Zimbabwe: Age of Consent to Go Up to 18 – Mnangagwa

Resumen: El VICEPRESIDENTE Emmerson Mnangagwa informó que el gobierno estaba en el proceso de introducir una ley para precisar la edad legal para el consentimiento sexual de las niñas  de 16 a 18 años.

VICE PRESIDENT Emmerson Mnangagwa says government was in the process of introducing a law that would see the statutory age of consent to sex by girls raised from 16 to 18 years.

He was responding to calls by Senators on Tuesday that the minimum age one could be allowed to consent to sex should be aligned to a 2016 Constitutional Court ruling which outlawed the marriage of or among minors below 18.

While the ruling was followed with euphoric victory among child and women’s rights activists, some felt it remained hollow as girls as young as 16 could still indulge in sex and even conceive children for as long as they did not proceed to get married before 18.

«We have a landmark ruling in this country which states that nobody should be married or be married off when they are below the age of 18,» Senator representing people with disabilities, Anna Shiri, had said earlier.

She was contributing to a motion which called on the government to ratify and incorporate into its gender laws, the SADC Model Law on Eradicating Child Marriage.

Zimbabwe, currently, is in the process of enacting a law which seeks to operationalise the outlawing of child marriages.

«At the same time we have this Bill,» Shiri said, «while we have part of the Act which says there is an age of consent to sex which is 16 years of age.

«As a result, there is some contradiction where early marriage is 18 years yet the consent to sexual activity is 16 years. We need to align these laws.»

Mnangagwa, who was speaking as the country’s justice minister, said government was considering raising the age of consent to 18.

«I may also say that the other two points you have raised relating to the issue of consent between juveniles or children, anybody who is below 18 is regarded as a child,» Mnangagwa said.

«We had a Committee to deal with that and we have arrived at a possible solution which will come to Parliament on the issue of consent between an adult and juvenile or between a juvenile and a juvenile.

«Those issues we have debated and we believe that we should bring up also the age of consent to the age of 18. Of course, this is subject to debate when it comes to Parliament.»

Mnangagwa said his ministry was in the process of aligning all the marriage laws and the progressive provisions of the SADC Model law he said will be incorporated in the comprehensive proposed Marriages Bill.

The proposed Bill will be able to amend the Marriages Act and the Customary Marriages Act and all other laws that are outdated in relation to marriages.

70-Year-Old Sudanese Sits For Primary School Exams

Resumen: Un hombre sudanés de 70 años de edad, se ha sentado para su examen en la escuela primaria en el estado de Kordofán del oeste del país, con la esperanza de proceder a la escuela secundaria y, finalmente, la universidad, según un informe. De acuerdo con Dabanga, Ibrahim Yagoub Fudeili estaba entre una docena de estudiantes que se inscribió para presentar su Certificado de Educación Primaria  (CPE) el pasado domingo. Fudeili dijo que quería animar a los jóvenes sudaneses a tomar su educación en serio, ya que fue privado de estudiar cuando era más joven, debido a dificultades financieras.

A 70-year-old Sudanese man has sat for his primary school exam in the country’s west Kordofan state, with hope to proceed to secondary school and eventually university, a report says.

According to Dabanga, Ibrahim Yagoub Fudeili was among a dozen of students who wrote their Certificate of Primary Education (CPE) exam last Sunday.

Fudeili said he wanted to encourage young Sudanese to take their education seriously, as he was deprived of studying when he was younger, due to financial difficulties.

The father of 12 said he studied consistently after work as he had a family to feed.

 «Earlier, I stopped continuing to study because of financial difficulties. But I returned today. I have a family to support – twelve people, to be exact,» Fudeili was quoted as saying.

He said that he studied the curriculum through a compensatory approach specially designed for the elderly. He was the oldest in his class.

In 2009, a man aged 88 was considered the oldest person in Kenya to attend primary school.

At the time of his enrollment, the Guinness Book of World Records listed him as being the oldest person in the world to start primary school, said a Voice of America report.

Kimani Ng’ang’a Maruge started school in 2004 after the Kenyan government introduced free universal primary school.

«I was shown by God to go to school, and He encouraged me to study…That is why I am back in school,» he was quoted as saying at the time.

