Chile: Gobierno busca que el TC adelante revisión de reformas a la educación para que Bachelet las promulgue antes del 11 de marzo

La ley que consagra la gratuidad en la educación superior y la del fortalecimiento a las universidades estatales están siendo revisadas por el organismo, pero su resolución podría conocerse después del cambio de mando.

Dos de las principales reformas de la Presidenta Michelle Bachelet podrían no ser promulgadas por ella. Esto porque según establece el trámite legislativo, se encuentran en revisión en el Tribunal Constitucional.

Se trata de la reforma a la educación superior, la que en sí consagra el derecho a la gratuidad, y aquella referente al fortalecimiento a las universidades estatales.

Con el fin de evitar esta situación y sea la Mandataria la que firme ambas leyes, desde La Moneda, específicamente desde la Secretaría General de la Presidencia (Segpres), iniciaron las conversaciones para permitir que este proceso finalice antes del 11 de marzo.

«Estamos haciendo todo lo posible para que este proceso termine. Nos parece importante, esta ha sido una ley que se ha tramitado durante muchos años, fue aprobada casi transversalmente, no diría unanimidad, pero estamos viendo y también con la Segpres con el Tribunal Constitucional que pueda pasar el trámite normal y la Presidenta pueda firmar antes de terminar su mandato la ley», informó hoy la ministra de Educación, Adriana Delpiano.

La secretaria de Estado subrayó que estas leyes están en el proceso de revisión normal según lo establece la normativa y no porque alguien las haya objetado solicitando el trámite en el organismo. «Yo creo que efectivamente son tres buenas leyes que fueron aprobadas muy transversalmente, y quiero insistir en eso, porque acá no se ganó por dos votos o una mayoría circunstancial. Se ganó porque la gente se convenció de que estas leyes eran necesarias para el país, de izquierda y de derecha.

Yo creo que esa es su fortaleza, la transversalidad», recalcó.

Al mismo tiempo Delpiano dijo lamentar que este proceso se esté dando justo a un mes de que finalice este mandato, pero se mostró esperanzada en que Bachelet pueda promulgarlas.

«Lamentablemente nos coincidió con febrero, pero entendemos que el Tribunal ya está revisando estas leyes parcialmente, ahora vuelven los magistrados al tribunal y terminarán de verlo y esperamos que pueda salir. ¡Para allá vamos!», insistió la titular de Educación.

Cuba: La Educación Superior por un mundo más justo y sostenible

Ante más de dos mil participantes extranjeros y 900 cubanos clausuró este viernes la oncena edición del Congreso Internacional de Educación Superior Universidad 2018, a la cual asistieron más de cincuenta académicos de la Universidad de Oriente.

Fue esta una de las delegaciones más grandes del país, con participación en 15 de los 19 talleres internacionales convocados. Los profesores mostraron sus trabajos en paneles, ponencias y pósteres e intercambiaron con delegaciones e instancias de varias regiones del mundo. Temas como el enfoque innovador en la formación de pregrado, el observatorio para la gestión de la calidad en la UO, el empleo de las Tecnologías de la Información y las Comunicaciones en la formación integral del estudiante, el perfeccionamiento del rol del tutor, la enseñanza de la cultura física terapéutica a estudiantes asmáticos sustentada en el taichí y otros, estuvieron entre los de mayor impacto.

Los participantes santiagueros asistieron también a las conferencias impartidas por los doctores Eusebio Leal Spengler e Ignacio Ramonet. Leal, Historiador de la Ciudad de La Habana y Director de la Red de Oficinas del Historiador y del Conservador de Ciudades Patrimoniales calificó la Universidad como “madre de todos los saberes, institución permanente de la cultura, donde se prepara al hombre para la vida, entregándole no el compendio absoluto del conocimiento, sino los derroteros para alcanzarlo. Cuando se tienen conocimientos y se comparten, estos se multiplican. Es una gran verdad”.

Por su parte, el escritor Ignacio Ramonet ofreció sus consideraciones sobre La Agenda 2030 y la Universidad en la Agenda Mundo y argumentó la importancia de los centros estudiantiles universitarios para el desarrollo sostenible y la protección del medio ambiente.

Durante el Congreso, algunos catedráticos santiagueros visitaron además entidades académicas como  el Instituto Superior de Arte, la Universidad de Ciencias Médicas, el Kcho Estudio Romerillo (Laboratorio para el arte) e intercambiaron, según sus especialidades, con homólogos de otras instancias de educación superior de Cuba y el extranjero.

En la clausura de Universidad 2018, la Dra.C. Martha del Carmen Mesa Valenciano, Viceministra Primera de Educación Superior apuntó que con la realización de este congreso se recuerda la vigencia de la Reforma Universitaria de Córdova. “La Educación Superior debe ser cada vez más inclusiva y comprometida con el desarrollo de la ciencia y la tecnología en función de países prósperos y sostenibles. Debemos lograr universidades más innovadoras”, dijo.

Del 10 al 14 de febrero de 2020 se volverán a dar cita las universidades del mundo en La Habana, para ratificar el compromiso de la Educación Superior por un mundo más justo y sostenible.

