All voting members of the functional groups of the House of Delegates may vote for one (1) candidate for each vacancy, no matter how many are nominated.

THE PROCEDURE IS AS FOLLOWS:

  1. Vacancies and procedures for filling the vacancies shall be advertised on the CTU website and via email preceding the nomination meeting, and in the meeting notice bulletin for the month of the election.
  2. At the January 11, 2017 House of Delegates meeting, nominations to fill the vacancies will be taken from the floor and seconded from the floor.
  3. At the January and February House of Delegates meetings, citywide teacher delegates will be asked to declare which functional group they will vote with – elementary or high school.
  4. Only those members of the House of Delegates, who represent the functional group to be voted on, may nominate, second the nomination and vote. Only persons in the functional group may be nominated. Associate delegates may vote. Citywide delegates will sign in as high school or elementary.
  5. Prior to the House of Delegates meeting where voting will take place, all eligible candidate names will be posted on the CTU website in alphabetical order by functional group.
  6. Voting shall take place at the February House of Delegates meeting.
  7. At the meeting where the voting is to take place, each nominee shall have the opportunity to speak for one minute in the order in which they appear on the ballot, if they so desire.
  8. Delegates will be called to the voting area to pick up the ballots, have their badges checked and sign the voters’ signature list.
  9. Voters will place cast ballots in boxes at the designated locations.
  10. When voting is complete, Rules-Elections Committee members will count the ballots.
  11. Up to two representatives per candidate may be present during the counting. The candidate may be one of the representatives.
  12. The results will be given to the President for announcement at the end of the meeting.
  13. Any candidate who receives a majority (more than 50 percent) of the votes cast for their functional group will be automatically seated as functional vice president.
  14. In case there is a vacancy for which no candidate receives a majority, the two candidates who receive the most votes in the first round will stand in a runoff election.
  15. In the case of a runoff, each remaining nominee will be given one minute to speak in the order in which they appear on the ballot, at the meeting where the runoff voting is taking place.

The Rules-Elections committee requests that the voting take place at the meeting as early as possible.
