Malasya: 100 per cent access to early childhood education by 2020’

Access to early childhood education in Sarawak is set to reach 100 per cent by 2020.

Minister of Welfare, Community Well Being, Women, Family and Childhood Development Datuk Seri Fatimah Abdullah said currently, 97.5 per cent of children in Year 1 underwent preschool education prior to entering primary school.

“Our vision to provide access to early childhood education to all is showing signs of success, and awareness among parents is significantly showing improvement,” she said during a visit to the Community Development Department (Kemas) Taska Permata at Kampung Sri Tajo, Asajaya yesterday.

Fatimah said the government’s aim to provide 100 per cent access to early childhood education by 2020 can be achieved and is nearing its target.

On a related matter, the minister stressed that the quality of early childhood education is another important factor that needs to be looked into, as it will provide the necessary impact.

“Access needs to be complemented with the right quality, and these traits are the pillars toward producing a quality child who is ready to enter primary school.

“The government continuously looks into how we can develop preschool teachers and their teaching materials and methods to ensure that we can churn out the best to shape the child,” she said.

The government, added Fatimah, will continue to empower preschool training centres for teachers, and its learning module will be improved constantly to ensure it gives the best results. During her visit, she presented the Quality Preschool Benchmark Award 2017 for government preschool to staff of Taska Permata Kampung Sri Tajo.

Kota Samarahan MP Rubiah Wang and Kemas state director Mohd Zamri Mustajab were among those present.

Malaysia: No politics in education

THE Education Act 1996 states that as a «general principle pupils are to be educated in accordance with the wishes of their parents».

The Dual Language Programme (DLP) is a programme which allows the learning of STEM subjects in its lingua franca, which is English, and at the same time to enhance proficiency in the English language and was culminated from months of deliberation by diverse apolitical parties including the private sector with the Ministry of Education facilitating the decision.

SJKT Vivekananda Petaling Jaya was declared a DLP school in 2017. However, at the eleventh hour, the ministry had in a letter dated Dec 20, 2017 ordered the Selangor State Education Department to indefinitely postpone the DLP in 2018 for the new intake of Std One and eager Std Four pupils in that school, pending a lawsuit. The department then informed the school principal of the same in a letter dated Dec 26, 2017.

In the meantime, parents had registered their children in Std One and are excitedly awaiting its start, along with those being elevated to Std Four. Together they are looking forward to DLP. But now their hopes are dashed and they are left confused.

The parents of SJKT Vivekananda Petaling Jaya have appealed for the DLP to continue yet the ministry continues to remain unresponsive and insensitive which is contrary to what is provided for in the Act.

We question the logic of this reasoning. Why would a pending lawsuit have the impact of jeopardising the future of six- and nine-year-old children whose parents only want more English language hours in their chosen curriculum? The lawsuit can be long drawn and time is ticking for the children. Until a decision is made the status quo should remain.

The parents could picket, seek an injunction to continue DLP thus maintaining the status quo until the courts decide, initiate a mediation process as an alternative for dispute resolution or sit down and agree on amicable terms.

Once a school is declared of DLP status there should be no turning back unless there is a formal reversal of the programme. Parents want their children to have the best education they can which they see possible in DLP.

The ministry should not at all costs allow personal or political manoeuvres to interfere with the education of our children. Children are not to be made anyone’s sacrificial lamb.

Malasya: Education policy should not change when minister changes

Deputy Prime Minister Ahmad Zahid Hamidi has announced his support for a national education commission to be set up to put a stop to education policy flip-flops whenever a new education minister is appointed.

“I will support it if a national education commission is set up so that all policy can be decided by this commission.

“Education policies or policies related to education in the country…they should not change when the minister changes.

“Do not send our students into the makmal ujian (laboratory), they are not things to be experimented with.

“They are national assets,” he said at the launch of Gabungan Pelajar Melayu Semenanjung (GPMS)’s 63rd annual general meeting at Kompleks Tabung Haji in Kelana Jaya today…

Malasia: El insólito caso del funcionario despedido por faltar más de 2.000 días al trabajo

Las autoridades de Malasia despidieron a un funcionario del ministerio de Educación después de que este se ausentara del trabajo durante casi cinco años y medio (más de 2.000 días), según informaron hoy medios locales.

El ministro de Educación, Mahdzir Khalid, dijo que el caso ocurrió en una escuela de una zona rural a la que el empleado dejó de acudir 2.002 días.

«No sabemos cuál era el problema. El director intentó durante años persuadir al empleado para fuera al trabajo», dijo el ministro, según la televisión Channel News Asia.

