México: Mancera «La educación es una prioridad»

El jefe de Gobierno capitalino asistió al 1° Encuentro de Directores de Educación Media Superior de la Ciudad de México

Miguel Ángel Mancera, reiteró que la educación de los jóvenes es prioridad en la Ciudad de México, y que este objetivo es claro cuando va dirigido a las necesidades sociales y se suman esfuerzos para lograr un cambio sustancial.

Al asistir al 1° Encuentro de Directores de Educación Media Superior de la Ciudad de México, reconoció la decisión del secretario de Educación Pública, Aurelio Nuño, de trabajar juntos en el planteamiento del Gobierno de la ciudad de “Cero Rechazados”.

Mancera Espinosa dijo que es el primer encuentro de este tipo que se realiza en la capital del país, para trabajar en favor de la educación de los jóvenes, orientarlos, informarlos y darles opciones de educación.

Destacó la importancia de contar con una red de Educación Media Superior, para lo cual el gobierno de la ciudad trabajará de manera coordinada para consolidar esta red en las áreas que se requiera y tener claro que vale la pena revisar los modelos educativos.

Tener muy claro que en la Ciudad de México, los jóvenes, hombres y mujeres que estudian la Educación Media Superior no son solo de la Ciudad de México”, agregó, por lo que es importante crear y fomentar el interés de los jóvenes para aprender y se requiere el apoyo de todos para impulsarlos.

Consideró necesario dar a los jóvenes una oportunidad consolidada en su educación Media Superior y, para ello, el Gobierno de la ciudad participará en lo que sea necesario porque la mayor y mejor inversión que puede tener un país, es la educación y no se puede fallar a los jóvenes ni dejarlos sin oportunidad.

FMI: World Economic Outlook (WEO): Too Slow for Too Long, April 2016

The baseline projection for global growth in 2016 is a modest 3.2 percent, broadly in line with last year, and a 0.2 percentage point downward revision relative to the January 2016 World Economic Outlook Update. The recovery is projected to strengthen in 2017 and beyond, driven primarily by emerging market and developing economies, as conditions in stressed economies start gradually to normalize. But uncertainty has increased, and risks of weaker growth scenarios are becoming more tangible. The fragile conjuncture increases the urgency of a broad-based policy response to raise growth and manage vulnerabilities.

Zimbabwe: Teachers reject govt national pledge as propaganda, call for a consultative process on the policy

Teachers want the controversial national pledge put through a process of consultation for Zimbabweans to decide whether it is proper or not.

Government, through the Ministry of Primary and Secondary Education, introduced a national pledge which schoolchildren have to recite and Minister Lazarus Dokora said schools would start enforcing it starting this coming term.

Zimbabwe Teachers’ Association (Zimta) president, Richard Gundane, said imposing the national pledge on children is a violation of their rights.

He was briefing journalists on the sidelines of the 35th Zimta national annual conference in Victoria Falls on Wednesday.

Gundane said forcing the national pledge in schools was also infringing on teachers’ professional independence.

«We are currently debating on the issue of the national pledge and of course we are in a dilemma,» he said.

Gundane said with the pledge, the Zanu PF government was trying to patronise children which is against their rights as minors.

A parent recently approached the Constitutional Court seeking to bar schools from forcing schoolchildren to recite the national pledge while churches also challenged it.

Gundane said the bone of contention especially to Christians was the fact that it starts with a prayer before recital of the ‘patronising propaganda.’

«The solution is to revisit the whole process and subject the national pledge to a consultation stage,» said Gundane.

«We are going to discuss and come up with a position at the end of the conference,» Gundane said.

Besides the national pledge, Zimta wants lack of collective bargaining in the civil service addressed.

«We are concerned about lack of collective bargaining. There is no harmonisation of labour laws and the employer ends up just issuing arbitrary directives and circulars. We really need a change of policy in education and that has also to include equity and inclusivity of education as provided for in the Constitution,» said Gundane.

In January, government cancelled vacation leave and Zimta feels this together with use of inspectors instead of supervisors was old fashioned.

Last year the Civic Service Commission sent inspectors to carry out an audit in schools, a development that left hundreds of teachers with salary.

The government said the exercise was aimed at weeding out ghost workers but Zimta said it was flawed as government human resources management system is in shambles.

The Zimta conference started Wednesday and ends Saturday under the theme: «Equitable, quality education: A public human right good for sustainable societies.

About 250 Zimta members are attending.

Nigeria: Buhari wants Universities to expend resources prudently

President Muhammadu Buhari has urged university administrators to ensure prudent management of scarce resource at their disposal.

The president made the call in Kano on Saturday at the 32nd Convocation Ceremony of Bayero University Kano (BUK).

Buhari, who was represented by Hajiya Halima Umar, Director of Tertiary Education, Federal Ministry of Education, also admonished university managements to be transparent.

Universities need to have managers that are prudent and transparent in the deployment of resources for infrastructural and educational development of citizens.

We will continue to have zero tolerance for corruption,» Buhari said.

