The world is in the midst of an education crisis, as half of the planet’s young people are failing to learn the basic skills needed to secure a more prosperous future. One former child soldier and soon-to-be law student promotes a strategy for putting money behind politicians’ platitudes.

My family was murdered before I could tie my shoes. As a young boy in Sierra Leone, years that should have been playful and carefree were spent fighting in someone else’s war. For me, childhood was a nightmare; escape always seemed impossible. But when the war officially ended, in 2002, I began finding ways to recover. One of the most important has been an opportunity I couldn’t have imagined as an angry, illiterate, nine-year-old soldier: school.

I am living proof of the transformative power of education. Thanks to hard work and lots of good fortune, I managed to graduate from high school and then university. Now, in just a few months, I will begin graduate classes at the Fordham University School of Law, an unimaginable destination for most of the former child soldiers in my country.

And yet, throughout my brief educational journey, one question has always nagged me: why did luck play such a crucial role? After all,. If only it were that simple.

Today, more than 260 million children are out of school, and over 500 million boys and girls who do attend are not receiving a quality education, as the International Commission on Financing Global Education Opportunitydiscovered. By 2030, more than half of the world’s school-age children – some 800 million kids – will lack the basic skills needed to thrive or secure a job in the workplace of the future.

Addressing this requires money. But while education may be the best investment a government can make to ensure a better future for its people, education financing worldwide is far too low. In fact, education accounts for just 10% of total international development aid, down from 13% a decade ago. To put this in perspective, developing countries receive just $10 per child annually in global education support, barely enough to cover the cost of a single textbook. In an age of self-driving cars and smart refrigerators, this dearth of funding is simply unacceptable.

Over the past few years, I have advocated on behalf of three global education initiatives – the International Commission on Financing Global Education Opportunity (Education Commission), the Global Partnership for Education (GPE), and the Education Cannot Wait fund (ECW). I have done so eagerly, because these organizations are working collectively toward the same goal: to raise funds to make quality education for every child, everywhere, more than a matter of luck.

One of the best ways to do this is by supporting theInternational Finance Facility for Education, an initiative spearheaded by the Education Commission that could unlock the greatest global investment in education ever recorded. Young people around the world understand what’s at stake. Earlier this month, Global Youth Ambassadors presented a petition, signed by more than 1.5 million children in some 80 countries, to United Nations Secretary-General António Guterres, calling for the UN to support the finance facility.

By leveraging roughly $2 billion in donor guarantees, the finance facility aims to make $8 billion in new funding available to countries that need it most. If adopted widely, the program could make it possible for developing countries to provide quality education to millions more children, including refugees, young girls, and former child soldiers like me.

Politicians often say that young people are the leaders of tomorrow. That’s true; we are. But platitudes not backed by financial support are meaningless. Simply put, the world must unite to fund quality education for everyone. The International Finance Facility for Education – which is already backed by the World Bank, regional development banks, GPE, ECW, and numerous UN agencies – is among the best ways to make that happen.

Twenty years ago, law school was an impossible dream for me. Today, thanks to hard work, global support, and much good fortune, my future is brighter than it has ever been. But my story should not be an exception. To ensure that others can gain a quality education and follow the path that has opened up to me, we must remove luck from the equation.

Africa’s education crisis must be a top development agenda priority

Africa is in the midst of an education crisis. Despite pledges to improve access to education for all children by 2030, many African governments are failing to fund this ambitious component of the UN Sustainable Development Goals (SDGs). There is still time to address the financing shortfall, but only if new investment strategies are embraced with vigor.

Today, roughly half of the world’s young people, including some 400-million girls are not being educated to succeed in the workplace of the future. This challenge is most acute in Africa; although 75% of girls in Sub-Saharan Africa start school, only 8% complete secondary education. Sub-Saharan Africa is the only region where women still do not enroll in or graduate from tertiary education at the same rates as men.

These problems are well known, if not always addressed. Less understood is the contradictory impact that Africa’s future growth will have on the availability of education funding.

By 2030, nearly 30 countries in Africa are expected to have reached lower middle-income status, defined by the World Bank as a per capita gross national income (GNI) between $1 026 and $4 035. As countries approach this level of development, new investments will be needed to pay for health and education upgrades, and mobilizing domestic tax revenue will become a critical component of budgeting strategies.

At the moment, however, estimated tax revenues in most countries will be insufficient to cover the costs associated with improving educational outcomes. As a result, an education-funding crisis threatens to dash hopes of sustained rapid growth and lasting prosperity.

Traditional forms of international aid will continue to play a role in the development of Africa’s education sector. And yet, owing to the projected increases in GNI, most lower-middle-income countries will no longer qualify for the grants and low- or zero-interest loans that are currently available. As a result, millions of young Africans will suffer the effects of a paradox in international development: countries will be too prosperous to qualify for the best funding options, but too poor to meet the educational needs of their citizens on their own.

Fortunately, the International Commission on Financing Global Education Opportunity, where I serve as a commissioner, has helped to develop a solution. Called the International Finance Facility for Education, this innovative approach aims to help lower-middle-income countries invest in education — especially programs for women and girls — in more sustainable ways.

By leveraging $2-billion in donor guarantees, we aim to deliver about $10-billion in grant and concessional education funding to countries that need it most. But there is a catch: governments seeking to access these funds must first demonstrate an interest in and capacity for long-term educational reform.

