China enhances higher education cooperation with South Africa

China’s Minister of Education, Chen Baosheng, received a delegation from South Africa, on Sept 9, led by its minister for higher education and training, Blade Nzimande, to review the progress of the two countries’ strategic partnership especially in the field of education.

Chen praised the cooperation after the two established Sino-South African diplomatic relations and how the leaders have given special attention to education and high-level contacts.

He also explained the preparations for exchanges between China and South Africa at the vice-premier level and discussed mutual recognition of academic credentials and degrees, student exchanges, interschool cooperation, and joint research.

The two agreed to increase exchanges and cooperation in higher education and promote education development in a pragmatic way.

Nueva Zelanda: International students targeted in sex scams

Criminals are using sex scams to blackmail international students, or lure them to isolated locations to rob them, Counties Manukau police say.

The crimes have been trending in south Auckland and police said students needed to know about the scams.

Inspector Nga-Wati Chaplow said South Asian males were being targeted for extortion.

«Relationships are developed over social media, promises are made. These victims expose themselves at the request of the female party and the blackmail goes from there,» he said.

Inspector Chaplow said sex was also being used to trick Indian students into going to places where they could be robbed.

«There are websites where liaisons are arranged in the community. The liaison is a front so the males become victims of robbery.»

Inspector Chaplow said police did not have figures about the scale of the problem, but there had a been a trend in the area.

The warning comes after Indian community leaders said Indian students were running into trouble in New Zealand, because they were not getting enough support from their tertiary institutions.

A director of the Sahaayta counselling service for ethnic minority groups in Manukau City, Sucharita Varma, said many Indian students did not understand their rights or what was legal in New Zealand, and the criminals were exploiting that ignorance.

«We are actually having to educate them, saying they’ve not done anything illegal,» she said.

Students turning to sex work to support themselves

Meanwhile members of Auckland’s Indian community told RNZ some Indian students were turning to sex work because they could not find other employment.

New Zealand Prostitutes’ Collective national coordinator Catherine Healy said students from a variety of countries were working in New Zealand’s sex industry, but there were not many of them.

Ms Healy said students who had spoken to the collective said they were comfortable with the work, though they would not do it in their own country.

However, she said the women were vulnerable because immigration law forbids foreign students from working in the sex industry.

That meant they feared deportation if their work was discovered and were less likely to complain about mistreatment or exploitation.

Ms Healy said the law was created to prevent trafficking of sex workers, but it should be changed

Uruguay: Este jueves paran todos los sindicatos de la educación en reclamo por el presupuesto

Docentes y funcionarios de la UdelaR, liceos, UTU y escuelas de Montevideo detendrán sus tareas por 24 horas. Los maestros del interior del país no se sumaron a la medida.

La Coordinadora de Sindicatos de la enseñanza del Uruguay (CSEU) convocó a la movilización que se hará este jueves 15 en rechazo a los recortes presupuestales en la educación y ese día parará durante 24 horas.
Los sindicatos de docentes y funcionarios de Secundaria, UTU, Hospital de Clínicas, Codicen, Educación Privada, funcionarios de la Universidad de la República y maestros de Montevideo se concentrarán a las 9 de la mañana en Eduardo Acevedo y 18 de Julio.
Si bien la Federación de Magisterio (FUM-TEP) adhiere y convoca a la movilización, no detendrá sus tareas a excepción del sindicato de maestros de Montevideo (Ademu), que sí parará.
La plataforma de reclamos de los docentes y funcionarios incluye además el rechazo a la «precarización laboral en la enseñanza privada», el reclamo de modernización del Hospital de Clínicas con financiamiento público, y el respeto a las libertades sindicales, entre otras cosas.

Portugal: Governo mobiliza sociedade civil e comunidade académica para a substituição das praxes por práticas de integração

O Ministro da Ciência, Tecnologia e Ensino Superior enviou a reitores de universidades, presidentes de politécnicos, responsáveis estudantis e dirigentes de unidades de investigação uma carta onde apela à mobilização de todos para a integração dos novos estudantes do ensino superior.

Quando está em curso a preparação do novo ano letivo, Manuel Heitor recomenda que as praxes académicas sejam substituídas por práticas de integração que respeitem os ideais de liberdade, crítica e emancipação dos jovens.

O Ministro entende que as praxes académicas são «manifestações de abuso, humilhação e subserviência» contrárias à missão e propósito das instituições de ensino superior e, por isso, manifesta «o total repúdio a estas práticas».

Na missiva, o Manuel Heitor esclarece que deu «instruções à Fundação para a Ciência e Tecnologia para que apoie a realização de ações de índole científico-cultural destinadas à integração dos novos estudantes de ensino superior através da autorização de despesas pelas Unidades de Investigação, a desenvolver em parceria com as associações de estudantes e a incluir no contexto de atividades de divulgação científica, as quais devem representar até cerca de 5% dos seus orçamentos plurianuais».