Francia: La ministre de l’Education présente la rentrée 2017 et tape sur Macron

RESUMEN: El Ministro de Educación presentó el jueves la circular que prepara a la escuela el año 2017 y preparó un período de cinco años de registro en la educación, criticar la propuesta de Emmanuel Macron en esta área, sin tener que nombrarlo. Con 12 millones de niños y un millón de maestros y otro personal, «un año escolar se prepara con meses de antelación», dijo Najat Vallaud-Belkacem, dijo en una conferencia de prensa. El retorno está «preparado por el gobierno, con un presupuesto aprobado por el gobierno», insistió. El regreso de circular sin duda puede ser modificado, pero el ministro llamó a sus deseos «una continuación de los esfuerzos para reformar la escuela», recordando que las reformas fundamentales en el sistema escolar necesitan «tiempo» . Hizo hincapié en los cambios implementados en el marco del período de cinco años: la educación nacional (con la Educación Superior e Investigación) vuelve a ser la primera en el presupuesto del Estado, con un aumento de 9 millones de euros cinco años, la creación de 60.000 puestos de trabajo, aumentos salariales y bonificaciones para los maestros, revisión de educación prioritaria, la restauración de la formación inicial de los profesores, etc.

La ministre de l’Education a présenté jeudi la circulaire qui prépare la rentrée scolaire 2017 et dressé un bilan du quinquennat en matière d’éducation, en critiquant les propositions d’Emmanuel Macron dans ce domaine, sans jamais le nommer.

Avec ses 12 millions d’élèves et un million d’enseignants et autres  personnels, «une rentrée scolaire se prépare des mois à l’avance», a rappelé Najat Vallaud-Belkacem lors d’une conférence de presse. La rentrée est donc «préparée par ce gouvernement, avec un budget voté par ce gouvernement», a-t-elle insisté.

La circulaire de rentrée peut certes être amendée, mais la ministre a appelé de ses voeux «une poursuite de l’effort pour la refondation de l’école», rappelant que les réformes de fond dans l’institution scolaire avaient besoin «de temps».

Elle a mis l’accent sur les changements mis en oeuvre sous le quinquennat: l’Education nationale (avec l’Enseignement supérieur et la Recherche) est redevenue le premier budget de l’Etat, avec une augmentation de 9 milliards d’euros en cinq ans, création de 60.000 postes, revalorisation des salaires et primes des enseignants, refonte de l’éducation prioritaire, rétablissement de la formation initiale pour les enseignants etc.

La rentrée 2017 verra la création de 11.662 postes, qui permettront d’atteindre l’objectif des 54.000 nouveaux postes pour la seule Education nationale de 2012 à 2017. Les 6.000 postes restant sont allés à l’enseignement agricole et l’enseignement supérieur.

Najat Vallaud-Belkacem, qui soutient le candidat PS à la présidentielle Benoit Hamon, a aussi envoyé plusieurs piques en direction d’Emmanuel Macron.

Le candidat d’En Marche! veut diviser par deux les effectifs des classes de CP et CE1 des écoles en zone prioritaire, une mesure qui nécessite 12.000 postes d’enseignants. M. Macron souhaite en créer 4.000 et prendre le solde sur les «60.000 postes créés» de 2012 à 2017.

«On va aller les chercher dans le secondaire alors que c’est là que se fait sentir désormais la hausse démographique», s’est désolée la ministre.

Le choix laissé aux communes pour maintenir ou revenir sur la réforme des rythmes scolaires à l’école primaire, proposé là encore par M. Macron? «Ca veut dire quoi +laisser le choix aux communes?+ Où est l’Education nationale?», s’est-elle interrogée.

Revenir à quatre matinées d’enseignement au lieu de cinq actuellement ne favoriserait pas les apprentissages et priverait les enfants des milieux défavorisés d’accès à la culture via les activités périscolaires, a-t-elle martelé.

Docentes de educación nocturna viajan a Colombia para seguir especialización

Un total de 94 docentes y directores de Centros de Educación Básica Alternativa (CEBA) -donde acuden jóvenes o adultos desde los 14 años, la mayoría de los cuales estudia y trabaja a la vez- viajarán hoy a Colombia para seguir una beca de especialización en pedagogía en la Universidad Javeriana.

