Kenya: Labour court restrains Prof Kiama from interfering with UON affairs

The Employment and Labour Relations Court has restrained Prof Stephen Kiama from interfering with the University of Nairobi’s affairs pending the hearing and determination the case. 

Lady Justice Maureen Onyango further directed the parties in the case to file and serve and appear for the hearing of the case on from interfering from activities of UON pending hearing and determination of the case on 30th this month.

A day after Justice Weldon Korir declined to set aside orders against the decision by Prof Magoha to dissolve the University of Nairobi Council, the leadership dispute surrounding the position of Vice-Chancellor at the University of Nairobi continue to deepen with  Prof Stephen Kiama now restrained from interfering with the affairs of the institution.

The orders by the Employment and Labour Relations Court will be in effect until the case set for 30th this month is heard and determined.

Education Cabinet Secretary Prof. George Magoha is challenging interim orders that reinstated Prof Stephen Kiama as the institution’s vice-chancellor.

Prof Kiama obtained temporary orders from the Employment and Labour Relations Court keeping him in office pending the hearing and determination of his case.

Meanwhile, blogger Cyprian Nyakundi and Emmanuel Nyamweya Ong’e have denied charges of extortion.

According to prosecution, the duo attempted to extort Ksh 17.5million from Victoria Commercial Bank Limited as a precondition for pulling down libellous posts appearing on a website owned by them.

They were released on a Ksh 300,000 cash bail after the prosecution failed to convince the court to deny them bail.

Elsewhere, Gatundu South Member of Parliament Moses Kuria has been arraigned in court and charged for assaulting Joyce Wanja on December 8, 2019.

The legislator denied the charge and was released on Ksh 20,000 cash bail.

Kenya: 73 students taken to Bahati hospital following night fire

73 students were taken to Bahati Sub-County Hospital Saturday night following a fire incident at Bahati PCEA Girls School.

All have been discharged apart from three who were admitted while two were referred to Nakuru Provincial General Hospital.

The source of fire is unknown.

Kenya: Governor Lonyangapuo cautions principals against exploiting parents

Lonyangapuo said that the heads have turned learning institutions into business premises where they charge parents high prices for commodities that children need to use in school.

He has warned secondary school heads against doing their private business in schools.

Speaking in Kapenguria after meeting students who performed well in the 2019 Kenya Certificate for Secondary Education [KCSE] and education stakeholders, Lonyangapuo said that he had received complaints from parents that some schools had forced them to buy certain commodities from the school.

He said that the heads have forced parents of children joining Form one purchase certain commodities at the prices higher than market costs.

The county boss said heads that were posted to the county after delocalisation are at the forefront in dictating that parents to buy everything at school at a fixed price.

Lonyangapuo said he will not allow school heads to kill the economy of the county by engaging in business instead of focusing on their core mandate.

Adding that the functions of the heads are clearly stipulated and they are not allowed to engage in business.

Lonyangapuo called on the Ministry of education to fast tract release of funds to schools.

County education Director Jared Onyiego said that they have put in place strategies to improve the numbers of those joining secondary schools.

He urged education stakeholders to ensure that there is 100% transition of learners from Primary to secondary schools.

Una niña somalí asiste a una clase en una escuela improvisada en el campamento de Badbaado para desplazados internos en Mogadiscio, Somalia. Desde 2017, estudiantes universitarios se han ofrecido como voluntarios para enseñar a unas 600 niñas y niños menores de 16 años en campamentos.

La primera vez que puse un pie en África fue en 2017. Visité Kenia y Ruanda como asesor especial de la Conferencia de las Naciones Unidas sobre Comercio y Desarrollo y defensor de los Objetivos de Desarrollo Sostenible de las Naciones Unidas para promover el emprendimiento como camino hacia el crecimiento económico.

Había leído bastante sobre África y pensaba que tenía una buena idea de lo que me iba a encontrar. Sobre todo, esperaba salir de mi zona de confort, tener la sensación de estar en un lugar extranjero muy distinto a lo que estaba acostumbrado.

Para mi sorpresa, no podría haberme sentido más en casa.

En cada uno de mis viajes, conocer gente joven y emprendedores es mi prioridad. Al conversar con grupos de emprendedores africanos y escuchar sus historias y sus sueños, me vi a mí mismo hace veinte años, cuando estaba apenas iniciando Alibaba.

