Canadá abre sus puertas a estudiantes mexicanos

El Departamento de Vinculación y Desarrollo de la Universidad Michoacana de San Nicolás de Hidalgo hizo pública la convocatoria de becas que el gobierno de Canadá, a través del Consejo Internacional de Estudios Canadienses (CIEC), ofrece a estudiantes mexicanos según se estipula en el Acuerdo Cultural entre el país de la hoja de Maple y México.

Esta oportunidad de estudio con beca por parte del gobierno canadiense aplica únicamente para maestría y doctorado y se ofrecen en cualquier rama de las Ciencias Naturales, Ingeniería, Ciencias Sociales, Humanidades, Arquitectura y Artes, con excepción de Turismo, Idiomas y Medicina (a menos que sea a nivel de investigación).

Las becas para investigación tienen una duración máxima de 12 meses y están dirigidas a personas que cursan una maestría o doctorado en México y requieren realizar una investigación en Canadá; no son renovables y podrán otorgarse a artistas que hayan hecho una contribución importante en su campo durante varios años y que deseen llevar a cabo un programa muy definido en Canadá.

Respecto a las la becas posdoctorales comentó que su duración máxima es de seis meses y no son renovables; mientras que las becas para realizar una maestría o un doctorado se otorgan inicialmente por un año y deberán de renovarse cada año hasta completar el programa.

Los requisitos para acceder a este programa son, entre otros, dominio del idioma inglés mediante la presentación de resultados del examen TOEFL, carta de postulación de la institución donde se realizaron los estudios universitarios previos, o de aquella en que se labora, principalmente, si ésta es una dependencia del gobierno mexicano; currículum vitae con documentos probatorios y certificados de materias cursadas y calificaciones de los estudios de licenciatura con un promedio mínimo de ocho.

Los candidatos que obtengan la beca recibirán su notificación en abril y podrán comenzar su programa de estudio en Canadá a partir de junio de cada año, aunque lo más frecuente es que comiencen la primera semana de septiembre.

Las becas incluyen un estipendio mensual de dólares canadienses, gastos de colegiatura e inscripción, una cantidad única en dólares canadienses para cubrir gastos de instalación en el país, seguro médico así como un boleto de avión de viaje redondo en clase económica México-Canadá-México válido por un año.

Todo el mundo tiene un sueño. La mariposa azul es una película basada en un sueño hecho realidad. David Marenger (en la película toma el nombre de Pete Carlton) tenía diez años en 1987 y estaba afectado por un tumor cerebral terminal. Su pasión: los insectos, debida a los programas de divulgación del reputado entomólogo Georges Broussard creador del Insectario de Montreal (en la película bajo el nombre de Alan Obsorn). Así pues, Pete, no quiere terminar sus días sin poder atrapar una mariposa azul (Morpho menelaus) que el entómologo había descrito como una mariposa mágica. Aunque los médicos no recomiendan un viaje para el pequeño Pete, este convence a su madre Teresa y al entomólogo  para trasladarse a la selva tropical de América del Sur y poder capturar el bello lepidóptero. A pesar de su frágil estado de salud, Pete y Alan se adentrarán en la selva en un insólita aventura en la que descubrirán que sólo creyendo en un milagro este se produce.

La película no pasaría de ser una entretenida comedia familiar sino fuera porque tiene todos los elementos para que esta historia basada en un hecho real capture al espectador por su sensibilidad. No estamos frente a una película de grandes escenarios paisajísticos ni de personajes arquetípicos. En realidad, los verdaderos protagonistas de la historia son los insectos de la selva que colorean la pantalla dando coherencia a la pasión de sus protagonistas. No faltan tampoco los elementos típicos de la selva como el tucán, los monos aulladores o el perezoso, los cocodrilos y alguna serpiente. Sin embargo, la mayoría de estos extras son como la claqueta que da paso a las escenas de los protagonistas humanos. Unos protagonistas que saben expresar muy bien sus circunstancias sin pudor. Si no fuera porqué está basado en una historia real uno podría argumentar que el final es demasiado peliculero, pero ya se sabe que a veces la realidad supera la ficción.