Se trata de personal docente de escuelas públicas que ganó el concurso de becas desarrollado por el Programa Nacional de Becas y Crédito Educativo (Pronabec), con la intención de mejorar la enseñanza de la educación básica alternativa, conocida también como «nocturna».
Uno de los becarios, Dorila Coral Giraldo, subdirectora del CEBA Billinghurst, en Barranca, dijo que la educación impartida en estos centros implica muchos desafíos pues sus estudiantes son estibadores, ayudantes de cocina, lustrabotas, madres que habían dejado el colegio porque salieron embarazadas y personas que por alguna razón abandonaron la escuela regular.
A diferencia de la Educación Básica Regular, los nuestros son estudiantes que en el día trabajan y en la noche estudian o adolescentes que por alguna razón no accedieron a la primaria. Nuestro desafío es acogerlos y que se mantengan en la escuela hasta que terminen la educación básica. Ellos deben saber que hay un CEBA para atender sus necesidades de estudio», dijo a Andina.
Lamentó que exista deserción de algunos estudiantes que acuden a los CEBA y por eso, dijo, desde el 2014 se está implementando la educación a distancia o educación los fines de semana. «Nuestra modalidad de estudio tiene que ajustarse a las necesidades de nuestros alumnos».
Por su parte, Hildo Leiva Flores, docente del CEBa 1235, en el distrito de La Molina, dijo que muchos de los 128 estudiantes que tiene en el plantel generan sus propios recursos mediante actividades independientes.
Señaló que la tecnología es una herramienta que puede permitir a sus alumnos acceder de manera más directa a la educación.
Tanto Dorila como Hildo agradecieron a Pronabec y al Ministerio de Educación por la beca, que cubrirá sus pasajes, estadía y estudios durante un mes en la citada universidad colombiana. A su regreso, replicarán su experiencia con otros docentes.
Experiencia enriquecedora
«Se trata de traer los conocimientos de una de las principales universidades en el mundo y además enriquecerán su experiencia al estar con colegas de otros países», dijo por su parte la directora ejecutiva de Pronabec, Marushka Chocobar Reyes.
Los docentes becados, dijo, han pasado por un proceso de selección donde se presentaron 600 postulantes. «Ellos deberán replicar en las aulas y en el colegio lo que aprenderán en  Colombia».
Chocobar comentó que las estrategias de enseñanza a jóvenes y adultos son distintas, porque «se tiene que tener otro enganche para que puedan terminar sus estudios».
La ceremonia de despedida de los becados se realizó en la Universidad Tecnológica del Perú, con presencia de la viceministra de Gestión Pedagógica, Liliana Miranda, quien anunció que a mediados de año habrá una nueva convocatoria para otorgar becas a docentes de la Educación Básica Alternativa.

Italy’s overcrowded migrant centres leave children vulnerable: Council of Europe

El informe, que fue publicado el miércoles, señaló a los niños migrantes como particularmente vulnerables. El Embajador Tomáš Boček, Representante Especial del Consejo sobre Migración y Refugiados, recopiló el informe después de una visita de octubre a algunas regiones italianas que han asumido la carga de la afluencia de migrantes: Como, Sicilia y Roma. Italia registró un récord de más de 180.000 llegadas el año pasado, incluyendo a 25.000 niños no acompañados. Desde el comienzo de 2017 han llegado otras 15.000 personas. Muchos de los niños que llegan a Italia solos están superando las lagunas, advirtió el informe, debido a un sistema de tutela inadecuado, a las malas condiciones en los centros de migrantes y a los retrasos en los procedimientos.

Italy needs to improve conditions in its migrant centres to avoid health problems, corruption, and an increase in illegal immigration, the Council of Europe has warned.

The report, which was published on Wednesday, singled out child migrants as particularly vulnerable.

Ambassador Tomáš Boček, the Council’s Special Representative on migration and refugees, compiled the report after an October visit to some of the Italian regions which have shouldered the burden of the influx of migrants: Como, Sicily, and Rome.

Italy saw a record high of over 180,000 arrivals last year, including 25,000 unaccompanied children. Since the start of 2017 a further 15,000 people have arrived.

Many of the children who arrive in Italy alone are slipping through the gaps, the report warned, due to an inadequate guardianship system, poor conditions in migrant centres, and procedural delays.

The ‘hotspots’ which are intended to be the first port of call for newly-arrived migrants were criticized as «unfit to provide children’s needs».

Despite the fact that the maximum period of time spent in these hotspots is supposed to be 72 hours, Boček said he had met youngsters in Lampedusa who had been housed there «in limbo» for over two months.

These delays led to overcrowded accommodation and poor sanitary conditions.

«In Lampedusa I also saw blocked toilets, with water leaking into the neighbouring bedroom which accommodated young girls, and the female showers were in a poor condition,» the Special Representative recalled.

