South Africa: Task Team to Ensure Discrimination Free Textbooks

Pretoria — Minister Angie Motshekga has appointed a Task Team to evaluate textbooks to ensure they are free of bias in terms of race, sex, gender and other forms of discrimination, says the Department of Basic Education.

The department on Wednesday said the Task Team, which comprises experts from Higher Education Institutes (HEIs) will at a later stage make recommendations to the Minister.

«This Committee will look at a broad sample of textbooks, specifically for the development of a textbook policy on promoting content that fosters diversity going forward,» said the department.

This comes after concerns and complaints were raised regarding a scenario written in a Grade 10 textbook. The department said it has noted concerns and complaints emanating from a page in one of the Grade 10 textbooks.

«The content referred to is both unintended and unfortunate,» said the department.

To summarise what is on the page of the textbook: «It is a story about a girl who went out to a party with friends without seeking permission from her parents, as they would have declined the request. They drank and got drunk. While they were drunk, the friends pushed her into a room with an unknown male and locked the door where she was subsequently raped by the unknown male. Now she feels she can’t report the rape to her parents because they will know that she lied. She is so hurt and scared as there are possibilities of contracting HIV, pregnancy or both. She is also regretting going to the party».

Three questions are posed to learners after this story. The problem is the first question, which reads: «list two ways in which Angie’s behaviour led to sexual intercourse».

«This question raises very serious misconceptions and stereotypes about ‘rape’ and the relationship between the perpetrator and the victim, in that the victim might have played a role that led her to be raped.

«The department is fully aware of implications such scenarios have on the psyche of our children and the general public about the scourge of rape that the country is battling with.

«Furthermore, the question refers to the incident as ‘intercourse’ which may further confuse learners. The importance of mediation by teachers in this instance becomes important as should be the case in a classroom environment,» said the department.

The department said it also acknowledges that such content may further perpetuate impunity and victim blaming.

It said the objective in a subject as important as Life Orientation is to equip learners with skills to deal with and face life’s challenges, it is unfortunate that this particular section in the textbook is certainly not part of that.

The department said the process of compiling such content includes a panel of experts who make inputs in line with set guidelines.

«This is followed by a review of the content by a subject specialist. The textbook in question, published and distributed in 2011 forms part of content that Minister Motshekga has asked to be tested for inappropriate or contradictory content.»

The evaluation process is conducted by subject specialists from provinces and districts, where in the textbooks are subjected to a rigorous screening process.

«We cannot at this stage blame the subject specialists that evaluated the material. We can however remedy the situation as we have done in the past with other material that was later found to have inappropriate content, i.e. picture, misleading text, etc.

«The department has in this regard already written to the publisher in order to remedy this and ensure the material is no longer taught in our classrooms,» said departmental spokesperson Elijah Mhlanga.

He said the department welcomes inputs made by parents, the public, civic organisations and other interested parties into what learners are taught and exposed to in their learning material, and said it is truly reflective of the societal importance and significance of education.

«We also encourage active, consistent critique of all teaching and learning material of all grades and subjects. It is through these engagements and contributions that we can achieve the best quality of content for the millions of children whose education we are entrusted with,» said Mhlanga.

Algeria’s identity debate over adopting French teaching

A debate in Algeria about plans to switch to teaching science in the French language is raising arguments about the country’s cultural identity.

Education minister Nouria Benghebrit has suggested that teaching in French could improve students’ results. Universities in Algeria teach science in French, but schools teach in Arabic.

There have been concerns that students face a language barrier when they are taught in French at university, with many failing in their first year.

But opponents of such a change have argued that this would damage the identity of the North African country’s Arab majority.

The plans have suggested that maths, physics and natural science subjects in secondary schools should be taught in French.

The intention would be to make a smoother transition to French-speaking university courses. It could make it easier for students, who at home might speak dialects of Arabic or Berber, and who might struggle to switch to French when they reach higher education.

But opponents of changing to French have criticised a «divorce from identity» which would disconnect young people from their cultural roots.

There have been suggestions that universities should switch to Arabic, rather than schools switch to French. There have been other calls that English should be adopted as a more widely used international language of science.

The controversy over language has stirred arguments about the relationship between Algeria and France, the former colonial power.

Even though Arabic is the official language of Algeria, universities are still teaching courses in French, more than 50 years after independence.

India: Assam budget Sonowal govt’s focus on healthcare, education

Mientras que un Instituto Indio de Ayurveda se establecería en Raha, que también anunció la creación de tres nuevas universidades y 21 nuevos institutos politécnicos, y haciendo tres universidades de ingeniería (Karimganj, Golaghat y Dhemaji) completamente funcional en el ejercicio en curso. Education, agriculture and healthcare got the maximum focus, while several items including candles, kerosene stoves, packaged drinking water, cinema tickets, LED bulbs and tubes, citronella oil and feeding bottles would become cheaper, as the BJP-led government in Assam tabled its first budget, of Rs 78,253.36 crore, that showed an overall deficit of over Rs 2880 crores.