This approach is designed to improve grants’ effectiveness and give countries the ability to strengthen their economic resilience with a better-educated workforce. Research shows that in lower-middle-income countries, every $1 spent on education increases the earning power of graduates by $4. In other words, our long-term goal is broader than building schools or teaching math; it is to create conditions for lasting social and economic change.

Similar funding strategies have already proved to be successful in the health-care sector. For example, the International Finance Facility for Immunisation was created to provide financing for GAVI, the vaccine alliance. Eventually, billions of dollars in new funding was mobilized to help vaccinate more than 640-million children and save over nine million lives. The economic returns were also dramatic; one study that surveyed outcomes in 73 countries found that every $1 spent on immunisations translated into $18 in healthcare-related savings. The education finance facility has the potential to produce a similar impact.

Millions of young people around the world, and particularly young girls in Africa, are failing to excel because they continue to be denied access to quality education. With just 12 years to go before the expiration of the SDGs, Africa’s education crisis must be moved to the top of the development agenda. Government leaders routinely claim that children are our future. If they truly believe it, programs like the International Finance Facility for Education must be given the priority they deserve.

How an education crisis is hurting Morocco’s poor

Unsuccessful attempts at reform and the growth of private schools are hurting underprivileged families.

Rabat, Morocco – Overcrowding, the lack of an efficient strategy and poor administration are harming public schools in Morocco and diminishing the opportunities available to underprivileged children, experts, teachers and students have told Al Jazeera.

The crisis in the education sector comes despite repeated efforts by successive governments to reform the archaic system.

Meanwhile, social disparity is widening with the growth of private schools as higher-income families increasingly opt to pay for better services, threatening those who rely on free and quality education.

Despite high tuition costs, the number of those shifting from public to private schools soared from 4 percent in 1999 to 15 percent in 2015.

A World Economic Forum report in 2015 placed Morocco at 101 out of 140 countries in a quality of education index.

According to a 2014 Unesco report, Morocco was ranked among the 21 worst countries in the field of education, with more than half of students in public schools failing to acquire necessary reading and maths skills.

It has become very difficult for students at public schools to pursue a decent career.

ANAS MRABTI, HIGH SCHOOL STUDENT

Morocco’s King Mohammed VI has highlighted the dire situation on several occasions.

«The education system faces many difficulties and problems especially due to adopting some programmes and educational curricula, which do not suit the requirements of the labour market,» King Mohammed said in a speech on August 20, 2013.

«The current situation in the education and training sectors requires an assessment process that measures achievements and identifies the weaknesses and imbalances,» he added.

Anas Mrabti, a high school student at a public school in Rabat, expressed concern over the future of underprivileged pupils.

«It has become very difficult for students at public schools to pursue a decent career,» he told Al Jazeera. «The majority of students at public schools come from poor families, who cannot afford to send their kids to private schools. The dilemma is that there is a big gap between the public and private schools in terms of quality education and services.»

He added that financial disparities could affect higher education.

«Students from public schools find it very difficult to compete with students from private schools to access reputable institutions and universities. Parents normally send their kids to private schools because they know that those schools can earn their kids higher marks,» he said.

Because privately-educated children usually attain better grades, it becomes «very difficult for students from public schools to … access major universities and institutions,» said the student.

‘Students not equipped’

In recent years, successive governments have tried to implement structural adjustments to increase access to education and improve the education system’s performance, the latest of which is the Council of Education’s «Strategic Vision for the Reform of the Moroccan School».

This strategy was first implemented in 2015 and is expected to continue until 2030. 

But so far, there have been few solutions.

According to Mohammed, a headmaster of a public school in Tetouan who declined to give his last name, «the educational field has been suffering for a while from the gap between theory and practice, and of the gap between ideas and application».

He told Al Jazeera: «Students are not equipped with the practical skills they need to integrate them into the job market.

«Our public schools are like buildings lacking pillars that keep them standing. Any major reform bid needs to transform goals into practical solutions.»

An academic researcher, who preferred not to give his name, agreed that the Ministry of Education’s previous and current attempts at reform were superficial.

«All reform attempts were inspired by Western models that do not take into consideration the possibility of application, and whether the country is ready to apply such reforms on ground.

«The country has its own identity and characteristics. The setup of any effective reform plan can only be achieved through a participatory approach that should include academics, educational syndicates, researchers and trainers.

«Securing logistics and funding are not enough to ensure good educational quality. Public schools used to enjoy a good reputation in the past, and the authorities in this country should restore that dignity by finding solutions for such a vital sector.»

Mohamed Jouji, a retired father who has two daughters in private schools, said Morocco is far from achieving its goals in the public education sector.

«The issues are mainly school dropouts, weak numbers of schooling in the rural world, the high illiteracy rate, and the deterioration of educational performance,» Jouji told Al Jazeera.

The end of free education?

Another headache added to the Moroccan burden is a new draft bill introduced by the government, which aims at putting an end to free education in the kingdom.

The bill proposes that preschool, primary and secondary education should remain free of charge for all Moroccans, but suggests registration fees for high schools and universities for middle and high-income families.

The draft law has angered parents and education syndicates, who consider the move a violation of Moroccan citizens’ right to free education.