He descubierto que actualmente en gran parte de África el emprendimiento no es la carrera profesional exaltada que es en Estados Unidos o cada vez más en China. Lo más prudente para la mayoría de los africanos es conseguir un empleo estable y asalariado en el sector bancario, energético o minero. El emprendimiento es para los vendedores ambulantes, aquellos que no siempre pueden tener un trabajo tradicional y por eso tienen que ser creativos para ganarse la vida.

Sin embargo, creo que el futuro de África lo construirán sus emprendedores, los soñadores hambrientos que ven oportunidades en los problemas. Al ver a los ojos a los jóvenes que conocí en 2017, vi a los héroes futuros de África y me prometí que haría lo que estuviera en mi mano para ayudarlos a lograr sus objetivos.

África está lista para un cambio radical. El mundo atraviesa una revolución digital, la cual creo que tiene el potencial de ser no solo la más transformadora, sino también la revolución tecnológica más incluyente que jamás hayamos visto. Hoy en día, cualquier persona con un teléfono inteligente puede obtener un crédito y comenzar un negocio. La tecnología móvil e internet han puesto el acceso a innumerables productos y servicios en la palma de la mano de todas las personas. La revolución digital tiene la posibilidad de impulsar una tremenda —e inclusiva— prosperidad económica en África. Pero necesitamos que los emprendedores digitales creen las compañías que puedan hacer esto posible.

Los escépticos señalarán la infraestructura africana y dirán que el continente no está listo para la era digital. De hecho, África está en la posición perfecta para ello. La infraestructura sólida en realidad es perjudicial en este nuevo mundo. Cuando el sistema vigente funciona demasiado bien, hay resistencia al cambio y mucha tradición que superar.

Por fortuna, en China no tuvimos ese problema cuando fundé Alibaba en 1999. Teníamos una enorme población con bajo ingreso per cápita y mala infraestructura para ventas al menudeo, logística y servicios bancarios. Sin embargo, en tan solo dos décadas, China pasó de tener 8,8 millones de usuarios de internet a 850 millones. El ingreso per cápita ha crecido de 800 a 9000 dólares y las ventas del comercio electrónico han alcanzado un billón de dólares. El ecosistema de Alibaba por sí solo es responsable de haber creado más de 40 millones de empleos en China. El año pasado, los ingresos del comercio electrónico en las zonas rurales chinas superaron los 97.000 millones de dólares, lo que generó casi siete millones de nuevas oportunidades de empleo.

Creo que a África puede irle mucho mejor. Su carencia de infraestructura es una ventaja, así como lo fue en China. Pero el continente cuenta con otros ingredientes para el éxito. Tiene 1300 millones de personas, de las cuales el 40 por ciento tienen menos de 16 años. Seis de las diez economías de más rápido crecimiento en el mundo están en África y las tasas de adopción de teléfonos inteligentes crecen a gran velocidad.

Tres maestros muertos en un ataque de Al Shabab a una escuela en Kenia

Tres maestros murieron esta madrugada en un ataque cometido supuestamente por el grupo yihadista somalí Al Shabab contra una escuela en el condado de Garissa, en el este de Kenia, y fronterizo con Somalia.

Los presuntos terroristas atacaron la Escuela de Primaria de Kamuthe en torno a las 02.00 hora local (23.00 GMT del domingo), confirmó la Policía keniana este lunes (13.01.2020) en su cuenta oficial de la red social Twitter.

Los atacantes también actuaron contra un puesto policial de Kamuthe y un poste de telecomunicaciones que quedó «parcialmente dañado pero operativo», precisaron las fuerzas del orden, sin aportar, de momento, más detalles.

El director de Educación del condado de Garissa, Khalif Isack, confirmó igualmente que tres docentes murieron en el asalto.

«Es verdad que han matado a nuestros tres maestros. (Los atacantes) Tenían como objetivo a los hombres. Perdonaron a las maestras», dijo Isack en unas declaraciones recogidas por el periódico local «The Star».

Una fuente policial aseguró a la emisora de radio Capital FM que los agresores huyeron llevándose a «otro maestro», si bien este extremo no ha sido corroborado oficialmente por las autoridades.

