México: Becas completas para realizar estudios de posgrado en México

El Gobierno de México ofrece becas completas para extranjeros interesados en realizar estudios de posgrado en aquel país. Postulate antes del 23 de septiembre

La Secretaría de Relaciones Exteriores (SRE), a través de la Agencia Mexicana de Cooperación Internacional para el Desarrollo (AMEXCID), abrió la convocatoria a las Becas de Excelencia del Gobierno de México, en su edición 2017, convocando a estudiantes extranjeros interesados en realizar estudios en dicho país, en los niveles de especialidad, maestría, doctorado e investigaciones de posgrado, así como programas de movilidad estudiantil de licenciatura y posgrado. Si estás interesado, no dejes pasar esta oportunidad y solicitá tu beca antes del 23 de septiembre.
Esta convocatoria se ofrece anualmente a más de 180 países y más de 90 instituciones mexicanas de Educación Superior participan en ella. Una vez cerrado el plazo de postulación, los resultados se darán a conocer a partir del 22 de noviembre.
El tiempo máximo de financiamiento para los programas de movilidad a nivel licenciatura y posgrado es de un periodo académico, para las investigaciones a nivel posgrado y estancias posdoctorales son 12 meses, las especializaciones serán financiadas durante 1 año, las maestrías durante 2 años, los doctorados durante 3 o 4 años, y las especialidades y subespecialidades médicas 3 años.
Además de ser aceptado por alguna de las instituciones que forman parte de la convocatoria, será requisitocontar con título de licenciatura, maestría o doctorado para cursar el estudio por el que se solicita la beca y haber obtenido un promedio mínimo de 8 en una escala de 0 a 10, o su equivalente, en el último grado de estudio. Por otra parte, el estudiante también deberá contar con la visa corresponidente que acredite su condición de legal en el país.
Beneficios de las becas
• Pasajes de ida y vuelta en clase turista. En caso de realizar estudios en otra ciudad que no sea Ciudad de México, la beca también cubre el traslado a la ciudad correspondiente al inicio y al finalizar la estancia.
• Una asignación mensual de 4 salarios mínimos (aproximadamente USD 502.32) para becas de movilidad a nivel de licenciatura, especialidad, maestría o investigación a nivel de maestría, y estudios de español y cultura mexicana.
• Una asignación mensual de 5 salarios mínimos (aproximadamente USD 627.90) para becas de doctorado, investigación doctoral, estancias posdoctorales, especialidades y subespecialidades médicas.
• Inscripción y colegiatura según lo establecido por cada institución participante.
• Seguro médico a partir del tercer mes. El becario deberá cubrir los gastos de asistencia internacional y seguro médico por los primeros tres meses.
Se dará preferencia a los postulantes que:
• Elijan un programa sobre temas prioritarios para el desarrollo de su país y de carácter estratégico para México
• Estudien posgrados que no se impartan en su país de origen
• Lleven a cabo estudios o investigaciones en instituciones que se ubiquen en los estados del interior de la República Mexicana
• Sean profesores o investigadores de instituciones públicas de educación superior y de centros de investigación científica de su país
• Sean funcionarios públicos que tengan a su cargo áreas o programas de especial interés para su país
• No hayan sido beneficiarios de una beca del Gobierno de México

Resumen: Gobierno está configurado para reclutar a unos 10 000 profesores y directores, la mayoría de los cuales serán publicados en las escuelas rurales, en un intento de aliviar la grave escasez de maestros calificados en el país. El Ministro de Educación Primaria y Secundaria, Cde Lázaro Dokora, dijo al Parlamento el miércoles que la luz verde para su ministerio al recluta fue dada por el Tesoro el mes pasado. Government is set to recruit about 10 000 teachers and headmasters, most of whom will be posted to rural schools in a bid to alleviate the severe shortage of qualified teachers in the country. The Minister of Primary and Secondary Education, Cde Lazarus Dokora, told Parliament on Wednesday that the green light for his ministry to recruit was given by Treasury last month. He said the Government was also looking forward to opening more schools.
«The directive was given at the beginning of the second term. That is when we were told that we are supposed to recruit teachers and headmasters. From that period, we were working hard on the recruitment of teachers so that these teachers would be deployed in resettlement areas, rural areas and other areas that have teacher shortages,» said Cde Dokora.
In an interview yesterday, the Minister told Chronicle that the country must have a maximum of 130 000 teachers, the number which Treasury can afford to pay.
He could not immediately say how many were currently employed and how many would be recruited in the latest drive. However, the Zimbabwe Teachers Association (Zimta) yesterday said currently about 120 000 teachers are employed, leaving a shortfall of about 10 000.
In Parliament, Cde Dokora said his ministry looks at the status of a school; whether it is a satellite school or it is a registered school when recruiting. The Minister said whenever discussions for recruitment of staff are held, the Government takes into consideration that those who would have been hired should be paid.
«There was a time towards the end of last year when we were told of ghost teachers who were said to be in my Ministry. To avoid getting into the same problem, there should be concurrence between my Ministry, Treasury and the Public Service Commission,» he said.

