Italia: El hombre con más títulos universitarios del mundo

A sus 70 años, el italiano Luciano Baietti cuenta con el récord mundial de 15 títulos académicos. Entre ellos destaca Sociología, Humanidades, Derecho, Ciencias Políticas y Filosofía.

Como si se tratara de un erudito, el afán de superación y las ganas por un mayor conocimiento llevaron al italiano Luciano Baietti, de 70 años, a estudiar hasta convertirse en la persona con más títulos universitarios en el mundo. “A través de los libros me siento más libre”, dice. “En efecto, las dos palabras tienen la misma etimología”, reconoce el hombre que cuenta con 15 títulos académicos: un récord mundial.

Baietti es el exdirector de una escuela secundaria en Roma e ingresó en el Libro Guinness de los Récords en 2002, tras haber obtenido su octavo título universitario en el grado de Ciencias del Deporte en la universidad Sapienza de Roma. Entre los títulos alcanzados hace más de 15 años figuran distintas disciplinas como Sociología, Humanidades, Derecho, Ciencias Políticas y Filosofía. Desde entonces, ha añadido otros siete títulos a su lista. Entre ellos se encuentran Ciencias Estratégicas, Criminología y Turismo. Todos ellos han sido estudiados en diversas universidades del país.

“Cada vez me siento ante un nuevo reto que me he impuesto a mí mismo. Quiero probar el límite de mi cuerpo y de mi cerebro para saber hasta dónde podré llegar”, cuenta. Fue justamente mientras estudiaba Educación Física, su primer diploma obtenido en 1972, cuando surgió su interés por el mundo académico. “Además de los eventos deportivos, teníamos clases teóricas que me gustaban y que hicieron que me entusiasmara por el estudio”, recuerda Baietti.

Baietti ha pasado por casi todas las disciplinas, lo que le ha representado un verdadero desafío. “Pasé de la Pedagogía a la Sociología, de la Literatura a la Psicología. Luego fui a lo legal para llegar a disciplinas más profesionales, tales como la Ciencia de la Investigación y de la Estrategia”, explica.

Según Baietti, el último diploma fue el que más problemas le ocasionó. “Lo organizaron conjuntamente el Ministerio de Defensa y la Universidad de Turín y se trataron temas relacionados con la seguridad nacional. Había que presentarse incluso en uniforme”, recuerda.

Para este diploma número 15, que obtuvo de la Universidad Pegaso de Nápoles, Baietti tuvo que enfrentarse a un nuevo reto: la telemática. “Usar Internet no es algo tan fácil para alguien de mi generación, pero yo quería demostrar que la educación a distancia es tan buena como la tradicional. Quería romper con un prejuicio”, explicó.

Otro diploma que le causó gran dificultad a Baietti fue el de Criminología, ya que tuvo que entrevistar a varios presos. “Después de hablar con ellos y escuchar sus argumentos, uno se interroga sobre lo que es justo o no”.

Sin importar su edad, actualmente se está preparando para sumar un nuevo diploma a su lista, el número 16 en Ciencias de la Alimentación; lo hace entre las tres y las cinco de la madrugada. “A esa hora mi cerebro está mi cerebro está más disponible para asimilar conocimientos y me permite mantener una vida familiar normal”, confiesa.

Presidente Santos (Colombia): Viene un anuncio importante sobre la calidad de la educación

El presidente de la República, Juan Manuel Santos, afirmó que el país está tratando de ingresar a la Organización para la Cooperación y el Desarrollo Económicos -OCDE- con el propósito de mejorar la calidad de la educación en Colombia.

Afirmó que este sábado dará un anuncio «muy importante» sobre la calidad educativa e Colombia relacionadas con las pruebas de Estado.

«Una de las razones por la que estamos ingresando a la OCDE es para compararnos con los mejores en las políticas públicas que son importantes.

La más importante es la educación, por eso, nos comenzamos a medir con las pruebas pisa. Mañana vamos a dar una noticia muy importante, pero sobre otras pruebas, sobre la calidad de la educación.

Con las pruebas que nosotros mismos hacemos y eso creo que es algo que complementa perfectamente lo que estamos haciendo», expresó.

Venezuela: 80% de la educación del país es pública, gratuita y de calidad

“Cuando llegó la Revolución el nivel de escolaridad estaba en 50,60% de la educación global, hoy está por encima del 90% (…) el 80% de la educación del país es pública, gratuita y de calidad, es un gran logro de la Revolución”.

Así lo aseguró el presidente de la República Bolivariana de Venezuela, Nicolás Maduro, desde la inauguración del centro hospitalario Doña Felicia Rondón de Cabello en El Furrial, Monagas.

“Hoy por hoy, aunque falta mucho por hacer, la educación pública venezolana es mejor que la educación privada en el país”, enfatizó el mandatario nacional.

Qatar & Canada to boost bilateral investments

Durante su primera visita oficial a Qatar, el ministro canadiense también se reunió con Akbar Al Baker, director ejecutivo de Qatar Airways. El Ministro y sus homólogos abordaron temas prioritarios como las oportunidades potenciales para una mayor colaboración entre las empresas canadienses y los sectores público y privado de Qatar en áreas clave como la energía, el transporte, la infraestructura, la educación y la salud. «La visita del ministro confirma que Canadá goza de una fuerte y creciente relación bilateral con Qatar, reforzada por los lazos comerciales entre los dos países», dijo Adrian Norfolk, embajador de Canadá en Qatar.