La selva tropical húmeda sigue siendo una fuente de substancias medicinales codiciada por las grandes multinacionales de la industria farmacéutica. Y en el fondo se deja entreveer que esta experiencia en la selva por parte del protagonista es la razón del cambio radical que sufrirá su vida. El tema del cáncer y los principios activos que pueden extraerse de la desconocida selva tropical ya fue abordado con contundencia en la película Los últimos días del edén (1992) dirigida por John McTiernan y protagonizada por Sean Connery y Lorraine Bracco. El objetivo de La mariposa azúl tiene un perfil más delicado en la medida que insta a descubrir que la magia simbolizada en la Morpho en realidad es todo lo que nos rodea, esta naturaleza portentosa que en el trópico estamos despedazando a la velocidad terminal de unos 5 millones de hectáreas por año. Por tanto se agradece que la mariposa azul protagonista no termine en una vitrina…Perseguir un animalillo para coleccionarlo es una de las maldiciones que acompaña a los entomólogos.

Today marked the official opening of Insight Academy of Canada, an onsite and online high school offering courses from Grade 9 to 12. Canadá: Funding bump for education a ‘de facto cut’ says Manitoba NDP

Kindergarten to Grade 12 education in Manitoba is getting a funding boost, but critics say the one per cent increase isn’t keeping up with the costs of delivering education.

The Manitoba government announced Wednesday a $13.1-million funding increase for public schools, which will keep the overall budget at about $1.3 billion.

That’s a one per cent increase — slightly less than the rate of inflation, which the Bank of Canada reported was 1.1 per cent for Manitoba in 2016.

Opposition Education critic Wab Kinew (Fort Rouge) said the cost of education is expected to go up about two per cent this year. He called the province’s one per cent funding increase a «de facto cut.»

«We’re not going to cut our way out of the challenges and opportunities we face,» Kinew said. «These are the people who are helping to plant the seeds of our province’s future.»

Manitoba Education and Training Minister Ian Wishart said it is still an increase in tough financial times, although school divisions will face pressure to deliver education, meet rising salary costs and not raise taxes.

School divisions must be fiscally prudent because in the end «there is only one taxpayer,» Wishart said.

Changes in programming to improve outcomes in math and reading, where Manitoba is on the bottom of national lists, will be paid for out of existing budgets, and announcements about those efforts will be made later in the year, he said.

The province will also announce any decisions on building new schools later this year, Wishart said.

Property taxpayers to foot bill: WSD

Sherri Rollins, chair of the Winnipeg School Division, agreed with Kinew that the small funding increase amounts to a cut to education.

She said boards will have to rely more on municipal taxpayers to close the funding gap and pay for costs like teacher salaries and utility bills that will rise faster than one per cent this year.

«It is the property taxpayers that need to foot 40 to 50 per cent of the bill … I think that’s what the province is saying today,» said Rollins.

The Winnipeg School Division faces expenses of roughly $400 million this year, she said, and that means it will have to look at property taxpayers for about $187 million of that funding.

Rollins said neighbourhoods in her division are some of the poorest in Canada and children in those areas often need extra supports like before- and after-school programming, along with homework clubs to succeed.

This is a time when school funding should be increasing, she said, to close achievement gaps.

«Definitely this is not the time to have funding that looks like the 1990s,» she said.

Canadá: Education minister orders urgent review of York Region District School Board

Ontario’s education minister has ordered an «urgent review» of the York Region District School Board after she says the board failed to adequately address governance and equity issues within the board.

Minister Mitzie Hunter issued a statement Thursday to say she has appointed two people to conduct the review: Patrick Case, a law professor and former trustee with what used to be the Toronto Board of Education, and Suzanne Herbert, a former deputy minister in Ontario, including deputy of education.

The move comes as the board remains embroiled in controversy over allegations of racism and other problems from parents and community members, including calls for a trustee to step down after she apologized for using a racial slur regarding a student’s mother.

