Uganda: Where two primary schools shared premises

Ever heard of two schools sharing the same building? Well, RACHEAL NINSIIMA came across such a situation on her recent trip to Nebbi and reports.

Limited physical space at Angir primary school in Nebbi district has forced two schools to share a building. A short drive from Nebbi town led me to the two-in-one schools At the entrance, there are two signposts standing opposite each other.

One reads – ‘Angir Primary School: Education pays’ while the other, ‘Angir COPE Centre.’ COPE stands for Complimentary Opportunities for Primary Education, a programme offering non-formal education for primary school pupils.

The two signposts point to three buildings in one compound. Two of the three buildings belong to Angir PS; while the other marks COPE.

The conditions at Angir primary school may be described as hellish; no library, a tree shade for a classroom and no office space for the head teacher. When I arrived at the school on a rainy morning, I found Jane Kabalisa Onangiu, the school’s head teacher, marking scripts in a congested room, which doubles as a library for her school. The room, in which she is sitting, belongs to the COPE school.

She tells us that sharing premises with COPE is a remarkably complex issue dating from the school’s history.

«[Angir] started in a grass-thatched house under the leadership of the Catholic Church in 1980, but later collapsed due to neglect,» she narrates. «It was later taken up by the Protestants but not much changed and it collapsed again until it was taken over by government in 2002.»

Angir started in another part of the town council before transferring to to it’s current place in 2002. On the other hand, COPE was introduced there in 2000. The decision for the two schools to share the buildings was made by Angir’s Parents Teachers’ Association, requesting COPE to share premises.

The government has constructed only two classroom blocks for Angir, forcing the school to borrow one more classroom block from COPE school.

«We only use the COPE centre until midday to allow the children signed up for COPE to use their premises in the [afternoon]. Angir primary has 525 pupils at the moment and they cannot fit in the two blocks,» she laments.

Coexistence is clearly an uphill task and to minimize the inconvenience, parents of Angir primary are now soliciting funds to complete a classroom block.

«In March this year, the school administration requested parents to contribute Shs 3,000 per term in order to build a new classroom block. We hope the building will be completed by end of year,» the headteacher says.

TREE SHADE FOR A CLASSROOM

Bogged down with inadequate infrastructure for all the pupils, the school management has been forced to teach primaries one to three together under a tree. When I arrived at the school, I saw hundreds of pupils clumped together under a mango tree trying to recite a few lines from story books.

Although it was drizzling, the pupils went about their routine recitals unabated. Some sat on the muddy floor while majority were on bricks.

«These bricks are what we use as furniture here. I have never sat on a bench. When it rains, we do not come to school and when it is too hot, it becomes uncomfortable for us too,» says Mungu Acen, a P3 pupil.

Acen envisions becoming a teacher in future just like many in her class, but their teacher Godwin Orombi is afraid that these ambitions will not come to fruition if the pupils have to study under such unbearable conditions. Many of them are struggling to learn and speak English and thus; so, most of the lessons are conducted in Alur.

Kabalisa Onangiu says it is difficult and unsafe to conduct lessons during the rainy season, as it exposes children to complications such as pneumonia. She says two pupils had to drop out of the school early this term due to chest complications.

According to her, the school which has 13 teachers, currently also lacks other amenities required for learning, including desks and chairs. This has forced parents to withdraw their children from the school. She notes that enrollment is usually high in P1 but this tremendously reduces in higher classes.

«We are struggling to offer free uniforms, lunch and education to these underprivileged children. Seeing them grasp what we teach is enough motivation to keep us going,» she says.

To solve the school’s problems, Kabalisa urges government to construct two more classroom blocks and a staff room. She also calls for increased quarterly funding which is currently at Shs 1.5m.

En Puerto Rico: Otorgan permanencia a 1,519 maestros del Departamento de Educación

Las plazas se les otorgaron a educadores de todas las regiones educativas

La administración de Alejandro García Padilla hizo hoy permanentes a 1,519 maestros transitorios del Departamento de Educación.

Las plazas se les otorgaron a maestros de todas las regiones educativas.

Al hacer el anuncio, García Padilla destacó que los maestros se favorecen por su nuevo estatus laboral, así como los estudiantes.

“Con la obtención de estas permanecías, el maestro se favorece al dejar atrás el estatus transitorio, porque adquiere una estabilidad de empleo que antes no tenía, algo muy importante en estos complicados tiempos que vivimos. Esa tranquilidad le permite enfocarse más de lleno en su labor y en sus estudiantes”, dijo el primer mandatario del País en declaraciones escritas.