The Minister and his counterparts touched on priority issues such as potential opportunities for increased collaboration between Canadian companies and Qatar private and public sectors in key areas including energy, transportation, infrastructure, education and health. “The Minister’s visit confirms that Canada enjoys a strong and growing bilateral relationship with Qatar that is reinforced by commercial ties between the two countries” said Adrian Norfolk, Ambassador of Canada to Qatar.

The visit builds on the 2016 visits to Canada by Qatar’s Ministers of Foreign Affairs, Public Health and Education and Higher Education and a Qatar Trade and Investment Mission to Canada. It also highlights Canada as a destination of choice for Qatari investors, students, business travellers and visitors.

The Minister also met with a number of Canadian business leaders as Qatar expands in its infrastructure, energy and education sectors among others, and prepares for the 2022 FIFA World Cup.  There are almost 9,000 Canadians living and working in Qatar in diverse areas such as engineering, energy, finance, IT, education and health. Canadian companies are contributing to Qatar’s infrastructure programmes for the 2022 FIFA World Cup and as it works towards achieving Vision 2030.

Qatar is an important market and commercial partner for Canadian businesses. There is recognised potential for Canadian businesses to increase commerce with Qatar in the future, as the country implements an ambitious, inclusive, and sustainable economic plan with a strong focus on international trade and investment.

Japón: Talks heat up over free higher education

The LDP is considering introducing dedicated government bonds for education to cover the ¥3.1 trillion that would be needed annually to allow free higher education. However, some members of the party are rejecting the idea, saying it will pass on debt to future generations.

At this point, finding common ground appears very difficult.

Hakubun Shimomura, the LDP’s executive acting secretary general, said at a press conference on Friday that procuring funds for free higher education warrants careful deliberation. “We’ll carry on with the discussions, taking into account that it may affect other policy areas,” Shimomura said.

A special task force was created within the party on Feb. 15 to discuss the financial aspects of free higher education. Comprising mainly former education ministers, including Shimomura, the task force will discuss financial options including the introduction of the education bond; the introduction of a non-interest-bearing, no-tax bond, which would be exempted from inheritance tax; and a consumption tax hike.

The LDP intends to include the fruits of its discussions in the Basic Policy on Economic and Fiscal Management and Reform, or “big-boned” policy, which will be adopted at a Cabinet meeting as early as in June.

Deliberations to realize free higher education gained momentum in January when Prime Minister Shinzo Abe expressed his willingness in his policy speech to make it happen.

“We need to create an environment in which anyone who aspires to go to high school, advanced vocational school or college can do so,” Abe said.

Some members of the special task force, including former education minister Hiroshi Hase, believe financial resources should be newly procured. “[The education budget] is a prior investment for nurturing human resources who will forge the future,” Hase said.

Others take a more cautious stance. One mid-level lawmaker said, “If tax paid by workers with a high school education is used for free university education, it will arouse criticism.”

Education bonds, like all other government bonds, are debts without financial backup. Finance Minister Taro Aso has voiced his objection, saying, “It means parents will be passing on their debts to their children in order to evade tax burdens and education expenses.”

Top law revision sought

Another reason why the LDP is leaning toward free higher education is because it aims to promote Diet deliberations on amending the Constitution by approaching Nippon Ishin no Kai, an opposition party that wants free higher education to be stipulated in the nation’s top law.

While the current Constitution stipulates that compulsory education in elementary and junior high schools should be free of tuition, Nippon Ishin no Kai in its draft constitutional amendment plan has clearly stated that education will be free of charge from preschool to the higher levels.

“[If written in the Constitution, free education] will not be swayed by the whims of any administration,” said party Secretary General Nobuyuki Baba.

The largest opposition Democratic Party and the LDP’s junior partner Komeito are also positive about free university education. Some LDP members believe discussing free higher education could stimulate constitutional debate.

“[Free higher education] is the most feasible of the items to be discussed to amend the Constitution,” a former minister said.

However, DP leader Renho has said that free higher education can be realized by enacting a new law. “We do not hold the position that the Constitution has to be amended to realize free education,” Renho said.Speech

“There has been a policy shift in December 2015 or thereabout and that policy shift required that new funds be found, and that those funds be found in a very constrained environment, and we’ve done our best as the government to find those funds and meet some of the immediate needs that we have whilst at the same time, we all acknowledge that we need to do longer term planning.”

Gordhan also questioned whether it was wise for government to react to such upheavals, at the expense of other government programmes.

“Theoretically it’s possible to shut down half the government programmes, shift all the money to where social upheavals require, nothing stops us from doing that, but is that the responsible thing to do as government?”

Balancing act

He said all South Africans had to ask themselves that questions.

“Like most things in life it’s about a balancing act.”

He said government was now tasked with meeting new requirements by students on one hand, and sustaining the overall requirements of all other South African citizens on the other hand.

“And at the same time, committing oneself, as government and other stakeholders, to process and dialogue and consensus that will more constructively take us in the right direction,” he said.

The Commission, which was established in January 2016, is tasked with investigating the feasibility of free higher education, which a focus on the broader social, economic and financial implications of implementing a fee-free higher education and training in South Africa.

Last year President Jacob Zuma extended the deadline for the fees commission to complete its report to June 30.

He received the Commission of Inquiry into Higher Education and Training’s interim report in November 2016.

The final report was expected to be completed within eight months.
