Colonial Legacies and Social Welfare Regimes in Africa: An Empirical ExerciseThis paper identifies three types of welfare regimes in Africa, based on the insight that tax and expenditure regimes are closely associated. Using cluster analysis, the author highlights historical legacies in current welfare policies, demonstrating that welfare regimes in Africa have been strongly determined by the ways in which different countries were incorporated into the colonial economy. The author finds that many of the new social welfare reforms are taking place in what he refers to as labour reserve economies, and are generally internally rather than aid-driven. He stresses the importance of thinking of social expenditure in relationship to domestic resource mobilization, and finds that the focus on aid and social expenditure has tended to obscure this important aspect of welfare regimes in Africa.

Thandika Mkandawire is Chair and Professor in African Development at the London School of Economics, a Senior Fellow of The Graduate School of Development and Practice and Visiting Professor at the University of Cape Town.

Eritrea: Efforts to augment educational capacity

Resumen:En una reunión llevada a cabo en Aqordet se dio a conocer que, aparte de la buena relación entre los padres, los profesores y estudiantes de la contribución de las partes interesadas es fundamental para el fortalecimiento de la capacidad educativa.

Barentu — At a meeting conducted in Aqordet it was disclosed that other than the good relationship between parents, teachers and students the contribution of stakeholders is vital for the strengthening the educational capacity.

The school directors who attended the meeting called for identifying the problems for not starting the school year on time and for the introduction of a mechanism to enable the students at the junior level become competitive.

The head of schools in the sub-zone Mr. Abdalla Omar Karam indicated that more than two million Nakfa was spent by the MOE branch to renovate the schools in the administrative areas of Shelab, Aderde, Deret and Welet-Abarik that were damaged by heavy wind and rain.

In the sub-zone of Aqordet there are 40 schools providing educational services and 52 adult education centers.

Eritrea: Institutions of Higher Education Conduct Festival

Resumen: El 7º Festival de las instituciones de educación superior se realizó el 24 de marzo en las instalaciones de la Institución de Tecnología de Eritrea en Mai-Nefhi.

Asmara — The 7th festival of the Institutions of Higher Education was launched on 24 March at the premises of the Eritrean Institution of Technology at Mai-Nefhi; the environs of Asmara. The opening ceremony was attended by senior government and PFDJ officials, heads of national associations, members of the institutions of tertiary education as well as foreign diplomats.

In his opening speech, Prof. Gebrehiwot Medhane, the Vice President of EIT stated that the festival had been going on for four months at the college levels.

Mr. Mensura Ismail, Head of the NUEYS at the Institutions of Higher Education for his part underlined that the underlying purpose of the festival was to nurture competition and the exchange of experiences among the youth.

Mr. Alamin Mohammed Seid, the Secretary of the PFDJ, officially opened the exhibition prepared by the students.

The four-day festival includes educational and artistic contests, traditional and modern sports competitions, exhibitions, display of innovations as well as cultural shows.