Placing the budget, state finance minister Himanta Biswa Sarma said while the education sector along with sports, art and culture would get 20 per cent of the budget allocations after 26 per cent for general services, the agriculture and rural development sector would get 10 per cent. Sector-wise allocation of the remaining sum will be as follows: water supply, sanitation, housing and urban development (8%), transport (6%), social welfare and nutrition (5%), irrigation and flood control (5%), and others (9%), besides public debt (6%).

On the education front, the budget envisaged establishing three more medical colleges (in Nagaon, Dhubri and Lakhimpur) under centrally sponsored scheme, besides completing construction of one each at Kokrajhar and Diphu. While an All India Institute of Ayurveda would be set up at Raha, he also announced setting up three new universities and 21 new polytechnic institutes, and making three engineering colleges (Karimganj, Golaghat and Dhemaji) fully functional in the current financial year.

The budget also proposed converting gender-specific schools to co-educational ones, while students of Class IX and X of government schools would get free textbooks from the next academic year. Laying stress on improving primary and school education, Sarma said that while eight new district institutes for teacher education would be set up, 17,000 TET teachers would be appointed by April 2017. Altogether 297 upper primary schools on the other hand would be covered under computer-aided learning programme, he added.

While the BJP-led government had promised social security during the recent assembly elections, Sarma announced setting up women’s cells in 63 police stations, appointing 4,000 police personnel, providing cyber crime detection facilities and setting up citizens’ committees in all the 345 police stations.

On the agriculture front, Sarma announced I-cards to farmers, installation of 61,000 shallow tube-wells, promoting organic farming, covering 1.50 lakh fishermen under group insurance scheme, setting up 40 new milk cooperatives and 244 rural godowns, among others.

Helping hungry students a key to improving schools in Canada

School may be out for the summer, but for some food security advocates, the connections between education, poverty and nutrition are in session.

As a member of the Vancouver Food Policy Council (VFPC), I recently attended a council meeting on the topic of school food. The meeting discussed the ways in which Vancouver, as well as British Columbia and Canada, face serious challenges when it comes to ensuring that growing minds have access to high-quality, dignified and culturally appropriate nutrition.

Panelists included Sarah Carten, a Social Planner at the City of Vancouver who works on the implementation of the Food Strategy, Matthew Kemshaw, Farm to School BC’s Vancouver Area Animator and a program manager with the Environmental Youth Alliance and the LifeCycles Project Society, Jessica Land, the Supervisor, Enhanced Services at the Vancouver Board of Education, Brent Mansfield, the Director of the BC Food Systems Network, and Laura Track, a lawyer with the BC Civil Liberties Association.

In Vancouver, there are elementary and high school students who go to school hungry each day. According to “Hungry students in BC public schools and the adequacy of school meal programs to support them”, a 2015 study conducted by the BC Teachers’ Federation (BCTF) in collaboration with the Committee for Action on Social Justice, «Eight in ten teachers reported having students who come to school hungry, and having students who are without food for lunch or snacks.» Despite this, only a third of teachers rated their school’s meal programs as either “quite” or “very” adequate to meet the needs of all students requiring nutritional support.

Even when school meal programs are offered, eligible students may not sign up. According to the BCTF report, many of these programs still charge a fee. For some families, even $20 per month is too much. The stigma of approaching the school and asking for a fee waiver is often too embarrassing for families and students to face. Some of the burden has actually fallen to individual teachers, with 40% reporting that they have used their own money to buy snacks for hungry students, spending an average of $29 per month.

The VSB is aware of the struggles, and cannot solve them alone with current levels of funding. In late 2015, the City of Vancouver announced that it would provide $320,000 to the Vancouver School Board’s meals program and $80,000 to the Strathcona Community Centre’s meals program, which provides breakfasts to local families.

Unfortunately, this amount is not enough to reach all students in need. Investments in school meals currently fall to a patchwork of provincial, municipal and individual levels because Canada is one of the few industrialized countries that lacks a national school food program. This is an issue that the VFPC is working on as a member of the Coalition for Healthy School Food, given that such a program could easily be included in the national food policy the Prime Minister has mandated.

The potential exists for school food to be a source of education, nourishment and abundance, rather than an afterthought or a source of stigma. As the panelists discussed, food could be integrated as a universal part of school pedagogy, a chance to learn about everything from biology to chemistry to cultural traditions and social justice issues. Cooking skills and healthy eating could be a part of every student’s curriculum. Groups such as Vancouver’s School Food Network offer support to teachers for this. There are even opportunities within the school environment to show the value of food, such as building adequate school kitchen facilities and ensuring students have the time and space to eat lunch. School food should be a source of celebration.