Khalid no especificó si el empleado era profesor o administrativo del colegio, y admitió que el absentismo es un problema en escuelas rurales donde a veces los trabajadores necesitan horas de barco, coche y caminata para llegar.

«Tomamos en consideración el hecho de que algunos funcionarios en áreas rurales a veces se ven forzados a ir en bote por seis horas, luego conducir por dos horas antes de caminar otras dos horas para llegar al trabajo… Pero no estoy diciendo que pasara en este caso», aclaró el ministro.

Malaysia: Free education not practical’

Higher Education Minister Datuk Seri Idris Jusoh yesterday urged the public not to be influenced by the opposition’s promises of introducing free education in the country as this was not practical and difficult to implement.

He said the opposition had always been trumpeting on offering free education and they should have  implemented it in Selangor through the state-owned Universiti Selangor (Unisel).

“I challenge them to implement free education at Unisel first, they did implement it before but it failed and the National Higher Education Fund Corporation (PTPTN) had to step in,” he told reporters after the launch of Big Data Lab and opening of a new building at Universiti Teknologi Mara (UiTM) Kota Bharu campus here yesterday.

Idris said the fees charged to students here were not high and were among the lowest in Asia.

“This is because over 90 per cent of current academic fees charged by public universities has been subsidised by the government, “ he said.

He said the government was also helping students by providing various loan facilities such as loans from PTPTN, scholarships or sponsorship from various agencies including the Public Service Department.

In the 2018 budget presented by Prime Minister Datuk Seri Najib Tun Razak last Friday, RM2.2 billion scholarship allocation was announced to boost higher education. — Bernama

Malaysia: 50pct of about 1,000 Islamic education institutions do not comply with fire safety requirements

Fifty per cent of 956 Islamic education institutions including tahfiz schools nationwide do not comply with fire safety requirements and required further improvements.

Fire and Rescue Department director-general Datuk Wan Mohd Nor Ibrahim said since firemen began inspecting the premises last month, the department has issued 389 written reminders to premises which failed to comply with the safety guidelines.

He said some of the education institutions and tahfiz schools did not have sufficient firefighting equipment including fire extinguishers and the emergency exit in the building was not safe to be used.

«Checks revealed 291 education institutions do not have enough firefighting equipment and some do not have fire exits at their premises. The operators will be given time to improve the firefighting facilities to fully comply with the department’s specifications and building safety aspects.

«The premises owner has to rectify and overcome weaknesses that need immediate attention. Failure to adhere to the rules within the given time will force us to bring them to court,» he told reporters after opening the 2017 Fire, Safety campaign and Innovation exhibition here today.

He said to date, Selangor has recorded the highest number of Islamic education institutions and tahfiz schools which did not comply with fire safety specifications, followed by Johor and Kedah.

«The department is expected to complete inspecting all 1,117 Islamic education institutions and tahfiz schools in the country by Oct 22. Our inspection also covers premises that are not registered with the authorities and a detailed report will be presented during the cabinet meeting.

«The department often stresses for premises to have enough ladders to allow occupants to leave the building in case of a fire and install smoke detectors. Such measures will help avoid a similar tragedy like the Darul Quran Ittifaqiyah tahfiz school fire on Sept 14,» he said.

Education Malaysia Global Services ready to work with police on visa abuse, says COO

The Education Malaysia Global Services (EMGS) will co-operate with the Royal Malaysia Police on the issue of abusing student visa which pose a serious threat to national security.

Its chief operations officer Prof Datuk Dr Rujhan Mustafa said EMGS viewed the matter seriously and would ensure Malaysia’s integrity as an international education hub was preserved.

“There are several processes and screening involved in the processing of international student pass including continuous co-operation between the agencies involved in the exchange of information to determine the effectiveness of student management.

“Among aspects screened before receiving any recommendation from EMGS for approval of student pass by the Immigrant Department of Malaysia is that every course offered to international students must obtain full accreditation from the Malaysia Qualification Agency (MQA),” he said in a statement today.

Yesterday, Inspector-General of Police Tan Sri Mohamad Fuzi Harun was reported as saying that police had detected the existence of a syndicate bringing in Foreign Terrorist Fighters (FTF) to Malaysia through various methods, including by using student visas, following the detention of 48 suspects.

Rujhan said EMGS would conduct a detailed review on individuals involved in such activities after receiving details from the police and welcomed the effort of institutions of higher learning to always monitor their students and report any unlawful activities. — Bernama