A petition calling for Nancy Elgie to resign her post as trustee has more than 1,500 signatures, but board chair Loralea Carruthers says the board has no authority to force a trustee, who is elected to his or her post, to step down.

Elgie wrote a letter of apology last week to parent Charline Grant in which she admitted to using «a racial slur» when referring to Grant during a board meeting last November. Grant alleges that Elgie called her the N-word, which the trustee has not directly admitted. No one at the board has provided details about the results of an investigation into the incident.

YRDSB Chair responds

In a written statement released Thursday, Carruthers said she welcomes Hunter’s decision to conduct a thorough review of the board.

«It is clear that there is a lot of hard work the Board must do to regain public trust,» Carruthers said. «I am committed to doing this hard work together with you.»

She went on to say she hopes to be «upfront and transparent» with parents and appreciates the willingness of people bringing forward their concerns regarding issues of systemic racism and Islamophobia within the board.

Carruthers also apologized to Grant and other parents in her statement for the hurt caused by Elgie’s comments, saying she has «strongly urged [her] colleague to do what is required to make this right.»

Carruthers’s statement does not specify what she thinks Elgie must do to rectify the situation, but the board chair does say she thinks the trustee’s apology was «sincere.»

Board dealing with several issues

The board has also been dealing with questions about trustees’ travel expenses, as well as concerns about how it handled an investigation into controversial Facebook posts by a teacher in Markham.

On Thursday, Hunter noted that back in November, she asked board leadership to come up with a plan for dealing with these issues by Jan. 13. «Unfortunately, their proposal also fails to address these issues,» Hunter said in a statement.

Hunter said she expects a final report with recommendations for next steps by April 7.

«The reviewers will recommend improvements, particularly regarding equity, accountability and transparency, to regain public confidence in the school board,» Hunter said.

«In addition, they will recommend ways to improve the working relationships at the board, including amongst trustees, between the board and the director of education, between the director of education and senior staff, and with the community. In addition, they will review whether board members and the director of education are fulfilling their legislated duties.

Community responds

The National Council of Canadian Muslims applauded the minister’s response Thursday.

«It’s clear that trust has been broken,» the organization’s spokeswoman Amira Elghawaby said in a news release.  «The Minister’s decision to launch a review is being welcomed by many York families who now feel the serious concerns they have about their children’s well-being are being heard.»

Canadá: New Girl Guides program aims to fill mental health education gap

A candle-lighting event is being held Saturday night in Saskatoon in support of the Girl Guides’ new Mighty Minds program, which aims to educate girls and young women on mental health issues.

«We started to hear very regularly that [the girls] were interested in talking about mental health,» Jill Zelmanovits, CEO of Girl Guides Canada, said. «But that there was a bit of a gap in terms of what programs were out there that were specifically about girls.»

Girl Guides wanted to fill that gap, she said.

«I think there’s a real feeling where people know it’s a problem and they know that girls are in this kind of pressure cooker of a world. But what do you do?»

Working together for Mighty Minds

For the past two years, Girl Guides has been working with Kids Help Phone, the Psychology Foundation of Canada and Olympian Cheryl Pounder on the Mighty Minds program. It launched a few weeks ago.

Zelmanovits said there has already been a lot of positive feedback on the program, which offers the education to girls from ages five to 17.

«When you’re talking about little, young girls, they don’t have vocabulary like ‘stigma’ and ‘resilience,'» Zelmanovits said. But she said using engaging, interactive activities helps girls of all ages talk about mental health.

One such activity is using an orange to symbolize a girl. Each girl involved in the activity is asked to say something that would hurt the girl’s feelings. Each time something is said, a pin is put in the orange. Zelmanovits said that often, girls say things that have been said to them during the activity.

At the end, each girl is asking to say something nice to the «girl.» The pins are taken out, one by one.

«That mark is still there,» Zelmanovits said.

The program is already evolving, with Zelmanovits saying some girls have decided they want to journal as part of it. Information is also offered on the Girl Guides website for parents and teachers to access.

Saskatoon’s event is being held at the Travelodge Hotel from 7:30 p.m. to 8 p.m. CST.