RESUMEN: Vietnam ha tomado cinco puntos en la lista de los 350 mejores universidades asiáticas recientemente publicado por el analista de la educación británica Quacquarelli Symonds. Es una mejora respecto al año pasado, cuando la Universidad Nacional de Vietnam, en Hanoi, Vietnam Universidad Nacional-Ho Chi Minh fueron las dos únicas escuelas de Vietnam con nombre en la lista. La Universidad de Hanoi está en el puesto 139 °, hasta 52 puntos a partir de 2015, mientras que la escuela de Ho Chi Minh subió 54 puntos en la posición 147ª. Cada una de las universidades tienen varias escuelas propias que ofrecen una amplia gama de cursos de artes liberales a las ciencias.

Vietnam has taken up five spots on the list of 350 top Asian universities recently released by British education analyst Quacquarelli Symonds. It is an improvement from last year, when Hanoi’s Vietnam National University and Vietnam National University-Ho Chi Minh City were the only two schools from Vietnam named in the list. The Hanoi university is ranked 139th, up 52 spots from 2015, while the Ho Chi Minh City school climbed 54 spots to the 147th position. Each of the universities have several schools of their own offering a wide range of courses from liberal arts to sciences.

Can Tho University takes number 251, while Hue University and Hanoi University of Science and Technology share the 301st position. Quacquarelli Symonds say its annual ranking is based on schools’ scores in nine areas such as academic reputation, faculty to student ratio, citations per paper, staff with PhD, and proportion of international students.
This year the National University of Singapore topped the Asian list, followed by the University of Hong Kong and the Hong Kong University of Science and Technology. Vietnam does not have any university in the QS World Rankings.

The Kansas State Board of Education has voted to ignore the Obama administration’s directive on accommodating transgender students, joining a wave of opposition from politicians nationwide who say the decree amounts to federal overreach.
The Kansas board argued that local schools are best suited to decide how to handle issues that transgender students confront in school, including which bathrooms they are allowed to use and which name and gender appears on class rosters and other school records.
Its vote to push back against the Obama administration’s decree – which requires schools to allow transgender students to use the bathroom that matches their gender identity – was unanimous Tuesday afternoon.
«We are firm in our belief that decisions about the care, safety and well-being of all students are best made by the local school district based on the needs and desires of the students, parents and communities they serve,» said the statement adopted Tuesday.
«In Kansas, like many other states, our schools have been addressing transgender student needs with sensitivity and success for many years.»
The Obama administration’s guidance is not legally binding, but schools and districts that don’t comply can be investigated and can lose federal education funding if they refuse to come into compliance. Its not clear whether the state board’s vote is enough to put Kansas at risk of losing its federal education funding, which amounts to about 9 percent of the state’s K-12 education budget, according to a spokeswoman for the state education department.
A spokesperson for the U.S. Education Department did not immediately respond to a request for comment Wednesday morning.
Obama administration officials and LGBT activists have said that the directive is necessary to ensure that schools are protecting the civil rights of some of their most vulnerable students. Transgender people report high rates of bullying and harassment, as well as depression and attempted suicide.
But the directive has sparked a backlash from politicians and activists who say that the administration’s stance – and particularly its stance on bathroom and locker room access for transgender children – amounts to a federal overreach that endangers students’ privacy.
Texas and 10 other states have filed a federal lawsuit challenging the administration’s directive, saying it «has no basis in law» and could cause «seismic changes in the operations of the nation’s school districts.» Kansas Attorney General Derek Schmidt said earlier this month that Kansas would also sue, but that it had not decided whether to join the 11 other states or file a separate suit.
Not everyone agrees that Kansas schools are effectively serving transgender children.
Stephanie Mott, executive director of the Kansas Statewide Transgender Education Project, said she regularly receives phone calls, emails and text messages from students who don’t feel comfortable in school because their teachers insist on calling them by the wrong name or won’t allow them to use the restroom that matches their identity.
Mott called the board’s vote «extraordinarily sad.»
«The state board of education has no idea what it’s like to be a transgender person in this state, especially a transgender youth in a school that’s not accommodating,» she said.
Mott and other activists say that Republican state lawmakers are turning transgender children into a bargaining chip in a long-running fight over school funding, threatening to introduce legislation that would force children to use bathrooms that match the sex listed on their birth certificates unless Democrats fall into line with the Republican majority.
State Rep. John Whitmer, R-Wichita, told the Wichita Eagle that he plans to introduce the transgender bathroom bill only if Democrats «muck us up» during an upcoming special session on school funding. If the legislature fails to come up with an equitable funding plan, the state supreme court could force public schools to shut down at the end of the month.
«The school board is sitting up there going, ‘Everything is wonderful in Kansas schools,’ and at the same time we have a legislator who’s going, ‘I’m going to make it more difficult for all transgender students in the state of Kansas,’ » Mott said. «There’s a huge disconnect there.»
In an interview Wednesday, Whitmer said that he wants the special session to move quickly and stay focused on funding, and would only introduce the bathroom bill if Democrats try to pass new gun controls or other such unrelated measures. «Once you put your pet issues on the back burner, I’ll do the same with mine,» he said.
Whitmer said he does expect the legislature to consider the bathroom bill during its next regular session.

