México: La Academia de las Ciencias se despide de Cinna Lomnitz

Celebran sus contribuciones en la predicción y prevención de sismos

Resumen:

La Academia Mexicana de Ciencias (AMC) lamentó el fallecimiento, ocurrido el pasado 7 de julio, de Cinna Lomnitz Aronsfrau, científico experto en sismos, desastres y su previsión.

Jaime Urrutia Fucugauchi, presidente del organismo, investigador del Instituto de Geofísica de la UNAM y miembro de El Colegio Nacional, emitió un amplio comunicado en el que recordó que para reemplazar el equipamiento anticuado del Servicio Sismológico Nacional, Lomnitz propuso al Conacyt la creación de una red telemétrica
digital.

“El Instituto de Investigaciones en Matemáticas Aplicadas y en Sistemas (IIMAS) instaló un laboratorio de electrónica y de manufactura de tarjetas de circuitos (los futuros chips) y los técnicos se iban a California y regresaban con los bolsillos llenos de transistores especiales que no había en el mercado local.

“Increíblemente los flamantes sismógrafos digitales con registro en computadoras empezaron a funcionar, funcionaron y siguen funcionando en forma confiable después de más de 20 años de servicio, lado a lado con equipos importados modernos”, indicó Urrutia
Fucugauchi.

Cinna Lomnitz nació en Colonia, Alemania, el 4 de mayo de 1925. Llegó a México en 1968 invitado por dos investigadores prominentes de la Universidad Nacional Autónoma de México (UNAM): los doctores Díaz de
Cossío y Rosenblueth.

Al conocer a Lomnitz le propusieron que diera una conferencia en la UNAM.

En esa época el Instituto de Geofísica (fundado en 1949 por Ricardo Monges López) tenía necesidad de profesionalizar y fortalecer el Servicio Sismológico Nacional a su cargo. Después de pensarlo un año o dos Lomnitz ingresó al personal académico de esta máxima casa de estudios.

En 1988, Lomnitz contrae segundas nupcias con una colega de la UNAM, la doctora Heriberta Castaños del Instituto de Investigaciones Económicas. Dos años más tarde adquiere la nacionalidad mexicana y se establece en San Ángel, al sur de la capital.

Cinna Lomnitz, investigador emérito del Instituto de Geofísica, contribuyó a las actividades académicas como maestro, investigador, conferencista y miembro de diversas comisiones y consejos de la UNAM.

Fue jefe del Departamento de Sismología, miembro del Consejo Interno y de las comisiones dictaminadoras de los institutos de Geología, de Física y de Ciencias del Mar. Integró el Comité de Ciencias de la Tierra del Sistema Nacional de Investigadores, del Conacyt y de la Academia Mexicana de Ciencias.

Además fue miembro de la Academia de Ciencias del Tercer Mundo, de la American Geophysical Union, de las sociedades sismológicas de Alemania y de Estados Unidos, y de diversas organizaciones científicas. Es autor de tres libros y de más de 100 artículos en revistas de circulación internacional.

Lomnitz se interesó también, aunque en forma crítica, en el campo de la predicción de sismos. De manera reciente elaboraba una novedosa teoría sobre los desastres y su previsión.

Trayectoria

  • La investigación doctoral de Lomnitz fue un estudio teórico y experimental sobre la deformación de las rocas en frío. El genial instrumentalista Hugo Benioff diseñó y construyó exclusivamente para este objeto un ingenioso aparato de precisión para medir la torsión de una varilla de granito, de gabro o de alguna otra roca ígnea. Las varillas eran muy quebradizas y eran torneadas por un artesano especializado.
  • Lomnitz encontró que la deformación de las rocas era logarítmica en el tiempo , e (t) = o / M [1 + q log (at)], donde e es la deformación y o es el esfuerzo. Esta relación se conoció, posteriormente, como la Ley de Lomnitz, gracias a su adopción por Sir Harold Jeffreys.

EEUU: University of Texas Professors Sue to Block Guns in Classrooms

Resumen:  Tres profesores de la Universidad de Texas han presentado una demanda, en un tribunal federal, en un intento por detener una ley estatal, que permite a las personas con licencias para portar armas, llevar pistolas en las aulas, diciendo que la medida tendría un efecto inhibitorio sobre la libertad académica.

