Sudáfrica: Gabinete Preocupada por el racismo en la escuela Pretoria

Pretoria – Gabinete dice que los incidentes de racismo dirigidas contra los alumnos en Pretoria el colegio de niñas son motivo de preocupación.

«Llamamos a todos los sudafricanos a respetar entre sí y se unen en contra de la división del racismo en nuestra sociedad. Nuestro camino democrático se basa en la tolerancia y el respeto», dijo el gabinete en un comunicado el viernes.

Esto viene después de los estudiantes expresaron su preocupación por la política de la escuela sobre el cabello y no se les permite usar peinados como afros. Los estudiantes, que sienten que los educadores utilizan un lenguaje abusivo y degradante cuando los abordan con respecto a sus peinados, realizaron una protesta frente a la escuela.

 

Gabinete elogió la valentía de los estudiantes para exponer el racismo y los prejuicios en la escuela.

«De hecho, son activistas del cambio social, que son necesarios en la toma de nuestro país lejos de su pasado de división y cerca de hacer realidad los objetivos de una mayor Sudáfrica unida,» dijo Gabinete.

La Educación de Gauteng MEC Panyaza Lesufi ha instituido un órgano independiente para investigar las reclamaciones y Código de Conducta de la escuela será revisado.

South Africa: Cabinet Concerned By Racism At Pretoria School

Pretoria — Cabinet says the incidents of racism levelled against learners at Pretoria High School for Girls are of concern.

«We call on all South Africans to respect each other and unite against the divisiveness of racism in our society. Our democratic journey is built on tolerance and respect,» said Cabinet in a statement on Friday.

This comes after learners raised concerns over the school’s policy on hair and not being allowed to wear hairstyles such as Afros. The learners, who feel that educators use abusive and demeaning language when they address them regarding their hairstyles, held a protest outside the school.

Cabinet commended the bravery of the learners for exposing the racism and prejudice at the school.

«They are indeed activists of social change, who are needed in taking our country away from its divisive past and closer to realising the objectives of a more united South Africa,» said Cabinet.

The Gauteng Education MEC Panyaza Lesufi has instituted an independent body to investigate the claims and the school’s Code of Conduct will be reviewed.

Liberia: Salvation Army Honors Student With High Marks

The Salvation Army School System over the weekend put smiles on the face of the lone scholar, Jeremiah Joshua Kerkulah by honoring him along with students who exceptionally performed during the 2015/2016 academic school year.

Speaking at the honoring ceremony at the headquarters of the Salvation Army Liberia Command in Sinkor, the head of Mission of the Salvation, Lt. Col. Samuel Amponsah disclosed that Salvation Army stands ready to improve the educational sector of Liberia.

Lt. Col. Amponsah said the Salvation Army as a nongovernmental organization will stand by the government of Liberia in moving the educational system from ‘mess’ to ‘best’.

According to him, the Salvation Army school system is now putting into place a new mechanism to travel to other countries in West Africa to get the West African Examination Syllabus in order to help students in the system.

The Salvation Army Liberia’s command head used the occasion to caution Jeremiah Kerkulah and other students to forge ahead in their education sojourn, adding that the rebuilding process of Liberia depends on the younger generation.

He added that the education system of Liberia is unique, noting Liberians only need to be proud of themselves and love what they have and also improve on it in all directions.

Speaking earlier, the Director of Education of the Salvation Army School System, David S. Massaquoi said the Army is not only in Liberia to provide spiritual guidance, but it is here to also honore its social responsibility.

Director Massaquoi made it clear that the Army is not a profit making organization, adding that it aimed at giving spiritual guidance and assistance to the needy in all directions.

He assured the teachers working in the Salvation Army School System that the system is working on all means to improve the living standard of its employees in the six counties that the Salvation Army has schools.

The Director of Education also disclosed that the system has come up with a new strategy that any student attending the school going division one in WAEC will receive a three semester scholarship at any university and for students hitting division two, the system will pay back the full tuition paid by that student.

According to him, the measure put into place by the Salvation Army School system is intended to motivate students to go extra miles in their studies while in high school.

Director Massaquoi also announced during the program that Jeremiah Joshua Kerkulah full tuition was paid back to him while each of the valedictorians and salutatorians received the amount of five thousand each for their good academic standing during the school year 2015/2016.

Also speaking, the principal of the William Booth High school in Paynesville, Joshua Williams said the educational system of Liberia may be a mess as described by stakeholders, but those working in the system are not messy.