Argentina: Bordet se reunió con el ministro de Educación

Tramitan la continuidad de obras con financiamiento nacional en escuelas técnicas.

La provincia planteó ante Nación la necesidad de dar continuidad al plan de obras en escuelas técnicas cuyo financiamiento depende del Instituto Nacional de Educación Tecnológica (INET). Fue durante un encuentro que mantuvo el gobernador Gustavo Bordet con el ministro de Educación de la Nación, Alejandro Finoschiaro.

Tras el encuentro que se llevó a cabo este lunes el salón Eva Perón de Casa Rosada, el secretario de Planeamiento, a cargo de la Unidad Ejecutora Provincial, Marcelo Richard, quien acompañó al mandatario junto a la presidenta del CGE, Marta Landó, y legisladores nacionales, explicó que hicieron el planteo “del flujo de inversión previsto para este año y para poder tener continuidad en las obras”.

“El objetivo es poder concluir con todo el compromiso que ha asumido el gobernador respecto de todas las escuelas técnicas en todo el territorio provincial, esto es lo que se ha charlado con el ministro y se ha garantizado, por lo tanto vamos a continuar con todas las obras previstas y en el transcurso del año se irán viendo la posibilidad de avanzar con las licitaciones de nuevas escuelas, supeditado al financiamiento que INET tiene previsto para 2018”, puntualizó.

Richard apuntó que dentro de los planes de infraestructura educativa de la provincia, se ejecutan obras en escuelas técnicas con financiamiento del INET.

En ese sentido mencionó la escuela Nº 100 Puerto Nuevo en Paraná, la escuela técnica Nº 3 de Concepción del Uruguay y “se firmó hace un par de semanas la escuela agrotécnica de San Carlos en el departamento La paz”. Dijo que “también tenemos la ejecución de la escuela flotante, ya prácticamente finalizada en el astillero de Diamante, y que próximamente se va a botar en el puerto de Ibicuy”.

Buenas expectativas

Por otra parte, el diputado nacional, Juan José Bahillo, dijo que acompañó al gobernador en el planteo que hizo sobre los fondos para el desarrollo  de las escuelas técnicas que recibe la provincia a partir del INET, y en ese marco detalló que “hay un desfase entre lo que se había previsto y lo que se venía girando”.

“Afortunadamente hubo un principio de acuerdo entre el ministro de Educación de la Nación, el gobernador y las autoridades del Consejo General de Educación de cómo optimizar en un sólo fondo para que no se vean resentidas las partidas, ya sea para transporte, equipamiento o para obras de edificios en educación técnica, sobre todo las obras que están en ejecución o con contratos firmados. Así que en ese sentido la reunión fue productiva”, detalló.

Instituto para Gualeguaychú

Por otro lado dijo que plantearon con el senador  Guastavino las gestiones que vienen realizando hace aproximadamente un año, sobre el edificio para el instituto terciario María Inés Elizalde en Gualeguaychú: “Es un edificio para un Instituto que tiene una matrícula para casi 800 alumnos y que no tiene edificio propio, y funciona en distintos edificios”.

En ese sentido, indicó que “hay un compromiso del gobierno nacional de hacer este tipo de edificios en distintas provincias, y la prioridad para Entre Ríos la tiene Gualeguaychú. Esto ya está asignado hace varios años, de hecho en 2015 se licitó este edificio y no hubo ofertas, después los fondos fueron reasignados y ya no están disponibles”.

Dijo en esa línea que el ministro y su secretario, tenían “en carpeta” ese tema y que “están evaluando cuál es el mejor prototipo de edificio y cuál es el mejor proyecto. La expectativa es buena, y esperamos tener en algunas semanas o en un par de meses la respuesta concreta para seguir gestionando este edificio que es tan necesario para el desarrollo educativo en nuestra ciudad”.

Por otra parte, la titular del Consejo General de educación, Marta Landó, agradeció al ministro de Educación nacional por el recibimiento y por «conversar sobre las distintas problemáticas de la provincia, sobre todo en lo referente a las obras de infraestructura escolar diagramadas, en ejecución y proyectadas para 2018”.

United Kingdom: Education secretary Damian Hinds rules out creating new grammars but says he wants existing schools to expand

Theresa May pledged to increase the number of selective schools ahead of the election but had to drop the promise after failing to win a majority.

Education secretary Damian Hinds has ruled out creating new grammar schools but he does want existing selective schools to expand.

The new education chief said that he would that he would enthusiastically back the expansion of England’s existing 163 Grammar schools.

Theresa May pledged to increase the number of grammar schools when she became prime minister and set aside money in her first budget.

But after her disastrous election result she no longer had the numbers in parliament to pass new legislation and the pledge was quietly dropped from the Queen’s speech.

Mr Hinds, who himself attended a Roman Catholic Grammar school has previously written about his support for expanding the selective sector and there were reports that the new education review would contain such a policy.

But today the new education chief ruled that out.

However Mr Hinds did reassert his commitment for the expansion of existing grammar schools which would not require a change in the law.

