Informe de Unesco: Leyes latinoamericanas de acceso a la información pública están entre las mejores del mundo

Más de 100 países del mundo poseen en su legislación nacional una ley que permite el acceso a la información pública. América Latina es la región con países en vías de desarrollo que más ha avanzado en este respecto, incluso superando ciertos aspectos de las leyes de países de la Unión Europea, señaló el reciente informe de Unesco, “Acceso a la información: Lecciones de la América Latina”.

A excepción de Bolivia, Costa Rica, Cuba y Venezuela, la mayoría de países de América Latina tienen leyes que garantizan el acceso a la información oficial. Incluso, algunas leyes latinoamericanas están consideradas entre las mejores del mundo, según dicho informe, elaborado por el periodista investigativo estadounidense Bill Orme.

Para ello, Orme entrevistó a tres expertos en libertad de información que condujeron la implementación de las leyes en México, Chile y Brasil.

Jacqueline Peschard Mariscal, exdirectora del Instituto Federal de Acceso a la Información de México (IFAI); Juan Pablo Olmedo, expresidente del Consejo de Transparencia de Chile; y José Eduardo Elías Romão, primer Defensor del Pueblo (Ouvidor General) de Brasil, coincidieron en que la implementación y el impacto social de la ley es el objetivo más importante.

El informe fue presentado por Orme durante el Primer Taller Internacional de la Alianza Mundial para el Reporte del Progreso sobre Sociedades Pacíficas, Justas e Inclusivas, organizado por PNUD, UNODC y Unesco, que tuvo lugar del 14 al 16 de junio, en Buenos Aires, Argentina.

Para varios países de la región, uno de sus grandes desafíos es lograr proteger a los periodistas de ataques y amenazas. También para salvaguardar la libertad de prensa y el acceso cotidiano a la información pública de modo que no se vean restringidos, destacaron los excomisionados de información y defensores de la libertad de información latinoamericanos.

Desde septiembre de 2015, los países miembros de las Naciones Unidas adoptaron unánimemente la Agenda 2030, que establece pautas de políticas de desarrollo nacionales y globales para los próximos 15 años.

India: Teachers meet Education Minister, settle few demands

Resumen: Se ha producido un deshielo en el enfrentamiento entre militantes del Sindicato de Maestros de gobierno y el Ministro de Educación del gobierno Indio, al aceptar una reunión para discutir varias demandas claves que mantienen a los maestros del estado asediado por diversos temas. Un terreno común se ha encontrado en varios temas controvertidos para el Departamento de Educación, incluyendo  las promociones oportunas de maestros, la asignación de licencias médicas de emergencia y la dotación oportuna de los libros – entre otras cuestiones.

 

There has been a thaw in the stand-off between activists of the Government Teachers Union and the government with the Education Minister agreeing to several key demands today, which were keeping teachers of the state embattled on various issues. A common ground has been found on several controversial issues of the Education Department, including timely teacher promotions, allocation of emergency medical leaves and timely disbursal of books – among other issues, on which the state was previous seeing the teachers taking up cudgels against the government.

Several long-pending and key demands of the teachers of the state were agreed upon in a meeting of the Government Teachers Union with the Education Minister here today. While an assurance regarding the meeting of some of these demands – especially regarding granting of medical leaves, provision of school books till July 20 and implementation of the 4-9-14 scheme, have formally been provided, the Education Minister has also said the rest shall be ensured soon.

As per the 4-9-14 scheme, a teacher’s promotion report was to be revised and a new promotion granted every five years. An agreement was also reached regarding a fair allocation of medical leaves. Teachers have been demanding to avail their medical leaves as and when required, while as per a government notice, they were supposed to be given medical leaves of 15 days together, which was leading to chaos as in case of mild illnesses or emergencies, teachers were being forced to avail leaves of 15 days.

Other demands of teachers agreed on the occasion included – receipt of children’s books by July 20 (and next year’s to be ensured at least by January 31), online systems for availing all kinds of leaves, DPC regarding teachers’ promotions to be held every six months, electricity bills of schools be given directly to the electricity board by the government rather than through teachers.

Other demands included suspension of non-teaching works, transfer-related rules to be implemented as per the red book of 1978, contractual teachers and office employees be regularised soon, all office works of teachers be made timely, special priority be given to the regularisation of 3442/7654 cases, 5178 teachers to be regularised soon, rationalisation not to be restricted to a certain cadre, pre-primary classes be started soon and 25 per cent direct promotion cases to be sought soon.

Jarnail Singh, district president of the Government Teachers Union, who was present for the meeting, said, “We have received assurance on these key demands and with the timely promotions of teachers and clearance regarding books and leaves received, many of the key grouses are expected to be addressed. We have also received positive indications regarding these from education secretary Mr Krishan Kumar, whom we shall meet on Tuesday. The intentions of the government seem inclined towards constructive change, at least as of now.”