China: Asigna fondos para educación elemental y profesional 中国拨款小学和职业教育

China asigna fondos para educación elemental y profesional

 Resumen:

El gobierno central de China ha destinado 92.700 millones de yuanes (cerca de 13.900 millones de dólares) a los gobiernos locales para apoyar la educación elemental y profesional. Según el Ministerio de Hacienda, los fondos serán utilizados para desarrollar la educación preescolar, mejorar la educación profesional en las áreas rurales y pobres y capacitar a los maestros en las aldeas. Los fondos también serán canalizados a escuelas para discapacitados. Además, el Ministerio de Hacienda y el de Educación han decidido eximir de las tasas de matrícula a los estudiantes de segundo ciclo de secundaria con dificultades financieras.

中国拨款小学和职业教育

中国中央政府已拨款92.700十亿人民币（约13.900十亿美元），以地方政府支持基础教育和职业教育。

根据财政部的资金将用于发展学前教育，改善农村和贫困地区职业教育和乡村教师培训。

这些资金也将被引导到学校为残疾人士。

此外，财政部和教育部决定从高中经济困难免收学费学费给学生。

La Jornada en linea Gobierno de Macri proyecta nueva ola de despidos en Argentina

 El gobierno del presidente argentino, el derechista Mauricio Macri, proyecta una nueva ola de despidos en el Estado para fin de año, señala el documento Programa de Análisis de Dotación del Personal, girado a todos los ministerios y organismos descentralizados del Ejecutivo, lo que causó impacto, a sólo horas de la multitudinaria marcha que el viernes pasado rechazó las medidas gubernamentales.

Algunos medios como ámbito.com tuvieron acceso a estos documentos en los cuales se define el objetivo del Poder Ejecutivo de “establecer la dotación óptima del personal” y también se analiza que “teniendo el mapa del Estado, se facilita y viabiliza el diseño de una estructura salarial más equilibrada y adecuada a las responsabilidades de los cargos”, lo que “favorece la eficiencia de la administración pública”.

“Dotación óptima de personal”, es el eufemismo con que el gobierno justificará la nueva ola de despidos, señala a su vez Página 12, y plantea que se trata de “adecuar” la “dotación inicial” de empleados públicos a lo que el gobierno considera una “dotación óptima”, proceso que apunta a “resolver los aspectos cualitativos y cuantitativos de personal”, intención que ya fue declarada en privado a la Asociación de Trabajadores del Estado (ATE)de la capital.

En otro papel filtrado que corresponde también al Ministerio de Modernización se señala que los contratos de más de 114 mil 962 trabajadores de la administración pública nacional que configuran el “53,9 por ciento” del total de empleados públicos se encuentran “bajo análisis”, ya desde mayo pasado, lo que se aceleró en estas últimas semanas, respondiendo a los mandatos del Presidente de reducir el empleo público.

Entre diciembre y marzo el Ministerio de Modernización decretó el despido de profesionales, técnicos, científicos, trabajadores, mujeres embarazadas y personas con discapacidad.

Por otra parte, se elaboró un formulario de preguntas para ser contestadas por los estatales sobre nivel de estudios, tareas que desempeñan y cantidad de horas laborales y otras serie de datos, y en esto ATE advierte que las encuestas son implementadas, en varios casos, “por consultoras privadas, y en otros por trabajadores que lograron ser reincorporados tras los despidos del primer trimestre y son ahora obligados a entrevistar a sus propios compañeros”.

Sobre las consultoras privadas el secretario general de ATE, Luciano Fernández, dijo que esto es “un hecho sumamente grave porque las consultoras tienen una visión economicista del trabajo, no hacen un análisis desde la política pública… El problema es que con esa lógica, irremediablemente va a haber gente que sobra. Los despidos de principios de año vinieron de la mano de la reducción de la política pública. Vaciaron programas, suspendieron áreas y esa es la razón por la que hoy hay compañeros sin funciones”, sostuvo. Esto será como regresar a los primeros meses de este año, cuando la situación se habrá agravado inevitablemente, advierten los delegados de ATE.

El gbierno y las marchas

La ministra de Seguridad, Patricia Bullrich, trató de minimizar la multitudinaria protesta que se produjo el pasado viernes cuando diversos sectores se unieron a la Marcha Federal convocada por las dos Centrales de Trabajadores Argentinos (CTA) contra los despidos, el tarifazo, el hambre y la pobreza, y sostuvo que el gobierno no observa que haya “un problema social” ni cree que los que están realizando marchas se encuentren en “situación difícil”.

Con ironía definió a los miles de participantes como personas “acostumbradas a ser casi paraestatales, que han manejado presupuestos enormes del Estado y que ahora están en una situación distinta, no son parte del Estado”, esto a pesar de que la diversidad de sectores que marcharon abarcan a una cantidad de gremios que fueron opositores al gobierno anterior.