Adicionalmente, o Ministro solicitou à Ciência Viva «o apoio às instituições de ensino superior e às associações de estudantes na dinamização de um movimento de estímulo à emancipação e integração dos novos estudantes no ensino superior com ciência e cultura».

Manuel Heitor dirigiu outra carta aos portugueses onde solicita «a todos que se posicionem como parceiros na dignificação do ensino superior» e onde se compromete «a ser parte ativa na transformação que se exige, incentivando práticas e iniciativas que fomentem a participação ativa dos novos estudantes nas diversas dimensões do contexto académico, científico e cultural, assim como do contexto social que o enquadra».

El BID presenta “Súbete”, un kit escolar multimedia sobre cambio climático para profesores, estudiantes y padres de familia

“Súbete” ofrece guías, videos, juegos y planes de clase gratuitos para enseñar los conceptos de sostenibilidad de forma interactiva y divertida.

El Banco Interamericano de Desarrollo (BID), presenta “ Súbete ”, una herramienta gratuita para las escuelas primarias y secundarias de América Latina y el Caribe, cuya apuesta educativa es empoderar a estudiantes, padres y maestros, ofreciéndoles conocimientos sobre la prevención y la adaptación al cambio climático con el fin de que implementen soluciones creativas, viables y de largo plazo para mejorar su calidad de vida.

“La solución al cambio climático es muy compleja. Por eso hemos creado una herramienta de conocimiento innovadora, en formato multimedia, para enfrentar parte del problema”, dijo Emma Näslund-Hadley, coordinadora del proyecto y especialista líder en la División de Educación del BID. “Súbete impulsa a los docentes y a los más jóvenes de la región a que sean parte de la solución”.

En vez de enseñar ¨ciencias¨ de manera tradicional, Súbete transforma la escuela y el hogar en el escenario de proyectos que aprovechan el potencial de jóvenes y adultos para mitigar y revertir el cambio climático desde sus comunidades y escuelas.

Según el Fondo Mundial para la Naturaleza (WWF España), si seguimos a este ritmo, el consumo «desmedido» de recursos naturales obligaría a la humanidad a disponer de 1,6 planetas para satisfacer la demanda a nivel global.

Para contribuir a contrarrestar el cambio climático a través de la educación, los recursos de “Súbete ”, como videos instructivos, planes de clase, videojuegos y un kit verde, se encuentran disponibles en inglés y español sin costo alguno en la página web de la iniciativa.

Súbete forma parte de los esfuerzos del BID y la Corporación Interamericana de Inversiones para combatir los efectos del cambio climático que enfrenta la región. En abril de este año, ambas instituciones anunciaron como meta el aumento de hasta un 30 por ciento en el volumen de financiación de las operaciones relacionadas con el medio ambiente para finales de 2020.

Vietnan: Vocational education needs reform

Vietnam’s vocational education system must undergo reform to produce workers who can compete with their counterparts in other countries, the head of Institute of Vocational Education Studies has said.

Speaking at a conference held in HCM City on September 11, Dr Vu Xuan Hung said that only 38.5 percent of labourers had been trained at vocational schools.

“Vietnam’s labourers are not ready for the ASEAN Economic Community,” Hung said.

The number of unemployed students has increased quarter by quarter, he said, adding that workers’ English skills were lower than those in Malaysia, the Philippines and Indonesia.

He said that vocational training would be necessary to close the gap with workers in other countries.

Dr Huynh Thanh Dien, who is working on a support industry project, said many workers were not qualified to work in standard manufacturing.

This was partly due to lack of cooperation in training between enterprises and schools. The city, for instance, had not created models for cooperation and vocational school training had not been based on enterprises’ need, he said.

Associations that represent businesses should establish links between schools and companies, he said.

HCM City will need 270,000 employees each year from now to 2025, and of that amount, 85 percent should be trained labour, according to the Centre for Human Resource Forecast and Labour Information.

Since 2011, the southeastern region has lacked sufficient human resources for the construction and industrial sector, while there are more than enough workers for the service sector.

Each year, the number of working-age people from 15 years old and above in the city increases by 100,000.

Of this number, 70 percent continue to study at high school or university and the remaining seek jobs or attend vocational training schools.

Finlandia: 2,500 tutors to get digitalisation training

A total of 2,500 tutors will be trained up in the next three years in primary schools in order to achieve the implementation of a new pedagogy and appropriate utilisation of digitalisation.

The plan is part of the wider programme of the primary school reform which was published on Friday.

The goal of the digitalisation programme is to get one tutor per every 220 pupils.

The grant application for digital tutor training which will conducted by the National Education Board in September.

The project will be supported by 7.5 million euros this year and a total of 23 million euros during the current government rigime.

In all, the Ministry of Education and Culture new primary school programme will utilise 90 million euros in three years.

A total of 40 million euros has been allocated for continuous teacher training, and 7 million euros has been set aside for the development of teacher training.

On the other hand,20 million euros will be used for pilot programmes aimed at improving learning conditions.8 million euros of the entire 20 million euros will be applied this autumn.