Estos sucesos acaecieron después de que al menos cuatro civiles murieran hace seis días en un ataque atribuido a Al Shabab contra una comisaría de policía en el condado de Garissa.

Ese atentado ocurrió, asimismo, después de que el pasado día 5 el grupo yihadista atacase una base militar en el condado de Lamu, en el sureste de Kenia y cerca de la frontera con Somalia, que es usada por tropas kenianas y estadounidenses.

El asalto causó la muerte de un soldado estadounidense y dos contratistas del Departamento de Defensa de EE.UU., además de al menos cinco atacantes abatidos por los militares, según datos del Ejército de Kenia.

Desde octubre de 2011, cuando el Gobierno keniano envió al Ejército a Somalia como respuesta a una oleada de secuestros supuestamente obra de Al Shabab en su territorio, los radicales islámicos han perpetrado numerosos ataques en Kenia.

Este grupo, que controla parte del centro y el sur de Somalia y aspira a instaurar en ese país un Estado islámico de corte wahabí (ultraconservador), se atribuyó el atentado del pasado 15 de enero contra un complejo hotelero de Nairobi, que causó 21 muertos.

El ataque más grave de Al Shabab en suelo keniano tuvo lugar en abril de 2015, cuando 148 personas murieron en el asalto de un comando terrorista a la Universidad de Garissa.

Este pasado 30 de diciembre, además, el grupo yihadista se atribuyó el atentado con camión bomba que el día 28 de ese mes causó al menos 92 muertos y más de 125 heridos en Mogadiscio, el peor que sufre Somalia desde octubre de 2017.

Somalia vive en un estado de conflicto y caos desde 1991, cuando fue derrocado el dictador Mohamed Siad Barré, lo que dejó al país sin Gobierno efectivo y en manos de milicias islamistas y señores de la guerra.

Kenya: UASU issues seven-day strike notice

Universities Academic Staff Union – UASU lecturers have issued a seven-day strike notice over alleged government’s failure to honour the Collective Bargaining Agreement signed on October 28 last year. 

UASU Secretary General Constantine Wasonga says there will be no classes in public universities from Monday January 20th.

The lecturers say that according to the CBA they were supposed to be paid by November last year but the government has failed to honour the agreement.

They lamented about the ongoing blame game between the Ministry of Education, the Salaries and Remuneration Commission – SRC and the Inter Public Universities Council Consultative Forum.

According Wesonga, the lecturers are also up in arms over the conflicting figures owed by the employer.

Wesonga insists that the Salaries and Remuneration Commission had approved the CBA in its current form and vowed not to renegotiate.

18,000 needy students to benefit from government scholarship

Education Cabinet Secretary, Prof George Magoha, says 9,000 Form One Students to benefit from Elimu Scholarship Programme in 2020.

The Ministry of Education has opened applications for the inaugural 2020 Elimu Scholarship Programme targeting 9,000 beneficiaries.

Eligible 2019 Kenya Certificate of Primary Education (KCPE) Examination candidates have until December 16, 2019 to apply for the scholarships that are funded by the Ministry of Education with support from the World Bank. They will be implemented through the Equity Group Foundation.

The Elimu Scholarship Programme, funded through the Secondary Education Quality Improvement Project (SEQIP), will benefit candidates from 110 targeted Sub-Counties and fifteen urban centres with informal settlements.

Announcing the start of the Elimu Scholarship, Education Cabinet Secretary Prof. George Magoha said the programme will boost the Government’s 100 per cent transition policy that was introduced last year.

“We are determined to utilize the Sh3 billion scholarship programme to further ensure that all the needy and vulnerable 2019 KCPE candidates are supported to gain admission to schools of their choice,” Prof Magoha said.

Equity Group Foundation Executive Chairman Dr. James Mwangi said the Foundation will ensure the selection is thorough and based on merit.

“Equity will deploy its massive infrastructure and its technical capacity to successfully implement the Elimu scholarship programme on behalf of the Ministry of Education in the selection of 18,000 needy beneficiaries of the Elimu Scholarship Programme over the next two years,” he said.

This year, Dr.  Mwangi said 9,000 Elimu Scholarship Programme beneficiaries will be selected while 1,125 beneficiaries will be picked under the Wings to Fly Programme, bringing the total number of scholarships to 10,125 this year.