It almost goes without saying that students need adequate nutrition in order to learn. It is inappropriate to expect students to get good grades, behave well and contribute to society when their basic needs are not being met. Yet, with the current patchwork school food system, that is all too often the case.

Food is too often an afterthought in our society, treated as a privilege rather than a right. Canada’s status as one of the few industrialized countries without a national school food program needs to change. Adequate nutrition has a profound effect on the physical and mental health of people of any age, especially growing children and adolescents.

In addition to feeding young bodies and minds, there is an opportunity to raise students with the knowledge and skills to make informed food choices that contribute to health of people, communities, and our environment.  We need a strong school food system to ensure that the next generation of Canadians will be equipped to flourish.

Talentosos hondureños en campeonato regional de robótica

En la capital de Guatemala se realizará, mañana, el campeonato regional de robótica, donde Honduras estará representada por un grupo de destacados estudiantes del Instituto Salesiano San Miguel.

La delegación hondureña está integrada por estudiantes entre 8 y 12 años de edad, los que confían en sobresalir con su proyecto.

Este es el Noveno Campeonato de Robótica, que tendrá como invitado especial a estudiantes de México. El resto de los participantes llegan de los diferentes países centroamericanos.

El campeonato se divide en tres categorías: Vex, The Claw y Robot Racing. El equipo hondureño está dirigido por los maestros Bryan Estrada y Darwin Escoto.

Este tipo de actividades extracurriculares, le han permitido a estudiantes latinoamericanos ganarse un lugar en el Mundial de Robótica: “World Championship Robotic Science Competition”, un concurso patrocinado por la NASA.

Por tal razón, los pequeños genios catrachos se han estado preparando de la mejor manera para poner en alto el nombre de Honduras y su institución educativa. Según comentaron los integrantes, este campeonato es patrocinado por la empresa privada afín a esta ciencia, que busca talento centroamericano.

Argentina: Riera dispone más cambios en el Ministerio de Educación

El director de Educación Media, Arnaldo Liuzzi; de Educación Inclusiva, Estela Pistilli y de Educación Técnica, Ramón Iriarte, fueron cesados en sus cargos.

En reemplazo de Pistilli, asumirá Raquel Rabito, mientras que en Educación Media fue nombrada Zully Greco de Benítez.

Estos cambios se suman a la designación de José Arce Fariña como viceministro de Educación Superior, tras la destitución de Gerardo Gómez, que se oficializó este martes.

El nuevo viceministro apunta a la transparencia y anunció que hablará con la Agencia Nacional de Evaluación y Acreditación de la Educación Superior (Aneaes) y el Consejo Nacional de Educación Superior (Cones) sobre la reinserción de estudiantes estafados por universidades privadas.

Riera asumió como ministro de Educación en mayo pasado tras la destitución de Marta Lafuente como consecuencia de las movilizaciones estudiantiles que siguieron a la toma del colegio República Argentina, en Asunción. Antes se desempañaba como presidente del Consejo de la Magistratura.

State’s biggest New Zealand education fair begins tomorrow

RESUMEN: El Servicio de Educación de Nueva Zelanda (Ravenzes) anuncia la celebración de la Feria de Educación de Nueva Zelanda en Kuching, Miri, Bintulu y Sibu a partir de mañana hasta el 2 de Ago. La feria se iniciará en Kuching mañana en el Hotel Hilton aquí que comienza a las 12 pm a 5pm. El evento continuará en Miri el domingo (31 de julio) en el Imperial Palace Hotel 13:00-17:00, antes de proceder a la Bintulu ParkCity Everly Hotel el 1 ago 14:00-18:00 y Sibu el 2 de agosto a las RH Hotel 14:00-18:00. En un comunicado de prensa, Ravenzes dijo que el público puede reunirse con los representantes de Nueva Zelanda mejores universidades, institutos y escuelas superiores en la feria. La feria ofrece a los estudiantes la oportunidad de discutir su plan de estudio y aprender todo acerca de los programas de clase mundial.

In a press release, Ravenzes said the public can meet with representatives from New Zealand’s top universities, high schools and polytechnics at the fair.

The fair provides students an opportunity to discuss their study plan and learn all about world class programmes.

There are generous scholarship opportunities for undergraduate and postgraduate programmes being offered by prestigious universities in New Zealand.

This year, they have invited Dr David Warren from the Department of Chemistry of Otago University to deliver a lecture and a workshop on Chemistry for invited students from secondary schools in Kuching.

Also, there will be five other eye-opening seminars to be presented by qualify speakers from the New Zealand universities.

The Chemistry lecture and seminars will run concurrently with the Kuching’s fair from 12pm onwards.

Ravenzes thus invites the public especially school leavers and parents to join the biggest New Zealand Education Fair in Sarawak.