Esta no es la primera vez que la administración de García Padilla otorga permanencias a maestros transitorios. En el 2013, el gobierno otorgó 2,222 permanencias.

Asimismo, el gobernador informó que la otorgación de estos nombramientos no representa un gasto adicional de fondos públicos, ya que los salarios y beneficios marginales que se les pagan a los maestros que hoy adquieren la permanencia ya están contabilizados en el presupuesto del Departamento de Educación.

“Es más, estos nombramientos representan un ahorro de sobre $25,000 anuales en los gastos de contratación que tiene que hacer el Departamento de Educación en trámites que son requerimientos para el reclutamiento de nuevo personal», destacó el gobernador, quien estuvo acompañado por el secretario de Educación, Rafael Román.

“No importa los problemas fiscales que podamos estar atravesando en el momento, la educación de nuestros niños y jóvenes siempre será una prioridad absoluta para nosotros”, añadió el mandatario.

García Padilla aprovechó el momento para hacerles un llamado a los maestros del País: “Puerto Rico los necesita más que nunca. Necesita que formen ciudadanos responsables, trabajadores y respetuosos del que piensa distinto. Gente con valores, gente que sepa amar su tierra. El futuro del país está en sus manos. Los líderes del mañana podrían estar entre esos estudiantes que llegan a diario a sus salones”.

Por su parte, el secretario de Educación añadió que “con esta acción se cumple un compromiso programático de atender los retos más críticos que enfrenta el sistema educativo siendo uno de ellos el reclutamiento de maestros. Garantizamos de esta forma tener a tiempo, de cara al inicio del próximo curso escolar, los recursos necesarios en nuestras escuelas y nos aseguramos que podamos satisfacer las necesidades de nuestras comunidades escolares, especialmente el nombramiento de maestros de plazas de difícil reclutamiento, para darle continuidad al proceso educativo”.

“Esto cónsono con la visión de nuestro plan de transformación con el que estamos generando cambios profundos que redunden en facilitar la docencia, un mejoramiento de la gestión educativa y en el fortalecimiento de los servicios que se ofrecen a nuestras escuelas”, agregó Román.

Mientras tanto, la organización magisterial UNETE celebró los nombramientos de sus colegas. No obstante, no perdió la oportunidad para reclamar el que se nombren a todos los maestros que ellos consideran cumplen con los requisitos para recibir la permanencia.

“En justicia, le corresponde al Departamento de Educación otorgar a los maestros que cumplen con los requisitos y tienen 3, 5, 8 y 10 años como maestros transitorios”, dijo el presidente de UNETE, Emilio Nieves Torres en declaraciones escritas.

“En varias ocasiones, junto a otras organizaciones magisteriales hemos reclamado al Secretario de Educación las permanencias a todos los maestros que cumplen con los dos años o más de experiencia en la categoría como maestros transitorios. Recogimos la información de los maestros transitorios en cada escuela y la sometimos al Departamento de Educación. Dado que no se le otorgó permanencia a todos los que cumplen con los requisitos, estaremos reclamando que incluyan a todos los maestros sin discrimen alguno”, añadió Nieves Torres.

«There is no question that my family’s Indian cooking has influenced my love for food. There is something inherently generous about the Indian kitchen… you can feed an army of people with delicious pots of curry. More than that, the tradition in my house was that everyone was welcome and there was always extra food for surprise visitors. On a professional level, Indian food is unapologetically flavourful while also being subtle and sophisticated,» she said.

The prize was launched earlier this year by the Spain- headquartered Basque Culinary Center, one of the world’s most prestigious gastronomic universities with a well-known Research and Innovation Centre in the field of food and gastronomy.

Each year, the prize of 100,000 euros will be awarded to an exceptional chef from anywhere in the world who demonstrates by his or her own work how gastronomy can be force for change.

The inaugural year’s top 20 finalists include chefs from countries like Brazil, Chile, Colombia, Denmark, France, Italy, Mexico, the Netherlands, South Africa, Spain, the UK, the US and Venezuela.

Their work is focused on everything from innovation to education, health, research, sustainability, social entrepreneurship and philanthropy, and the preservation of local cultures.

Joxe Mari Aizega, head of the Basque Culinary Centre, said: «We are thrilled by the diversity and caliber of our Top 20 finalists, who show the powerful, positive change chefs can make when they take on the responsibility of a public voice.

«Their stories will surely serve as an inspiration to their colleagues all over the world, which is the ultimate mission of the prize. It will be a difficult but exciting challenge for the Jury to choose one winner this summer.»

Entries came from over 30 countries worldwide and a total of 110 chefs were nominated.

