakistán, que estaban en espera durante unos años, están listas, pero las autoridades de la escuela aun deben recibir la aprobación final por parte del Ministerio de Educación.

Pakistan School’s Buraimi campus, which was in the pipeline for a few years, is ready, but the school authorities are waiting for a final approval from the Ministry of Education.

Also, the management has plans to open a school somewhere in the Sharqiyah region and is on the lookout for a suitable location for the same.

“Our Buraimi campus is ready, but we are waiting for a licence from the Ministry of Education to start operating,” said Muhammad Adnan Shahzad, chairman, Pakistan Schools in Oman.

After the school in Buraimi, the management also has plans to open schools in Ibri and in Sharqiyah.

“Between Bid Bid to Sur, we don’t have a Pakistan School and so we are looking for a proper location there to open a school, apart from that we are also looking at starting the Ibri school.”

Shahzad also said the number of students registered by PSM this year is more, compared with 2015.

“We were expecting the number to possibly go down, but we had more students coming this year. The Pakistan School in Seeb opened in 2014 and has crossed 700 students already. Our campuses in the interiors have about 5,500 students in total.”

Annual food festival

He also said this on the sidelines of a press conference organised by the school recently, where they announced the annual food festival and musical evening to be held on May 7, and a very popular event among the Asian expat community in Oman.

The highlight of this year’s event is that it is being organised together with a musical evening, which will feature Pakistani singer Amanat Ali, who has a large fan following in the subcontinent.

“The food festival is held every year to generate funds for different projects of the school, and to provide the residents of Oman—from the Pakistani and other communities to enjoy the culture and food of our country. Last year’s event was a mega success, and this year we have invited Amanat Ali, who is very popular among the people of Pakistan and India.” Shahzad said.

Visitors to the food festival can expect special Pakistani cuisine, such as different kinds of kebabs, tikka, haleem, nihari and other delicious items to snack on. There will also be Indian food stalls selling vegetarian munchies.

Apart from great food, attendees can also find stalls selling clothes and jewellery at the event. Other attractions, such as henna design will also be available at the event. The Oman Arab Bank is the major sponsor for this year’s event.

According to Shahzad, the food festival in 2015 had raised considerable funds for projects that were undertaken by the school’s management.

“Last year, we managed to raise a good amount and are expecting the same this year too. We spent the amount on the female mosque, a centre for special education, and on the new library. All staff members are helping us organise this festival and they have been assigned targets that they need to achieve.”