Canada: Education Minister David Eggen assigned to find ways to tackle racism

Resumen: El Premier Rachel Notley ha dado a su ministro de Educación una asignación de verano: encontrar formas para que el gobierno de Alberta luche contra el racismo y promueva la diversidad. En una carta a David Eggen esboza sus expectativas. Notley dijo que las muertes a tiros de seis hombres musulmanes en una mezquita en la ciudad de Quebec en Enero lo impulsó a encontrar la forma en que el gobierno asuma la lucha contra el racismo. 

Premier Rachel Notley has given her education minister a summer assignment: find ways for the Alberta government to fight racism and promote diversity.

In a letter to David Eggen outlining her expectations, Notley said the shooting deaths of six Muslim men at a mosque in Quebec City in January prompted her to find ways for the government to fight racism.

She said Alberta is making progress, «but there is work to be done.»»In recent years, we have witnessed growing concern about racism,» Notley writes. «I share that concern and I know you do, too.»

Eggen will find people from different communities to advise the government, finish a review of policies in other Canadian jurisdictions and ask groups fighting racism about what works and what doesn’t.

The premier also wants Eggen to find ways to promote more diversity and inclusion within the public service and Alberta’s agencies boards and commissions.

Eggen said tackling racism is an issue government should undertake.

«Our basic responsibility of government is for a safe environment by which people can live and raise their families,» he said. «It’s an extension of my safe and caring efforts in schools. That extends to  the larger society.»

Eggen has been asked to give Notley a report with recommendations this fall.

He will start his meetings in Calgary on Thursday. He intends to talk to people in urban and rural areas.

Israel: Education minister seeks to shorten school vacation

Resumen: Según informes, el ministro de Educación Naftali Bennett tiene la intención de acortar las vacaciones escolares de primera a tercer grado a partir del próximo año académico. Bennett dijo que quiere que sea más fácil para los padres, muchos de los cuales tienen dificultades para encontrar opciones de cuidado de niños mientras van a trabajar en los días de vacaciones escolares. Actualmente, además de dos meses de vacaciones de verano, los alumnos tienen unos 44 días de descanso durante el año, mientras que los padres tienen muchos menos días de descanso.

Education Minister Naftali Bennett is reportedly planning to shorten school vacation for first- to third-graders beginning in the coming academic year.

The minister, who leads the Jewish Home party, is considering three options, each said to cost millions of shekels, the daily Yedioth Ahronoth reported Thursday.

Bennett said that he wants to make it easier for parents, many of whom struggle to find childcare options while they go to work on school vacation days.

Currently, in addition to two months of summer vacation, pupils have some 44 days off during the year, while parents have far fewer days off.

Initially the additional school days will be for pupils in grades 1 to 3, though Bennett is seeking funding to extend it to kindergarten and then to the other grades in elementary school, the report said.

According to the new plan, pupils will have school on the days immediately following the three festivals of Passover, Shavuot and Sukkot, and the Passover and Hanukkah vacations, which begin several days before the festivals, will be shortened.

Reportedly, the minister is weighing three options to staff the extra teaching days. In one plan, teachers would be expected to work on those additional seven days, but would receive seven days of vacation in lieu, to be taken at their discretion.

Another option would be for those additional seven days to not be devoted to the regular curriculum but rather to enrichment activities. The teachers would be given preference if they want to run the activities on those days; otherwise, schools would engage other staff.

A third option, which is considered less likely to be approved, would be to give the teachers less vacation and force them to work on the extra days.

“We are talking about a heavy burden on working parents in Israel, and I am sensitive to their feelings,” Bennett said. “We are working to bring a comprehensive and serious solution to the gap between the parents’ vacation days and those of their children.”

Bennett said that he is working with Finance Minister Moshe Kahlon (Kulanu) on the solution, and will first seek out approval from the teachers’ union for any plan.

“Calculations that we have conducted show that finding a solution to the problem of vacations will boost the economy and increase the GDP because parents will be able to work,” Bennett said. “We are currently holding discussions with the Finance Ministry.”

Teachers oppose measures to lengthen the school year, the report said, and say that the state should instead increase the number of paid vacation days to which parents are entitled.

La Iniciativa Chan-Zuckerberg tiene un ambicioso plan para impulsar el aprendizaje personalizado

Priscilla Chan y el fundador de Facebook, Mark Zuckerberg, invertirán «cientos de millones de dólares al año en aprendizaje personalizado», con el objetivo de ampliar los esfuerzos para proporcionar a cada estudiante una educación personalizada,informa Benjamin Herold en Education Week.

A través de la Iniciativa Chan-Zuckerberg, la pareja quiere apoyar el desarrollo de modelos y herramientas para ayudar a los profesores a reconocer y responder mejor a las necesidades académicas de cada estudiante. Para lograrlo, contrataron a James H. Shelton, ex Subsecretario de Educación de los Estados Unidos.

«Tenemos que disipar esa noción de que el aprendizaje personalizado es sólo tecnología», dijo Shelton en una entrevista con Education Week. «De hecho, se trata de entender a los estudiantes, dándoles agencias y dejándoles hacer un trabajo que sea atractivo y emocionante».