He said the Federal Government would continue to give universities the necessary support to enable them discharge their duties effectively.

The president called on universities to explore other avenues of raising funds to complement the efforts of Federal Government.

The president also urged the private sector and non-governmental organisations to increase their collaboration with the Federal Government for the realisation of set targets for the development of education sector.

Earlier in his speech, the Vice Chancellor, BUK, Prof Yahuza Bello, had lamented that persistent erratic power supply and scarcity of were the major challenges of the institution.’

Colombia: Proyecto de ley busca que no haya más niños desaparecidos

La iniciativa legislativa es impulsada por los representante a la cámara del movimiento Mira, Guillermina Bravo y Carlos Guevara.

De acuerdo con el autor de este proyecto, entre 2011 y lo que va de 2016, la cifra de niños desparecidos asciende a 16.243 casos. En Bogotá, se presenta el mayor número de reportes de menores desaparecidos con 7.641 menores, equivalente al 47%, seguido de Antioquia, Valle del Cauca, Cundinamarca y Risaralda. Durante los dos primeros meses de este año, 505 menores han desaparecido en todo el país, 148 se han encontrado vivos, 1 muerto y 356 continúan desaparecidos.

Al presentarse un alto número de desplazamientos de los niños raptados, el proyecto de ley prevé la creación de un sistema nacional de alertas por desaparición de  niños, niñas y adolescentes, que será liderado y coordinado por la Policía Nacional y  que contempla la ejecución de campañas de alerta en los sistemas de transporte masivo de pasajeros, zonas de frontera, medios de comunicación, sitios web,  canales de televisión públicos y privados, redes sociales, aplicaciones y en la línea nacional 123, entre otros .

La alerta de desaparición se declararía de forma inmediata por las autoridades cuando se trate de un menor de 7 años, para los menores entre 7 y 12 años deberá declararse a más tardar 12 horas después de efectuada la denuncia. El proyecto también contempla la creación de una una  línea especial gratuita y permanente para recibir denuncias e información sobre los menores desaparecidos, manifestó la

La Policía Nacional, en coordinación con  Fiscalía General de Nación, Medicina legal, el Instituto Colombiano de Bienestar Familiar y las Comisarías de familia, unificarán los registros de menores de edad reportados, creando, de esta manera, un registro único de información.

“Cuando se registre la desaparición, se creará una alerta con la foto del menor en las facturas de servicios públicos y empaques, entre otros. No podemos seguir siendo indiferentes ante esta problemática, cuando un niño se pierde, todos somos responsables, todos debemos buscarlo y brindar las herramientas para poder hacerlo”, añadió el representante Guevara.

Reino Unido:Schoolchildren’s strike puts Liverpool Biennial on the march

Resumen: Una manifestación que se efectuo en el año 1.985, donde apróximadamente 10.000 escolares faltaron a la escuela para protestar en contra del gobierno conservador y el controversial plan de formación para jóvenes (YTS), es el motivo del proyecto, del artista japonés Koki Tanaka y será parte de la Bienal de Liverpool, el mayor festival de arte contemporáneo del Reino Unido.

A 1985 demonstration at which 10,000 schoolchildren skipped school to protest against the Conservative government’s controversial Youth Training Scheme (YTS), is to be revisited in a new mass-participation art project.

The project, by the Japanese artist Koki Tanaka, will be part of this year’s Liverpool Biennial, the UK’s largest contemporary art festival which is commissioning new work from 42 artists.

Tanaka said he planned to gather together people who were on the original march, asking them to bring their children to recreate it along the route from St George’s Hall to the Pier Head.

How many he gets remains to be seen. “Even if it is only 20 I want to restage the march,” he said. “But there might be hundreds, or thousands.”

Tanaka came across the story of the march when he visited the radical Liverpool bookshop News from Nowhere and saw a photograph of the protest by Dave Sinclair.

“Most of the time when you look at images of people protesting they are quite serious,” he said, “but these kids were optimistic, it had a carnival feeling.

“I wanted to see how these kids have grown up, what they think about the present situation.”

Tanaka is known for collective actions, whether that is tea-making, piano playing or collective haircuts. This week he will also open his first solo show in the UK at the Showroom gallery in north London and is planning a Local History Research Tour (ending in a very British way at the Green Man pub) and an action called Reading Aloud People’s Names in the Community in which school pupils will be doing just that.

Details of the 2016 Biennial programme were released on Thursday. Its director, Sally Tallant, said there would be more curators involved for its ninth edition, and more new commissions.

The festival would be divided into six “episodes” drawing from Liverpool’s past, present and future, she said.

Tanaka will be in the “children’s episode” as will the always wacky performance artist Marvin Gaye Chetwynd who is creating a film with young people called Dogsy Ma Bone, based on both Betty Boop and Bertolt Brecht.

Tallant said she was particularly pleased to have the Birkenhead-born Mark Leckey as part of the festival. The Turner prize-winning artist will present a film called Dream English Kid, inspired by memories of seeing Joy Division in Eric’s Club on Mathew Street.

Liverpool Biennial will run from 9 July-16 October.