Three University of Texas professors have filed suit in federal court in a bid to halt a state law that lets people with concealed handgun licenses bring pistols into classrooms, saying the measure would have a chilling effect on academic freedom.

The law, passed by a Republican-led legislature and signed by a Republican governor, is due to take effect on Aug. 1. The lawsuit was filed in U.S. district court in Austin on Wednesday.

The law permits concealed-handgun license holders 21 and older to bring handguns into classrooms and buildings throughout the University of Texas system, one of the nation’s largest, with an enrollment of more than 214,000 students.

«Compelling professors at a public university to allow, without any limitation or restriction, students to carry concealed guns in their classrooms chills their First Amendment rights to academic freedom,» the lawsuit stated.

The lawsuit filed by professors Jennifer Lynn Glass, Lisa Moore and Mia Carter names defendants including the state’s Republican attorney general, the school’s president and the university’s board of regents.

Attorney General Ken Paxton said the law is constitutionally sound and he will defend it.

«This lawsuit is not only baseless, it is an insult to the millions of law-abiding gun owners in Texas and across this country,» Paxton said in a statement.

The professors argue that they discus controversial and emotionally laden subjects such as reproductive rights, and it would be inevitable for them to alter their classroom presentations because of potential gun violence.

There has been heightened concern about gun violence on U.S. college campuses after several mass shootings in recent years.

University President Greg Fenves in February approved plans for holders of concealed handguns to bring pistols into classrooms, saying he had been forced to do so by the new law.

University officials said they were reviewing the lawsuit and typically do not comment on pending litigation.

Texas Governor Greg Abbott has said the law could prevent mass shootings because someone with a licensed concealed weapon could confront a gunman.

The so-called campus-carry law allows private colleges to opt out, and most of the state’s best-known private universities have done so, saying the measure runs counter to protecting student safety.

Eight states allow people to carry concealed weapons on public post-secondary campuses, according to the National Conference of State Legislatures.

The Texas law takes effect on the 50th anniversary of one of the deadliest U.S. gun incidents on a U.S. college campus. Student Charles Whitman killed 16 people by firing from a perch atop the clock tower at the University of Texas at Austin in 1966.

FMI aprobó crédito por $ 364 millones para Ecuador

El jefe de la misión del Fondo Monetario Internacional (FMI) para Ecuador, Luca Ricci, anunció este viernes que el Directorio del FMI aprobó un crédito sin condicionamientos a favor de Ecuador por 364 millones de dólares.

Se lo ha concedido considerando que Ecuador enfrenta una necesidad urgente de su balanza de pagos, tras el terremoto ocurrido el 16 de abril y que ha provocado daños a la infraestructura, a la vivienda y al sector agrícola, especialmente en las provincias de Manabí y Esmeraldas.

El desembolso, que se lo hará de manera inmediata, equivale al 37,5 % de la cuota que mantiene Ecuador en el FMI y que había sido duplicada hace pocos días. El crédito se da en el marco del Instrumento de Financiamiento Rápido (IFR) que según el jefe de misión no tiene condicionamientos para el país ni exámenes a la economía.

En todo caso, las autoridades ecuatorianas sí se han comprometido a reprogramar la prioridad de gastos de capital y suspender proyectos de baja prioridad no relacionadas con la reconstrucción.

La tasa de interés es 1,1 % anual con un plazo de cinco años pero con tres años y tres meses de gracia. (I)

Australia: Why some Adelaide school students may be moved to UniSA’s Magill campus

Resumen:  Las escuelas primarias Norwood Morialta High y Magill están considerando llevar a los estudiantes al campus UniSA Magill, como parte de un plan para crear un nuevo centro de educación para niños de hasta 12 años de edad.

NORWOOD Morialta High and Magill Primary schools are considering moving students to UniSA’s Magill campus as part of a plan to create a new birth-Year 12 education hub.

The State Government has released results of an 18-month, $250,000 study into creating a new school for 1400 students at the university, which has a focus on teacher training.

Norwood Morialta is considering shifting its middle school students to its senior campus, on The Parade, and its senior campus to the university site.

Magill Primary may relocate its Years 5, 6 and 7 students.