Asked if the government would be creating new Grammars, he said: «That is not what we’re doing we’re talking about being able to expand existing grammar schools.»

Instead he said: “Well what we are looking at is about the existing grammar schools and schools in general where there’s demand from parents and they’re providing a good education and there’s a need in the area can expand to take on more pupils.»

It is not only a turnaround for the PM, but also a change from Mr Hinds’s own views which he clearly set out in 2014.

In a chapter of a book Access all Areas , Mr Hinds said: “There is no appetite in the country for a wholesale return to academic selection at 11, for good reasons, but why not have at least one unashamedly academically elite state school in each county or major conurbation?”

Mr Hinds’s predecessor Justine Greening was publicly supportive of the prime minister’s grammar schools policy, but was known to be privately unenthusiastic – one of the reasons given for Mrs May’s decision to sack her from the education brief.

Ghana: Support government’s education initiatives – Second Lady to teachers

 Samira Bawumia, the wife of Vice President, Dr Mahamudu Bawumia has admonished teachers to continuously support government policies aimed at improving the quality of education in the country.

She has also called on teachers to be effective role models to students and guide them to become successful future leaders.

The Second Lady was speaking at the 68th Speech and Prize-giving day of the T.I. Ahmadiyya Senior High School (SHS) in Kumasi where she represented the Vice President.

She said the New Patriotic Party (NPP) Government believes in a teacher-first approach to education and has begun introducing reforms such as teacher training, skills upgrade and improving teaching and learning materials to enable them deliver quality education outcomes for students.

“Government is confident that you will support its initiatives aimed at improving the quality of our education including the Free SHS policy. Be diligent in your dealings with the students and encourage them to take their studies seriously. Be effective role models for them, because at their impressionable ages how you conduct yourselves, will have a huge impact on their lives. Guide them to understand that they are the future leaders Ghana needs”.

Mrs. Bawumia said Government was aware of the challenges confronting the implementation of the Free SHS policy and is currently working to address them.

She added that government was also determined to ensure that the implementation of the policy does not compromise quality education and will work hard to resolve the challenges.

Pakistan: Quality education to be provided in AJK under HEC standards

Azad Jammu and Kashmir President Sardar Masood Khan has said that providing quality higher education at the doorstep of students will be made a reality with the rigorous assurance that HEC standards are met.

The president said this while chaired a meeting held to discuss the modalities and procedural formalities for establishing the Neelum-Jhelum sub-campus of the AJK University. He said, “Our universities will be made competitive and graduating students will be provided education in line with international standards.” The president, who is also the chancellor of AJK public sector universities, asserted the need to provide quality higher educational facilities to the people of Azad Kashmir. He said that the government was committed to establishing tertiary level institutions in AJK.

AJK University Vice-Chancellor Prof Dr Kaleem Abbasi, in his introductory remarks, apprised the president that a 193 kanal of land for the Neelum sub-campus has been identified at Tangot. The VC informed that payments for the land would soon be made in order to guarantee it acquisition. He also briefed the president that funds for construction of prefabricated structures have been committed by the AJK government and further coordination for acquiring the said funds would be made.

The president said procedural formalities for acquiring the said land needed to be completed on priority and a desired an update on the situation may be presented in a week’s time. He further said that additional land identified at Islampura would also be processed for the sub-campus.

He thanked AJK Legislative Assembly Speaker Shah Ghulam Qadir for dedicating his time and extending his sincerest efforts in assisting the university and district administration in addressing issues related to the establishment of the Neelum sub-campus. The president said that timely completion of the derivative projects would be ensured.

Higher Education Commission Chairman Prof Dr Mukhtar Ahmad also informed that in the first phase, HEC would provide Rs 5 million for construction of the Neelum sub-campus. The AJK president commended the support of HEC chairman and said that with the help of HEC we would ensure the highest standards of education at all public sector universities in AJK.

Shah Ghulam Qadir, Higher Education Commission Chairman Prof Dr Mukhtar Ahmad, AJK University VC Prof Dr Kaleem Abbasi, Higher Education Secretary Zahid Khan and deputy commissioners of Neelum and Jhelum attended the meeting.

Oman, Egypt sign higher education cooperation pact

The Sultanate and Egypt signed at the Ministry of Higher Education yesterday an executive programme for cooperation in the field of higher education for the 2018 to 2020 period.

The programme was signed on behalf of the Sultanate’s government by Dr. Rawya bint Saud Al Busaidiyah, Minister of Higher Education, while it was signed from the Egyptian side by Dr. Khalid Abdel Ghaffar, Minister of Higher Education and Scientific Research in the Arab Republic of Egypt.

The pact was signed when Dr. Al Busaidiyah received in her office the Egyptian minister and his accompanying delegation.
The two sides held a session of talks during which they discussed means of cooperation and coordination in matters of common concern.

The session touched on several topics, such as the recognition of some higher education institutions in the Sultanate by the Ministry of Higher Education and Scientific Research in Egypt, as well as benefiting from the Egyptian experiences in conducting research surveys related to the higher education.

The session also touched on means of enhancing the exchange of scholarships between the two countries and encouraging cooperation in the fields of scientific research.