“Desde el gobiernos de Macri ya varios funcionarios y algunos periodistas y medios del gobierno han hablado hasta de subversivos para calificar a la cantidad de protestas y marchas de millones de argentinos afectados por las medidas durísimas de este gobierno y los miles sin trabajo. Es el anuncio de que preparan la represión”, sostienen delegados gremiales.

Bullrich está en la mirada de organizaciones humanitarias locales e internacionales, despuésla primera cárcel para inmigrantes en Argentina, el pasado 1 de septiembre, ubicada en el que a partir de un acuerdo con el director nacional de Migraciones, Horacio García, inaugurarapopular barrio de Pompeya. La sorpresa primero y la ola de críticas advierten que sólo “intentan ocultar los verdaderos motivos criminalizantes y discriminatorios que acarrea el gobierno de Cambiemos y sus políticas neoliberales”, agregan los líderes sindicales.

Argentina asumió compromisos por ley de garantizar el derecho de las personas a migrar. La medida atenta contra la normativa N° 25871 de 2004, donde se establece que un/a inmigrante sólo puede ser detenido/a luego de que se acaben todas las instancias posibles de regularizar su situación. La Constitución Nacional establece que deben defenderse “los beneficios de la libertad, para nosotros, para nuestra posteridad, y para todos los hombres del mundo que quieran habitar en el suelo argentino”, concluyen los dirigentes gremiales.

África: Los maestros  usan el  espectáculo  solar  eclipse para enseñar a los estudiantes

Se presenta una  increíble sesión educativa para los estudiantes de varias escuelas en Kigali , donde se  reunieron maestros y estudiantes en la Universidad de la Facultad de Educación de Ruanda, con el objeto de observar el  eclipse solar parcial. Durante su aparición, el Dr. Phenias Nkundabakura, un especialista en astronomía enseña a los estudiantes sobre el eclipse solar, señalando que era un fenómeno científico.Expresó que : «Los eclipses solares ocurren cuando la luna se mueve entre el sol y la tierra, bloqueando el disco del sol y proyectando una sombra sobre la tierra».

The display of solar eclipse presented an amazing educative session for students from various schools in Kigali who gathered at the University of Rwanda’s College of Education, yesterday.

The partial solar eclipse was visible in Rwanda, across central Africa, Middle East and some other parts of the world.

During its occurence, Dr Phenias Nkundabakura, a specialist in astronomy taught students about solar eclipse, noting that it was a scientific phenomenon.

«Solar eclipses happen when the moon moves between the sun and earth, blocking the sun’s disk and casting a shadow on earth,» he explained.

He told students that the moon is not a primary source of light and is opaque.

The angular diameter of the moon is almost equal to the angular diameter of the sun, and during the solar eclipse process, the event allows for the viewing of the atmosphere of the sun, according to Nkundabakura.

Speaking to the media, Nkundabakura said the incident offered the perfect opportunity to explain to students the phenomenon of eclipses.

«Explaining scientific facts about eclipses as students watch and follow the succession of changes helps them to know the truth about science and its experiments,» he said.

Diana Kabasinga, a Senior Three student at Saint Paul International School, said she had learned about the solar and moon eclipses, and types of eclipse; partial, annular and total eclipses.

«I’m excited because I have been studying them theoretically, and I had never seen them, so today I have seen it live and I can even explain to those who have not got a chance to witness this incredible incident,» she said.

«I have even got some lectures about the disadvantages of looking at the sun directly which can cause blindness,» she added.

Cedrick Migambi, another student, said the knowledge he acquired by witnessing the occurence of the eclipse will help him understand better what he had been studying in class about eclipses.

Migambi said it was a chance to learn more about the things that happen in the universe.

«I cannot say that it is the beginning of my journey to study astronomy but it was an opportunity that opened my mind to questions on the nature of everything that are not easily seen,» he said.

Jean Pierre Twagirayezu, a Physics teacher at Saint Paul International School, said it was an interesting opportunity for both students and science teachers to view the solar eclipse.

«It is complicated to teach sciences to students who haven’t got some experience about certain things, but when you are telling them what they have seen, it becomes easier, so we are glad this is happening,» he said.

According to Nkundabakura, the solar eclipse occurred at the time it was expected, from 8:45am to 12:22pm.

Nkundabakura said that 2000 eclipse glasses were distributed in different schools with about 10,000 students hoped to have got the opportunity to watch safely the solar eclipse.

People are warned not to look directly into the sun for long time with naked eyes, or use smoked glasses, colour film, sun glasses and polarising filters as they are not safe.

According to Nkundabakura, before yesterday, the previous solar eclipse to have been seen in Rwanda was in November 2013.

AR/VR Garage set to turn Auckland into a virtual reality innovation hub

New Zealand’s ability to produce more augmented and virtual reality content has become much stronger, after the launch of a dedicated facility in Auckland last week.

