ONU condena violencia de manifestantes en Libia

Una alta funcionaria de Naciones Unidas para Libia condenó el sábado el ataque de la sede del parlamento por parte de manifestantes furiosos como parte de las protestas en varias ciudades del país contra la clase política y el deterioro de las condiciones económicas.

Cientos de personas marcharon el viernes por las calles de la capital, Trípoli, y de otras ciudades, y muchas de ellas atacaron e incendiaron edificios del gobierno, incluyendo la Cámara de Representantes en la ciudad oriental de Tobruk.

“El derecho de las personas a protestar pacíficamente debería ser respetado y protegido, pero los disturbios y actos de vandalismo tales como el asalto a la sede de la Cámara de Representantes en Tobruk son totalmente inaceptables”, dijo Stephanie Williams, asesora especial de la ONU para Libia, en Twitter.

Las protestas del viernes se produjeron un día después que los líderes del parlamento y otra cámara legislativa con sede en Trípoli no llegaron a un acuerdo sobre la celebración de elecciones durante las negociaciones mediadas por la ONU en Ginebra. La disputa se centra en los requerimientos de elegibilidad de los candidatos, de acuerdo con Naciones Unidas.

Libia no pudo celebrar elecciones en diciembre, luego de problemas como disputas legales, aspirantes presidenciales controversiales y la presencia de milicias forajidas y combatientes extranjeros en el país.

El no poder llevar a cabo los comicios fue un duro golpe a las gestiones internacionales para llevar la paz al país. Ha abierto además un nuevo capítulo en su largo estancamiento político, en el que dos gobiernos rivales reclaman actualmente el poder después de esfuerzos tentativos de unidad en el último año.

Los manifestantes, exasperados por años de caos y divisiones, exigen la salida de la clase política actual y la celebración de elecciones. Protestaron además contra las pésimas condiciones económicas en la nación petrolera, donde los precios del combustible y el pan han subido y los apagones se han vuelto algo común.

House committee takes up Democrats’ higher education plan

HOUSE COMMITTEE TAKES UP DEMOCRATS’ HIGHER EDUCATION BILL: The House education committee today will consider Democrats’ sweeping plan to overhaul federal higher education policy. The $400 billion proposal to reauthorize the Higher Education Act, dubbed the College Affordability Act, H.R. 4674 (116), calls for expanding federal student aid programs and new federal spending to help states eliminate tuition at community colleges. Here’s what to expect:

— Democrats are upping the ante on Pell Grants: They’re proposing to further increase the program as part of a package of revisions to the original bill. The committee will take up those revisions in an amendment in the nature of a substitute by Rep. Susan Davis (D-Calif.). Other changes include expanding subsidized federal student loans to graduate and professional students at public and nonprofit colleges and replacing a six-year statute of limitations on collecting defaulted federal student loans with a new cap on the collection fees borrowers may be charged.

— The revised proposal calls for boosting the maximum Pell Grant amount by $625 instead of the $500 increase in the original bill. That would be the largest single-year increase in the history of the program, according to a Democratic committee aide. The increase would push up the maximum award to $6,820 for fiscal 2021, and subsequent automatic increases tied to inflation would lead to an estimated $8,250 maximum in fiscal 2029.

— Expect the committee to work through dozens of amendments: Democrats are planning to offer roughly 10, and GOP lawmakers have submitted approximately 50, according to committee aides. Most of the amendments will likely break down along party lines — meaning committee Democrats will reject GOP proposals — but it’s expected that several of them may win bipartisan support.