New Zealand: Budget 2016: The data behind the science and innovation investments Economic Development

Minister Steven Joyce explains the backdrop for allotting $761.4 million towards “Innovative New Zealand”.

Economic Development Minister Steven Joyce says the Budget 2016 contains the “single biggest investment in science and innovation in a long time”.

A package of $761.4 million is geared towards an “Innovative New Zealand”.

Innovative New Zealand focuses on growing our science system, producing the 21st century skills New Zealand needs, and encouraging innovation and industry investment in regional New Zealand, says Joyce at the annual Grant Thornton post-Budget forum.

The investment is broken down into:

  • $410.5 million for science and innovation, taking the Government’s annual science investment to $1.6 billion by 2020.
  • $256.5 million for more tertiary education and apprenticeship programmes, particularly in the areas of science, engineering and agriculture.
  • $94.4 million to support regional economic development with initiatives to unlock business opportunities and benefit regional communities.

«We have been making very good progress as a country since the Global Financial Crisis. We have been the world’s seventh fastest growing developed economy over the past five years,” says Joyce.

“We have seen over 200,000 jobs created in the last three years, record numbers of highly-skilled graduates, and major growth in new and emerging hi-tech sectors like the software services sector.

“Now we need to continue that momentum. This package of initiatives will build on the progress we are making and strengthen the diversification that is occurring across the New Zealand economy.”

He notes while there has been a decline in dairy exports in the previous year, overall exports are up by $2 billion, from $67 billion to $69 billion.

“Diversification is happening in front of our eyes,» he says, referring to the continuous growth of industries like tourism, international education, food export (beef and wine) and ICT software as a service.

His speech also touched on the social investment side of the budget, explaining the approach of “throwing money into the problem” where investment has significant impact.

He explains how this “cross sector approach” using data is applied in education.

Rather than funding schools by decile, the government is matching data from the Ministry of Social Development with the Department of Education and paying according to the number of kids they have that come from benefit dependent households.

There are 100,000 children in the target group who are spending significant time in a benefit dependent household. There will be increased focus on these students most at risk and their outcomes, he states.

The same data driven approach is applied to other areas of public services. For instance, $200 million are allotted for reform of services for vulnerable children and young people; and $50 million will be used to reduce barriers to employment including for people with complex health conditions.

Nigeria: University of Ibadan to Run On Solar Power Soon – Envoy

Abuja — The German Ambassador to Nigeria, Amb. Michael Zenner, has said Germany-Nigeria Solar Power project at the University of Ibadan will commence this year.

Zenner said this in an interview in Abuja on Thursday.

He said the project, which cost 17,670 dollars (approx. N3.52 million), is expected to provide 10 megawatts of power supply to the university.

The envoy said that the ground breaking ceremony would hold between June and July.

» The solar project for the University of Ibadan is a solar project we have been planning together with Nigeria partners for some time.

«It is part of the Nigeria-Germany energy partnership which has existed since 2008.

«Within this whole field of energy partnership, and the German-Nigeria Binational Commission, the project of the University of Ibadan is a project which is very promising and I hope it will start this year.

«We plan, after all the conditions are fulfilled, the ground breaking ceremony next month or hopefully in July.

«The idea is that the University of Ibadan will, by the end of the day, use only energy produced by solar power.»

Zenner also explained that the university would gain several advantages from the solar project, adding that the project would be replicated in the Ahmadu Bello University, Zaria, Kaduna State.

» This has several advantages, first it is a lighthouse project for solar energy in the framework of the cooperation between Germany and Nigeria in the energy and power sector.

«Secondly, it helps the University of Ibadan save a lot of diesel; and thirdly, it is a training tool for students who study engineering.

» This (project) will cover the need of the University of Ibadan; we also plan this as well with the Ahmadu Bello University.

«The partner of this on the Nigerian side is the Ministry of Education; the financial means exists that it can be done in Ibadan as well as in Ahmadu Bello University.»

He also said that several other energy projects between Germany and Nigeria were ongoing, adding that field studies were being conducted in some states to provide alternative sources of power.

«We have within the framework of our power cooperation different other projects; there is one energy project which was agreed in the last meeting of the energy partnership in February.

«It is solar power project in Katsina, the Kankia solar project which is 125 megawatts.

«In the northern part of Niger State, we have already set up a small demonstration of solar power plant.

«The idea is that in rural areas which are not connected to the national power grid, solar power or hydropower or winds, if feasible, can generate the power these areas need.

«By the end of the day, if one state produces surplus and they are connected to the national power grid, they can even contribute to and sell their surplus to the grid.»