Other problems raised were that children regularly received «biscuits and cigarettes» in lieu of their €2.50 pocket money, and missed out on education while staying at the hotspots.

And some centres failed to properly separate accommodation for adults and children, and men and women, potentially putting children at risk, the report noted.

When children arrive in Italy without a parent or carer, the local mayor is generally appointed their guardian, but in areas which have seen high numbers of arrivals, this leaves mayors or their staff members responsible for over 1,000 children and therefore unable to provide proper care.

What’s more, delays in appointing guardians, sometimes stretching over several months, created what Boček termed a «vacuum» in their care, potentially leaving them vulnerable to falling into the hands of smugglers.

The report urged Italy to implement «updated, universal standards» and regular monitoring for its migrant centres, both to ensure improvements in conditions and to minimize the risk of corruption at management level.

It also called on Italy to speed up the process of asylum decisions, relocation, and deportations – something Interior Minister Marco Minniti recently vowed to do.

Delays and weaknesses in these procedures not only put the centres under undue pressure, but may encourage further illegal migration, Boček warned.

Prime Minister Paolo Gentiloni appeared to respond indirectly to the report, saying in the Italian Senate that EU resources were critical in helping Italy deal with the migrant crisis.

«Not even Merlin the wizard could solve the problems of immigration,» the premier said. «But it is possible to replace illegal and deadly migrant routes with more acceptable flows and channels.

He called on EU member states to do their part in resolving the crisis, saying: «I hope that Brussels will take steps to help the work in Italy.»

Ghana: Endeavour to embark on research – Professor Dodoo

RESUMEN: Un profesor visitante de la Universidad Kwame Nkrumah de Ciencia y Tecnología (KNUST), el profesor Alex Dodoo, ha instado a las instituciones de educación superior, en particular las universidades del país, a crear y compartir conocimientos en apoyo del desarrollo nacional. Según él, la capacidad de crear conocimiento por parte de las instituciones dependía de que se embarcaran en la investigación y utilizaran los resultados para crear un impacto positivo en la economía del país.

A visiting Professor to the Kwame Nkrumah University of Science and Technology  (KNUST), Prof. Alex Dodoo, has urged institutions of higher education, particularly the universities in the country, to create and share knowledge in support of national development.

According to him, the ability to create knowledge by the institutions was dependent on their embarking on research and using the findings to create positive impact on the economy of the country.

Prof. Dodoo was speaking in an interview in the aftermath of the Faculty of Pharmacy and Pharmaceutical Sciences (FPPS) Week celebration at KNUST in Kumasi. The week’s celebration was on the theme; «Collaborative Research and Health – The Way Forward in Ghana.»

He said for universities to continue to enjoy academic freedom, it was pertinent that they influenced socio-economic conditions in the country in a non-partisan way.

He observed that economic trends at the global level in the 21st century were knowledge based, a situation that required that Ghana tapped into the system if it was to make inroads.

He noted further that most developed countries depended so much on collaborating in creating and sharing knowledge among institutions of higher education; and Ghana, being a developing country, could learn from that.

He urged the institutions of higher learning in the country to conduct research into alcoholism and road accidents, as well as other threats that were inimical to national development and put their findings into the public domain.

“Universities must accept the challenge to create and share knowledge while pharmacists in particular tackle head-on problems in education, health care and sanitation,” he said.

Prof. Dodoo said by sharing available research in a collaborative way, universities would be able to lead the way in providing jobs.

Promotion of research vital

The Pro-Vice Chancellor of the KNUST, Rev. Prof. Charles Ansah, emphasised the need for research to impact on the well-being of the people.

Under the circumstances, he said, promoting research was vital and, therefore, called on authorities in institutions of higher education to place premium on research activities.

He said the Office of the Vice Chancellor had increased funding for research for post-graduate students  to enable them to embark on research work without difficulty.

Patient-centred pharmacy practice

The Dean of the FPPS, Prof. Mrs Rita Dickson, said considering the current dispensation in which pharmaceutical practice had become more patient centred than medicine oriented, it was imperative to harness the required knowledge from research.

She said the Pharmaceutical Society would have to be strategic in the use of limited resources available to them in order for them to maximise results.

At the ceremony, 137 graduates made up of 25 doctorate (PhD) and 112 Master’s students were presented with their certificates. Mrs Dickson urged the graduates to endeavour to work hard and impact society positively.