AR/VR Garage, situated in Auckland Council’s GridAKL innovation hub in Eden Terrace, will be a focal point for game development, animation, education and digital media projects. The developers believe the Garage will boost jobs, innovation, investment and the country’s overall digital footprint.

Len Brown was alongside Minister for Economic Development Steven Joyce, helped to officially open the facility.

“This technology will probably influence all industry within the next five years. So I’m delighted that Auckland has seized the opportunity to catch this wave. The Garage encapsulates why Auckland was recognised this year by JLL in its top 20 cities of momentum,» Brown says.

The Garage has been touted as the basis for becoming an ‘international hub’ for AR and VR technology and will become the Oceania base for VR Society, a US-based organisation that is bridging global connections in the industry.

The society has been a powerful force, having facilitated US$170 million in VR project funding for its members worldwide.

The new garage is also attracting attention from another US-based company, the VR/AR Association. The International Game Developers Association will also have a ‘presence’ in the facility, highlighting the interest and importance of this kind of technology in New Zealand.

“It’s fantastic to see this innovation space directly result from high-level connections forged through the first two years of Auckland’s Tripartite Economic Alliance with Los Angeles and Guangzhou. Having gone from concept to reality in just three months, it shows council can identify and swiftly seize growth opportunities, and lead a project involving diverse partners to drive Auckland’s high-tech economic transformation,» Brown continues.

The Garage has been developed through this year’s Tripartite Economic Summit Auckland and Techweek AKL Magnify VR/AR Pacific Summit. So far the facility has attracted ten tenants, with an additional 10 expected to reside in the Garage by October.

The innovation hub as a whole brings together local and global industry, corporates, educational institutions and government agencies, which according to Auckland Council, is a model that is unlike any other on the planet.

“The VR Society is thrilled with the opportunity to participate in this important initiative, not just for Auckland, but for New Zealand’s digital manufacturing sector. As the leading VR organisation in Hollywood, the society is well aware of New Zealand’s reputation for high quality content creation,» says Jonas Hudson, VR Society board member and advisor to the AR/VR Garage.

The VR/AR Garage will also play a part in contributing to large film studios such as Walt Disney, Pixar and Marvel – all major industry players. ATEED CEO Brett O’Riley believes the garage will be a major method of showcasing work to investors and industry.

“While the Garage is a great boost for Auckland’s world-leading screen, digital and creative content industries, VR is becoming a crucial enabling platform for a whole range of sectors, including skills training and education. The future is definitely now,» O’Riley says.

The first industry corporate to join the AR/VR Garage is Datacom, which looks to expand services for its customers interested in the area.

«We’re seeing real interest from companies wanting to know more about augmented, virtual and mixed reality with some of our own customers already actively prototyping. The Garage is an excellent way to develop a safe environment to test potential AR use cases and to use the strength of GridAKL to tap into new groups of early adopters to engage with the AR ecosystem,» comments Greg Davidson, Datacom NZ CEO.

Auckland Council has ‘initially’ invested more than $20 million over a decade in the GridAKL project, designed to help Auckland’s innovation community.

ONU denuncia desplazamiento de 362 personas en Colombia

La razón del desplazamiento en el noreste de Colombia es los constantes enfrentamientos entre las autoridades y un grupo armado ilegal.

La Oficina de la ONU para la Coordinación de Asuntos Humanitarios (OCHA) advirtió este domingo (04.09.2016) que en el noreste de Colombia se presentó el desplazamiento de 362 personas, entre ellas 154 menores de edad, como consecuencia de los enfrentamientos entre las autoridades y un grupo armado ilegal.

Según el reporte del organismo internacional, el pasado «11 de agosto 362 personas, entre ellas 83 mujeres, 125 hombres y 154 menores de edad del corregimiento Las Mercedes, en el municipio de Sardinata, se desplazaron».

La razón del desplazamiento en la localidad que hace parte del departamento de Norte de Santander, fronterizo con Venezuela, es el enfrentamiento armado constante que se presenta «desde el mes de julio entre la Policía Nacional y un grupo armado no estatal».

Niños tuvieron que suspender clases

Dichos desplazados, precisó la OCHA, «llegaron a casas de familiares o amigos». Producto de las hostilidades, aproximadamente 515 niños tuvieron que suspender sus clases por un periodo de 10 días en el colegio local.

El pasado 1 de septiembre tuvo lugar el más reciente enfrentamiento que, dijo la OCHA, «obligó nuevamente a diez familias a pernoctar en barrios aledaños».

Hasta el momento unas 33 viviendas ubicadas alrededor de la estación de Policía han resultado afectadas al recibir disparos en sus techos.