He also said that the ongoing Azura Gas Power Project in Edo was also part of the German-Nigeria energy cooperation.

He said that the energy projects both countries shared were important for the implementation of the COP21 decisions of Paris in order to reduce CO2 emissions.

«I think, they generate about 459 megawatts in Azura in Edo State and that is a classical power plant fuelled by gas.

«But the CO2 emissions from the gas power plants are neutral as well to the climate and they are done by a German company and a Nigeria construction company and financed by Nigerian and international institutions.»

Zenner also said that both countries cooperated in several areas under the German-Nigeria Binational Commission which was set up in 2012.

Advierte la Unicef en Brasil que es inadmisible la banalización de violencia sexual

El Fondo de Naciones Unidas para la Infancia (Unicef) en Brasil consideró inadmisible que la violencia sexual continúe banalizándose y catalogó de inaceptables las violaciones colectivas de adolescentes ocurridas en Río de Janeiro y Piauí.

Los recientes casos de estupros colectivos constituyen graves violaciones de los derechos humanos y se suman a las altas estadísticas de violencia contra niñas y jóvenes registradas en ese país, señaló el organismo internacional en un comunicado difundido en Brasilia.

Refiriéndose a los hechos acaecidos en los estados de Río y Piauí, advirtió la Unicef que la divulgación masiva de la violación ocurrida en la urbe carioca, donde 33 individuos abusaron por la fuerza de una joven de 16 años, también refleja otro hecho alarmante y demuestra la naturalidad conque son vistos estos crímenes.

La exposición y el enjuiciamiento moral a que fueron expuestas las víctimas en las redes sociales deben ser un motivo permanente de indignación, subrayó el organismo de la ONU.

Unicef Brasil señaló, además, que la sociedad de esa nación suramericana tiene ante sí la gran tarea de promover y consolidar una cultura de equidad y de respeto a los derechos de todos los niños y niñas para que estos puedan crecer libres de violencia.

Morrison and Bowen produce a lively treasurers’ debate, but costings are no clearer

The hour-long debate between Scott Morrison and Chris Bowen was both informed and feisty, but at the end voters were no wiser about the costs and benefits of each would-be treasurer’s biggest economic ideas to create jobs and boost growth.

Scott Morrison is hanging his hat on $48bn worth of company tax cuts, and the government has pointed to economic modelling that shows it would boost growth by 1% over 20 years.

But that modelling has been questioned by analysts including the Grattan Institute, who think the benefit could be much smaller, and Bowen insisted the tax cuts were “unfunded” anyway because Morrison had not taken any other decisions to make up for the revenue forgone.

“The PM said two days ago that was fully funded because it’s in the budget,” Bowen said. That’s a novel accounting practice. Frankly if I tried that I would have to hand in my badge. You would have it on the front page, rightly, of your newspaper saying we were reckless by saying things were funded by putting them in the budget. You have to fund them from elsewhere. We’ve done that with our schools policy.”

Morrison didn’t really have an answer for that, but he did have a counterattack – Labor is claiming the “savings” from not going ahead with the same tax cuts to pay for other things.

But nor could Bowen give specifics about the benefits of his plans for $37bn extra spending on education, with OECD modelling used by Labor also raising questions.

“Frankly, I’m a bit surprised … that we are having a debate in Australia about whether better schools funding has an economic dividend,” he said. “I would have thought it is self-evident that better schools funding and lifting educational outcomes has an economic dividend. These are people in jobs. They probably wouldn’t have been in jobs beforehand. I don’t mind having a debate anywhere, anytime about the economic impact of better education.

“There is no surprise it takes a long time for investment in schools to pay off. That is self-evident. The treasurer says his policy has a 1% dividend … If you look at Treasury modelling it suggests it’s overstated the economic gains from this scenario … We can debate the figures, but I will defend vigorously the argument that an investment in schools has an economic dividend for the nation, as it does.”

There is an emerging and important point of conflict about the timeframes over which parties reveal the cost of their promises, with Bowen saying he will provide costings over both four years and 10 years and demanding Morrison do the same – since the government had tried to conceal the long-term cost of its tax cuts and has budgeted no long-term promises for things like climate change.

Morrison says Labor has to rely on 10-year costings because it won’t be able to make a dent in the deficit over four.

But the only really new information in the encounter was that Labor would definitely provide its full costings well before polling day, and frankly it would have been much more surprising if Bowen had said they wouldn’t.

Perhaps they’ll be out before 13 June, which is the date Bowen laid down a challenge for a rematch on the ABC’s Q&A. With some more facts on the table, that would definitely be worth watching.