The Kansas State Board of Education believes that every child has the right to a high quality education delivered within a safe, inclusive and supportive school system.
In Kansas, like many other states, our schools have been addressing transgender student needs with sensitivity and success for many years. Just as every child is unique, so too is every school community. With that understanding, we are firm in our belief that decisions about the care, safety and well-being of all students are best made by the local school district based on the needs and desires of the students, parents and communities they serve.
The recent directive from the civil rights offices of the United States Department of Education and the U.S. Department of Justice regarding the treatment of transgender students removes the local control needed to effectively address this sensitive issue. We must continue to provide our schools the flexibility needed to work with their students, families and communities to effectively address the needs of the students they serve.

La ceremonia fue realizada para empatizar con la comunidad, tras los incidentes en el templo.

Este jueves se realizó una misa en el frontis de la Iglesia de la Gratitud Nacional, ubicada en la comuna de Santiago. La convocatoria fue hecha por la Federación de Estudiantes de la Universidad Católica de Chile (FEUC), a la cual llegaron distintos representantes del movimiento estudiantil.

En la liturgia el presidente de la FEUC, Daniel Gedda, explicó las razones de la convocatoria a la actividad eclesiástica. Ante esto sostuvo que «nosotros sentimos que es muy importante, en miras de lo que había sucedido la semana pasada».

Asimismo recordó que «en este mismo lugar hay un espacio entre cristianismo y los movimientos, y transformaciones sociales que hoy no estamos dando a entender. Los que lamentablemente se están entendiendo de una manera contraria».

Cabe mencionar que durante la semana pasada, un grupo de estudiantes ingresaron hasta el mismo templo, donde terminaron por destruir una réplica de un Cristo crucificado, situación que generó diversas reacciones a nivel nacional.

Tras los actos destructivos por parte de los estudiantes en las tomas, el ex Presidente Sebastián Piñera expuso su postura afirmando que: «qué derechos tienen un puñado de estudiantes a ir y destruir los liceos que tanto nos costó construir, y privar a los demás estudiantes a de su derecho a estudiar»
«(..) durante nuestro Gobierno quisimos aprobar la ley del control preventivo de identidad y la rechazó la Nueva Mayoría (..) en esos tiempos les dijimos que estaban sembrando vientos e iban a cosechar tempestades», agregó.
Por su parte desde el Gobierno, el subsecretario del Interior, Mahmud Aleuy calificó las declaraciones de Piñera como «prolíficas», ya que según la autoridad de Interior, debería colaborar a erradicar la violencia de la política.
En tanto, la presidenta de la Feusach, Marta Matamala, también contestó a los comentarios del ex mandatario, aclarando que, «nosotros sabemos que aquí existen una serie de eventos posterior a las movilizaciones y lo hemos dicho de todas las formas posibles: no corresponden únicamente al movimiento estudiantil, son fenómenos sociales como respuesta también de una sociedad profundamente violenta e injusta».