“We welcome the Elimu Scholarship Programme as it widens the opportunities for more children to access secondary school education and increase their opportunities of a better future for themselves, their families and communities. We have seen the tremendous transformational opportunities that the Wings to Fly program has had on the beneficiaries with majority transitioning to universities locally and across the world including Ivy League schools.”

Under the programme, poor and vulnerable children from financially constrained backgrounds and who attained 280 marks and above in 2019 KCPE, will be considered. For affirmative action, candidates who are Orphans and/or from Vulnerable Communities and those with special needs and disabilities who attained below 280 marks may be considered.

Only candidates who sat for KCPE examinations in 2019 from public primary schools in the targeted areas will be eligible to apply for the inaugural cohort of 9,000 scholarships tenable in 2020.

The 110 targeted Sub-Counties are as per the National Government Administrative areas that existed in the year 2015. The list of the targeted Sub-counties and the fifteen urban centres with informal settlements can be accessed through the Ministry of Education and Equity Group Foundation websites; www.education.go.ke and https://egfdmis.equitybank.co.ke/register_elimu

Applicants of the Elimu Scholarship Programme must meet the following eligibility criteria:

  1. Candidates with special needs and disabilities (Physical, Hearing and Visual Impairments, Autism, Albinism, Learning Disabilities and Others); or

Orphans and vulnerable children; or

Candidates from vulnerable communities in the target Sub-Counties; or

Candidates from urban centres with informal settlements; or

Candidates:

  1. whose parents/guardians are living with disabilities that have compromised their ability to meet the financial obligations of their children
  2. whose families are affected by HIV/AIDS and other chronic illnesses with debilitating effects that could render parents and guardians destitute and unable to fend for their families
  3. whose families are affected by extreme poverty rendering them unable to educate their children
  4. Who have suffered from neglect, abuse and have no support to continue with their education.

Interested applicants are advised to collect the scholarship application forms from the nearest Equity Bank Branch or Equity Bank Agent. Application forms can also be downloaded from the Ministry of Education and Equity Group Foundation websites; www.education.go.ke and https://egfdmis.equitybank.co.ke/register_elimu

Duly completed application forms and supporting documents should be submitted to the nearest Equity Bank Branch by 16th December 2019. Shortlisted candidates accompanied by parents/guardians will be invited for interviews which will be conducted by the Community Scholarship Advisory Committees.

The scholarship caters for School fees, transport to and from school, learning materials and School kit for the beneficiaries for the four-year education period. Please note that ONLY the candidates who meet the requirements will be considered for the scholarship. Members of the public are urged to share this information widely.

While the Wings to Fly programme is targeting students who scored at least 350 marks in the 2019 Kenya Certificate of Primary Education (KCPE), the Elimu Scholarship Programme cut off mark is 280 marks except in regions with vulnerable and marginalised communities and for children with disabilities where the cut off can be lowered.

The applications will be reviewed, and only shortlisted candidates will be invited for interviews by the respective scholarship selection boards. The number of boards has been increased to 207 from 119 to adequately cater for the increased numbers.

The boards comprise of at least 13 local community stakeholders including local administrative leaders, education officials, Equity Agent representatives, Vulnerable and marginalized communities representatives, religious and community leaders in the County.

Each board is chaired by the Deputy County Commissioner or the Sub-County Education Officer and coordinated by the respective Equity Bank Branch Managers.

Speaking on the application process, Dr. Mwangi urged administrative leaders and community leaders to use their offices to create awareness on the scholarships to ensure all eligible needy children take advantage of the opportunity. “I appeal to religious leaders to use church and mosque services to make announcements on the ongoing application process. Let all Kenyans of goodwill show their care by reaching out to potential candidates who can benefit from these scholarships,” he added.

The Wings to Fly programme which is now in its 11thyear supports bright but economically challenged pupils, who would otherwise not be able to join secondary school due to financial constraints. This is through funding from Equity Group, MasterCard Foundation and German Government through KfW.

The scholarship caters for tuition and boarding fees, books, uniform, and transport to and from school as well as pocket money for the four years of secondary school. To date, 16,168 scholars have benefitted from this programme.

Last year, the Equity Group Foundation received more than 26,000 applications from needy students who sat for their 2018 KCPE examinations and were unable to finance their secondary school educatio.