Creada en 2015, la Iniciativa Chan-Zuckerberg ha apostado desde el principio en el poder del aprendizaje personalizado para transformar la educación. «El aprendizaje personalizado puede ser una forma escalable de dar a todos los niños del mundo una mejor educación», se puede leer en el anuncio de la creación de la iniciativa.

Reino Unido: Primary tests: Two-fifths fail to meet standard

Resumen: Dos quintas partes (39%) de los alumnos de primaria en Inglaterra han fallado en cumplir con el estándar esperado en lectura, escritura y matemáticas. Los resultados proceden de las pruebas del plan de estudios nacional, a menudo conocido como Sats. Two-fifths (39%) of primary school pupils in England have failed to meet the expected standard in reading, writing and mathematics, figures show.

The results are from national curriculum tests, often known as Sats, sat by 11-years-olds earlier this term.

In total, 61% did reach the expected level in the «three Rs», an improvement on last year’s score of 53%.

Ministers praised the hard work of schools, but head teachers said the results showed only a partial picture.

The results show:

  • 61% of pupils met the expected standard in reading, writing and mathematics, compared with 53% last year
  • 71% of pupils met the expected standard in reading, compared with 66% last year
  • 75% of pupils met the expected standard in mathematics, compared with 70% last year
  • 77% of pupils met the expected standard in grammar, punctuation and spelling, compared with 73% last year
  • 76% of pupils met the expected standard in writing, compared with 74% last year

This year’s cohort was the second to sit new tougher tests in line with a new national curriculum introduced in 2014.

Last year, the percentage of primary school leavers making the grade fell to 53% from 80% in 2015.

The results of the tests are used by the government to measure primary schools’ success, in so-called league tables.

‘Pinch of salt’

School Standards Minister Nick Gibb told BBC News the new curriculum had «significantly higher expectations of pupils than the previous one».

«Schools and pupils have responded extremely well,» he said.

«Today’s results show sustained progress in reading, writing and maths and are a testament to the hard work of teachers and pupils across England.

«Thanks to their commitment and our new knowledge-rich curriculum, thousands more children will arrive at secondary school having mastered the fundamentals of reading, writing and maths, giving them the best start in life.»

But the National Association of Head Teachers said the results should be taken «with a pinch of salt».

General secretary Russell Hobby said: «Sats data only gives parents part of the picture when judging a pupil’s success or a school’s effectiveness.

«League tables are the least helpful way of knowing if a school is the right place for your child.

«At the moment, parents and schools know that these results have to be taken with a pinch of salt.»

He added that simply looking at data missed most of the real work being done to help youngsters achieve their full potential.

Mr Hobby added: «Schools do need to be held to account, but inspectors should look at more than just data.

«That way, when parents are reading Ofsted reports they can have more confidence that the report properly reflects how good the school actually is.»

Dr Mary Bousted, general secretary of the Association of Teachers and Lecturers, said the results showed children and teachers had «worked extremely hard to get to grips with these new-look Sats».

«But Sats continue to have a negative impact on children’s education, and the exams are not fit for purpose,» she said.

«Preparing for Sats takes up too much class time, with schools focusing on getting children through the tests.»

Kevin Courtney, general secretary of the National Union of Teachers, said the results told 39% of 11-year-olds that they were not ready to begin secondary education.

«This demoralising situation says less about the efforts of teachers and pupils than about the deep flaws of our current system,» he said.

«Designed to hold schools to account, it treats primary children as collateral damage.»

Chris Keates, general secretary of the NASUWT, said pupils and teachers should be congratulated for their achievements.

«That this has been achieved despite the confusion created by the chaotic introduction of the new assessment framework, which barely a year after introduction is already under review by government, is of great credit to the resilience of the teaching profession,» he said

Trinidad and Tobago: Ministry of Education identifies learning disabilities as possible factor in SEA performance

Resumen: El Ministro de Educación está aconsejando a los padres a tener en cuenta los signos tempranos de problemas de aprendizaje. Al hablar con los miembros de los medios de comunicación el miércoles, el Dr. Francis dijo que algunos estudiantes no son capaces de manejar Lenguaje y Matemática básica a nivel de escuela primaria. Al respecto señaló que los bajos resultados en los exámenes son motivo de preocupación por lo que está aconsejando a los padres a tener en cuenta los signos tempranos de problemas de aprendizaje. Al hablar con los miembros de los medios de comunicación el miércoles, el Dr. Francis dijo que algunos estudiantes no son capaces de manejar nociones básicas a nivel de escuela primaria de Lenguaje y Matemática  .

Speaking with members of the media on Wednesday, Dr. Francis said some students are unable to handle basic Language and Mathematics at the Primary school level.

Dr. Francis says the low scores at the SEA exams are cause for concern.

Dr. Lovell did however add that the Ministry can do a lot more with focusing on the schools which do not excel as much as others.

He said that this current issue has proven to be a major crisis.