El Ministerio de HRD lanzó el jueves una iniciativa llamada ‘Vidyanjali’ para animar a los jóvenes a ofrecer sus servicios en cualquier escuela del gobierno vecindario. Los maestros jubilados, funcionarios públicos profesionales, personal de defensa y mujeres, que son las marcas de origen, también pueden ofrecer para ayudar en este programa, que se ha iniciado en forma experimental a través de 2.200 escuelas públicas en 21 estados.
Reeling under an acute shortage of teachers and staff, government schools across the country can now draft volunteers to promote co-scholastic activities such as reading, creative writing, public speaking and play acting among its students from classes I to VIII.
The HRD Ministry on Thursday launched an initiative called ‘Vidyanjali’ to encourage youngsters to volunteer their services at any neighborhood government school. Retired teachers, professionals government officials, defence personnel and women, who are home makes, can also offer to help under this programme, which has been started on a pilot basis across 2,200 government schools in 21 states.
“This will also afford an opportunity to the NRIs who are keen to give back to their home country in some way,” said a senior ministry official, who did not wish to identified.
The Centre hopes to expand Vidyanjali’s to every school in the country over the next few years after it pilot run ends in December. There is no eligibility criteria to enroll as a volunteer, but officials said that the final decision on who is selected for the job will be prerogative of the school.
Anyone can apply to enroll as a volunteer by filling up a form on either mygov.in or the mygov mobile application. The concerned school principal will study applications and shortlist suitable candidates, who will then be called for an interview before they can be allowed to volunteer.
Speaking at the programme launch, HRD Minister Smriti Irani said that Vidyanjali is meant to convey to the students of government schools that “they are not alone but are a part of Team India”. The initiative has had a soft launch in which eminent personalities, including Union ministers Rajyavardhan Rathore and Kiren Rijiju, author Ruskin Bond, footballer Baichung Bhutia and actor Twinkle Khanna, have already visited government schools to interact with children.
The HRD Ministry officials told The Indian Express that the programme was conceived at a review meeting held by Prime Minister Narendra Modi in June last year.
Assam, Andhra Pradesh, Bihar, Chhattisgarh, Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Gujarat, Goa, Karnataka, Maharashtra, Uttar Pradesh, Madhya Pradesh are among the 21 states that have agreed to implement Vidyanjali’s pilot run.

Resumen: 10 participantes de diversos sectores de la vida están tomando la oportunidad de ampliar sus conocimientos sobre la conservación del medio ambiente en el programa de talleres de tres Nacional de Servicios de Medio Ambiente Participativa dimensional Modelado (MP3D) que comenzó en el Aroa Nui Hall en Arorangi.

ABOUT 10 participants from various walks of life are taking the opportunity to expand their knowledge on environment conservation at the National Environment Services Participatory Three Dimensional Modelling (P3DM) workshop programme which started at the Aroa Nui Hall in Arorangi on Monday.

The four-day workshop aimed to educate participants on the importance of working together and how they could help curb environmental issues.
National Environmental Services (NES) director Joseph Brider said the programme was a fully collaborative exercise that combined community mapping with open discussions on land use and land use planning scenarios.
“It is a combination of geographic accuracy with local, individual spatial knowledge and mind-maps of our districts and familiar settings,” he said.
The workshop would also be a good opportunity for participants to interact and learn more about historical sites, Brider said.
“Everyone will have knowledge to share and map, places where important past events occurred, of boundaries, of key areas and times for certain activities and these can be discussed and learned by all participants including students.
“The success of this exercise relies on all participants playing their part, elders sharing traditional and historic knowledge, fishermen sharing where good fishing places are or where the fish spawn or gardeners sharing where plantations are or the location of important plants and trees.”
Mii Matamaki of NES said the workshop would also feature Cook Islands planning projects, including the Integrated Island Biodiversity project.
“One key object of this exercise is to plan for protection and restoration of key natural features and to plan possible climatic changes and other issues that are important to the community.” The workshop will end on Thursday.