Norwood Morialta principal Jacqui van Ruiten said her school was consulting parents about a potential move.

“The first part of the study was creating a concept and then asking stakeholders, which includes us, whether we want to be part of it,” Ms van Ruiten said.

“The idea would be a staged process, potentially over 20 years.

“We see there are some wonderful opportunities with working collaboratively with the university.”

Norwood Morialta’s middle school campus has 880 students and has not been upgraded in more than 40 years.

Magill Primary principal Di Fletcher said the government’s proposal could help ease enrolment pressure at the Adelaide St school.

“There is a positive sense from parents and staff and a strong willingness to explore the possibilities,” Ms Fletcher said.

“We do know Magill School will not be closed at this point in time.

“Moving the Year 5-7s would support Norwood Morialta and allow us to keep our facilities, but ease the pressure on us, because we are full and can’t take any more children at the moment.”

University of South Australia deputy vice-chancellor Nigel Relph said transforming the campus into an education hub would have benefits for students and teachers.

“For student-teachers, the precinct would provide a unique opportunity to work in the classroom with a teacher,” Mr Relph said.

“Students would have day-to-day interaction with exceptional educational researchers and experienced practitioners.”

The two schools have until August 26 to decide if they want to be part of stage two of the investigation process.

Education Department executive infrastructure director Ross Treadwell said the second stage would include a more detailed analysis and include costs and timing.

If the schools agreed to be involved, that stage would be complete by the end of the year.

The Education Department said it was too early to speculate on the future use of the Norwood Morialta middle school campus land.

Convergys Corporation firmó un acuerdo de cooperación con Glasswing International que beneficiará a estudiantes de centros escolares públicos en el aprendizaje y reforzamiento del idioma inglés y técnicas de servicio al cliente.

Pakistan: Reforms in health, education sectors need of hour: governor

He said that the government would provide more budget to health institutions, and free medical treatment facilities would be offered to the needy.

He said that corporate culture needs to be adopted and strengthening of human resource sector should be ensured for providing quality education and health facilities to the masses.

The governor said that Multan Metro Bus project was being completed on a fast pace, and after its completion, the people would be able to enjoy safe journey in air-conditioned buses.

He disclosed that the Multan Institute of Kidney Diseases and Children Complex Hospital would be inaugurated soon.

Italia: Apple to open iOS App Development Center in Italy this October

Resumen:  Un alto directivo de Apple, Luca Maestri, ha declarado a la Universidad italiana de Nápoles Federico II, como el lugar para la primera incubadora de talento de codificación iOS en Europa, preparado para abrir sus puertas en pocos meses.

The Apple-sponsored site will support educators, as well as providing a curriculum for attendees of the college. Furthermore, Apple will partner with companies and organizations in Italy to enhance the educational materials presented, and to assist in finding opportunities for graduates.

At launch, 200 new students will be selected to participate in the nine-month class, with applicants from all over Europe invited to apply and take the admissions test. The university is seeking faculty for the program as well, according to Macerkopf.

«We are thrilled to be working with University of Nales Federico II to launch the first iOS Developer Academy in Europe,» said Apple’s Chief Financial Officer Luca Maestri. «Some of the most creative developers in the world come from Europe, and we are confident this center will help the next generation get the skills they need for success.»

The University of Naples Federico II is the oldest public university in the world, and is the third university in Italy ranked by enrolled students. It currently has a computer science department, but nothing else similar to Apple’s condensed developer program.

«Europe is home to some of the most creative developers in the world and we’re thrilled to be helping the next generation of entrepreneurs in Italy get the skills they need for success,» said Apple CEO Tim Cook when the program was initially announced in January 2016. «The phenomenal success of the App Store is one of the driving forces behind the more than 1.4 million jobs Apple has created in Europe and presents unlimited opportunities for people of all ages and businesses of all sizes across the continent.»

Apple also claims that the App Store is responsible for the creation of more than 75,000 jobs in Italy. Notable Italian developers include IK Multimedia and travel app purveyor Musement.

Apple expects expansion of the iOS App Development Center model in other European countries. No additional locations are known at this time. Several initiatives are underway in India, with a large design and development accelerator scheduled to open in Bengaluru in 2017.
